PRIMARY TASKS
ITEM 1 - PROTECTION OF SOWN SEED
(a) – The exact start and stop time will be determined by the COR. This determination will be based on the bare root sowing schedule, bird populations, germination of seedlings and the amount of predation occurring.
(b) – Control of birds will be from ½ hour before sunrise to 7:00AM and 4:00PM to ½ hour after sunset. Start and stop times will fluctuate due to lengthening daylight hours, subject to the COR’s approval. The contractor will be given an access code for the front gate to have access to the work site before 6:00AM and after 5:15PM.
(c) – Seedbeds are the growing areas for seedlings. The width is from the centerline of one equipment path to the centerline of an adjacent equipment path (approximately 64 inches). The length is between the road ditch line or grass buffer strips near either end of the seedbed.
(d) – Contractor is required to keep seed-eating birds out of the newly sown seed beds from the time of sowing until the seed has germinated and seedlings have grown to a size that the birds no longer damage or destroy. The contractor will also be required to have those employees assigned to protect the sown seed do minor weeding in these 1-0 areas. Minor weeding is defined as removal of unwanted weeds and trees of wrong species from the seedbed area and along pipelines that are left after preparation and sowing of seedbeds.
(e) – Historic predation has occurred but is not limited to the following in order of normal preference:
ponderosa pine, white pine, Douglas-fir, lodgepole pine and western larch. The bird species that will most likely be encountered are doves, finches, magpies and crows.
(f) – Any method of control that does not violate applicable Federal, State, County, or City laws is acceptable. There will be no method used that will unduly disturb local residents and/or businesses adjacent to the Nursery property.
(g) – Bicycles or foot traffic only in the equipment travel paths between the seedbeds so as not to damage seedbeds or seedlings.
(h) – Protection of government seed germinates, irrigation system and soil are paramount.
(i) – Contractor will have a minimum of 2 people per 6 acres plus an additional person for every 5 acres over the initial 6 acres.
(j) – In the case of a thunderstorm, contractor will seek shelter in their vehicle and notify the COR.
The COR will determine the best suitable action.
ITEM 2 - WEEDING
(a) – Contract work shall be performed only during the scheduled hours of 6:00AM to 4:30PM Monday through Friday, or a time mutually agreed upon with the COR. Weekends, holidays and hours worked outside of this schedule will be permitted only by prior agreement with the COR.
(b) – All weeds will be manually removed from seedbeds, seedbed ends, pipelines and pathways to the ends of the beds. Weeds shall be removed around and under irrigation pipelines without displacing or damaging pipelines as directed by COR.
(c) – All portions of weeds including leaves, stems, flowers and roots will be removed from the fields and placed in government furnished trailers. No weeds shall be dumped on the ground.
(d) – In all fields there will be no more than one (1) weed per 200 bed feet, greater than ½ inch in diameter and/or ½ inch in height.
(e) – Stakes, flagging, other identifying markers and irrigation equipment will not be disturbed by contract employees during weeding operations.
(f) – Upon completion of work for the day, contract employees will remove from field any containers, tools, and other implements or debris. Contractors may place these items in a designated location agreed upon with the COR so as not to interfere with field watering and operations.
(g) – Contractor and their employees will not walk upon seedlings or seedbeds.
(h) – The acreage of all fields planned for weeding is listed below:

(i) – All weeds with clumps of soil adhering to the roots will be shaken to loosen soil and minimize removal from the seedbeds.
(j) – Hoes may be used to loosen weeds in pathways and in the area beyond the ends of the seedbeds.
No hoes will be allowed in seedbeds. Other tools used in seedbeds will be subject to approval by the COR. Care will be taken to avoid loosening, uprooting, bruising, or scraping seedlings. Soil loosened or pulled away around seedlings will be tamped back into place. All weeding will be performed from the edge of the seedbed, by standing or kneeling in pathways. Standing or kneeling inside the seedbeds will not be permitted. Stepping on or damaging seedlings or plants will not be permitted.
(k) – All weeds will be transported to government-furnished trailers, located at the ends of seedbeds.
The contractor may use plastic bags, cloth sacks or buckets to transport weeds. No containers or items, which will not biodegrade at a rate equal to that of the weeds, shall be placed in the government furnished trailer. Containers used to transport weeds shall not be placed in seedbeds or on top of tree seedlings at any time.
(l) – Weeding must be coordinated with routine irrigation schedules. The irrigation schedule varies with weather conditions and growth stage of the seedlings.
(m) – After irrigation, weeding will be allowed to resume after the drainage of surface soil moisture.
(n) – All weeds will be manually removed from fields two (2) feet beyond valve opening elbow (VOE), end of pipelines, field edge pipelines and fallow areas within seedbeds or if otherwise instructed by the COR.
ITEMS 3-5 - LIFTING, TUBBING, LOADING SEEDLINGS
The government will transport empty seedling tubs to a designated field site, tubs will be offloaded by the contractor ensuring no harm is done to the seedlings or the tub. The work will include, pulling seedlings from seedbeds after they are mechanically undercut, placing the seedlings into field tubs, covering all roots with burlap and loading the tubs onto trailers. Seedlings will be mechanically undercut by government prior to hand pulling. The contractor will not begin pulling seedlings from the seedbeds until undercutting has been accomplished. Seedlings will be pulled from the seedbeds by grasping 2 handfuls of seedlings at the soil line in the same seedling row and lifting until the seedlings are free from the soil. The seedlings will be shaken to remove excess soil from the root system, without causing damage to the product (i.e. hitting seedlings against tubs to loosen soil). The seedlings will be placed immediately in field tubs with all roots oriented in the same direction and covered with burlap. Field tubs will not be overfilled or underfilled. Seedlings must be covered with burlap immediately upon placement into the tub between pulling handfuls of seedlings. The filled seedling tubs will be loaded onto pallets on government trailers by the contractor. Each pallet will have 20 tubs stacked on them in four (4) stacks, five (5) tubs high. No more than one (1) seed lot will be placed on a pallet. Filled tubs will be loaded onto trailers within 25 minutes of hand pulling, unless otherwise stated by the government. The government will transport filled tubs to the pre-cooler. At the end of each workday the empty tubs offloaded will be collected by the contractor and loaded onto the hauling trailer.
ITEM 6-8 - PROCESSING OF BARE ROOT TREE SEEDLINGS
The work will include grading, counting, root pruning, constructing boxes, packing seedlings in plastic bag lined boxes and stacking boxes on pallets for removal by government employee(s) to a designated storage area.
Government employees will place labels on boxes for storage. Contract belt supervisors will be actively engaged in the supervision of the sorting and grading crew to ensure seedling and packing quality at all times. The government will transport seedlings from the pre-cooler to the loading end of the sorting belts on pallets. The contractor will distribute the seedling tubs to the sorters on each belt. The contractor will return the empty tubs with burlap to the loading end of the sorting belt, without damaging tubs. The contractor will dump excess soil from tubs into designated ore carts, place one sheet of wet burlap back into the empty tub and stack them on plastic pallets provided. Each pallet will have 4 stacks and each stack will contain 15 tubs. Once field lifting is completed, contractor will layout wet burlap on metal racks, ensuring the height of the stacked burlap does not exceed the top of the metal legs on the rack.
GRADING: Seedlings will be graded to customer height, caliper and root prune specifications and Coeur d’Alene Nursery standards for each seed lot (reference Table 1.1 unless otherwise specified by COR). Grading specifications may be subject to adjustment by the COR at any time during the grading process. Contractors will be responsible for discarding seedlings with a bark injury greater than ¼ inch in length and/or greater than ¼ the circumference of the main stem and primary roots; broken or dead tops, stripped needles or roots; any disease, fungus, blistering or abnormal growth in the seedling;
discoloration of foliage in the upper two thirds of the tree; and/or forked or multiple tops (more than 1 leader of equal or similar length). The contractor will not be required to rework seedlings processed before the specification adjustment. Each seedling will be completely separated from other seedlings in a manner that branches and roots will not be stripped or otherwise damaged. Any seedling not meeting standards will be discarded onto the floor. Acceptable graded seedlings will be placed in groups of ten
(10) on the sorting belt with the roots oriented in the same direction and cotyledon scars aligned. The graders will cover unsorted seedlings with moist burlap when sorting stops for any reason. Once a seedling order has been met, the government belt inspector will direct the contractor to either save remaining tubs of seedlings or dump them in the ore cart. Saved tubs of seedlings will be consolidated and returned to the loading end of the sorting belt with burlap covering seedlings. All tubs will be stacked on pallets and the lot identification tag will be inserted into one of the tubs to maintain lot identity.
CATCHING/PRUNING: Groups of graded seedlings will be caught at the end of the sorting belt and gathered into bunches of 20-50 seedlings unless otherwise directed by the belt inspector or the COR.
Seedlings must be aligned at the cotyledon scar prior to pruning taking place. The bunches of seedlings will be placed on the pruning table and pruned based on the customer specifications for each lot.
Seedling roots will not be abused in any manner, this includes striking them against person or objects, combing them with fingers or allowing the root systems to dry out. At no time will the pruning table be overloaded with seedlings.
PACKING SEEDLINGS: Pruners will place pruned seedling bundles in bag-lined boxes with roots oriented in the direction determined by the government belt inspector. The number of seedlings in each box will be determined by the government belt inspector, once that number has been established, that quantity will be adhered to for the entire lot, unless seedling size dictates the COR to alter the box count quantity. Box weight will not exceed 50 pounds. Filled boxes will be placed on a roller conveyor for labeling by the government belt inspector and sent to the closing station.
The tops of the bag liners will be rolled down to remove excess air and the box will be closed and sealed by a pneumatic air stapler with three staples securing the top. Closed boxes will be placed on pallets, 4 on each row, with the label facing the forklift side of the pallet. Wood spacers will be placed between rows of filled boxes. The contractor will place 4, 8, 12 or 16 boxes per pallet, to be determined by government storage inspector. The boxes will not be dropped or thrown.
SWEEPING CULL SEEDLINGS/CLEANUP: Cull seedlings and soil will be swept from the floor throughout the workday to provide a safe working environment for all personnel. Cull seedlings will be separated from soil and placed in separate ore carts. The government will transport and empty ore carts as needed throughout the work day. At the end of each workday the packing shed, lunchroom and restrooms adjacent to the packing shed will be cleaned. (1) Packing shed – remove all soil, mud and cull seedlings from floor. Dust tops and bottoms of sorting belts to flush out trapped debris. Trash will be placed in dumpster outside the packing shed. Replace trash can liners (2) Lunchroom – sweep floor, wipe down tables and counter tops as needed. Trash will be placed in dumpster outside the packing shed. Replace trash can liners (3) Restrooms – sweep floors, replace paper towels and toilet paper as needed. Trash will be placed in dumpster outside the packing shed. Replace trash can liners.
ITEM 9 - TRANSPLANTING SEEDLINGS
The work will include transplanting seedling plug sizes 240, 160, 112, 91, or 98 into designated bare root beds. Seedlings are to be planted in five rows per bed. Spacing is determined by mechanical transplanter. No less than 93% of spaces will be filled with seedlings (use of dibbler behind transplanter to fill spaces may be required). Seedling depth to be at seedling root collar at soil line +/- ½ inch. No less than 93% of seedlings to be at vertical orientation without twisting or bending. Daily transplant volume to be 30,000 – 60,000 seedlings. Contractors will be responsible for transporting tubs with seedlings from the government trailer to the transplanter and returning empty tubs to trailer. No more than 10 fallen, horizontal, unplanted or otherwise mishandled seedlings on the ground will be allowed in a 100 bed foot area.
ITEM 10 – ROOT PRUNING
The work requires container plugs or bareroot seedlings to be pruned to a specific length set by the government. The government will provide the root pruning tables, seedlings, pruning specifications and storage containers. Contractors will be responsible for loading seedlings onto pruning tables, ensuring the root length is accurate, and storing pruned seedlings into storage containers that will be placed on pallets or racks. At no time will pruning tables be overloaded with seedlings, compromising the pruning length or resulting in tearing of roots. Roots will be covered with burlap if work stops for any reason.
Government employees will bring seedlings out from where they are being stored and remove pruned seedlings once contractors have placed them in boxes or bins onto pallets or racks.
Key Personnel The Contractor’s on-site representative shall be fully conversant and literate in the English language and shall be in the work area whenever work is in progress. The Contractor shall assign the key personnel identified in their Experience Questionnaire:
▪ CONTRACTOR REPRESENTATIVE/FOREMAN:
The Contractor shall make no substitutions of key personnel without notifying the Contracting Officer within a reasonable timeframe and in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the contract. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contractor shall make no diversion of personnel without the written consent of the Contracting Officer. The contract will be modified to reflect any approved changes of key personnel. The Contractor or the Contractor's designated representative shall remain on the Nursery work site while seedling packing is in progress. Crew supervisors shall remain with their designated crews at all times.
E. INSPECTION AND ACCEPTANCE
Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the contractor of the responsibility for maintaining quality control. The COR or designated inspector will conduct all inspections. The contractor (or designated representative) is encouraged to be present to observe inspections. Summary results will be made available on request.
ITEM 1 – PROTECTION OF SOWN SEED - The COR or designated inspector will make visual inspection of the contractor’s work. The seedbeds will be inspected to ensure that no more than 5% seedbed damage within 200 bed feet has occurred. Seedbeds will also be visually inspected to insure no more than 5% of sown seedlings within 200 bed feet have been removed by bird predation.
ITEMS 2.1, 2.2, 2.3 – WEEDING - Seedbeds will be visually inspected and any weeds remaining that exceed 1 weed per 200 bed feet will be reworked by the contractor at no additional expense to the government. The weed trailers provided will be inspected to insure the root system is being removed.
ITEMS 3, 4, 5 – LIFTING, TUBBING, LOADING SEEDLINGS – The COR or designated inspector will record the contractors’ daily lifting accomplishments to ensure the daily bed foot minimum is being met. Lifting, tubbing and loading inspections will be measured by visual means to ensure work is in compliance with the technical provisions of the contract. Visual inspections will include but not be limited to excess soil on roots, abuse of seedlings, failure to properly cover tubbed seedlings, leaving no more than one (1) seedling within 200 bed feet in the seedbeds, over/under filled tubs and failure to load filled tubs onto trailer within 25 minutes of lifting.
ITEMS 6, 7, 8 – PROCESSING OF BARE ROOT TREE SEEDLINGS – The COR or designated inspectors will check at least a 5% sample of graded and sorted seedlings before and after pruning from each seed lot. The caliper, height, root system, damage, disease and pruning length will be recorded. At least a 5% sample of filled boxes will be counted to ensure the correct number of seedlings are in the box. Payment will be based on the percentage of acceptable seedlings in each seed lot, as displayed in the following table:
Percent Acceptable Seedlings Payment 95% - 100% Full pay 90% - 94.9% Partial payment ** <90% No pay ++ **The partial payment will be calculated using the following formula;
Total seedlings sorted in the seed lot X (bid price X actual percentage acceptable seedlings) = payment.
The pack shed floor will be visually inspected to ensure that good seedlings are not being discarded.
The contractor will be charged a wasted tree charge for all seedlings found on the floor that meet grading specifications. (See liquidated damages)
++The contractor or his/her representative will be notified immediately of the seed lots are found to be below 95% acceptable. The contractor may choose to rework the unacceptable seed lot to the established specifications before payment will be made. The cost of re-inspection by the government inspector will be borne by the contractor.
ITEM 9 – TRANSPLANTING SEEDLINGS – The COR or designated inspector will visually inspect planting depth, orientation of transplanted seedling, missed spaces and seedling handling. An inventory will be taken of each seed lot in every bed to determine daily transplant volume.
ITEM 10 – ROOT PRUNING – The COR or designated inspector will visually inspect root prune length, as set by the government. Seedlings will be stored in boxes or tubs until transplanting occurs.
F. DELIVERIES OF PERFORMANCE
The contractor will be required to start work under this contract within 2 calendar days after receipt of the Notice to Proceed. The time stated for completion will include final cleanup of the premises.
When possible, all lifting will be completed in the fall, if weather conditions permit. Bed footage not lifted in the fall will be lifted in the spring when the ground thaws and soil conditions are favorable. This is typically performed in March. Minimum bed foot/hour rate contractors will be expected to meet is 650 ft/hr, not species dependent. Exceptions to this minimum may be agreed upon by contractor and COR as deemed biologically appropriate.
If the grading, sorting and packing (items 6, 7, 8) fall too far behind the lifting, the lifting operation may be suspended so the contractor field crew can move into the packing shed to grade, sort and pack seedlings.
All work will be performed between the hours of 7:00AM and 4:30 PM with a ½ hour lunch break, unless otherwise decided upon by contractor and COR. Two fifteen (15) minute breaks each will be scheduled by the contractor. Work may be required on the weekends at the option of the government.
The contractors Notice to Proceed will not be issued until the seedling physiology, ground and weather conditions are suitable for work. Weather and seedling physiology will dictate the contract work schedule.
LIQUIDATED DAMAGES
LIFTING/TUBBING/LOADING: If the contractor fails to lift and load seedlings according to the specifications and meet the time frames required, the contractor will, in place of actual damages, pay the government the following fixed charges.
1 - $20.00 per incident, lifting and loading 2 - $50.00 per incident, loading time in excess of 25 minutes.
GRADING/SORTING/PACKING: If good seedlings are found on the floor, the contractor will be notified immediately, and the practice will be stopped. The contractor will be charged a wasted tree charge for all acceptable seedlings found on the floor.
1 – $0.48 each for P+1/2 transplants 2 - $0.29 each for 2-0 bare root seedlings 3 - $0.35 each for 3-0 bare root seedlings
FOR ALL ITEMS IN THIS CONTRACT, ANY DAMAGE DONE TO PIPELINES OR PIPELINE
VALVES WILL BE ACTUAL COST TO REPAIR/REPLACE.
