M.3 TECHNICAL EVALUATION FACTORS
· ONE AWARD WILL BE MADE. This is a procurement conducted in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition. This contract will be awarded in accordance with FAR Part 13 using a Lowest Price Technically Acceptable (LPTA) source selection type process. All offers adhering to the requirements of the solicitation will be ranked by price, with the lowest evaluated price offer first. Once the contracting officer determines the lowest price technically acceptable offer adhering to the requirements of the solicitation is fair and reasonable for the work to be performed and not materially unbalanced, the Government will evaluate the offer for responsibility in accordance with FAR Part 9.104. If the lowest priced technically acceptable offer is deemed responsible, no further evaluations will be made and award will be made to the contractor. If not the evaluation will continue to the second offeror and so forth until a contractor meeting this criterion is determined.
· PRICE The price will be evaluated for completeness and reasonableness. The price quote will be evaluated to ensure it covers all requirements and includes all pricing information required by the solicitation. The Government will evaluate the lowest price offer to determine if the price is fair and reasonable for the work to be performed through the use of price analysis. To be considered fair and reasonable for the work performed, the evaluators will also check for appearance of unbalanced line item prices. If deemed necessary, the supplemental price breakdown information will be used to assist the Government in performing the price evaluation described above. An Offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
· Prices are reasonable in comparison to estimates, prior prices paid, and competition and can be supported by suitable estimating techniques. If a price is unreasonably low to realistically perform the work for the proposed price, the offer will be not considered reasonable and will not be considered for contract award.
· The Government may waive minor informalities or irregularities in proposals received or elect to not award at all. If necessary, the Government may conduct discussions with any or all offerors.
M-3. TECHNICAL
Factor 1: Expereince
The Government will evaluate the offeror’s experience to determine that the offeror has completed, within the last five years, one construction project, with a price of at least $25,000.00, which include air monitoring.
Factor 2: Past Performance
The Government will evaluate the contractor’s past performance to determine the offeror’s ability to perform the contract successfully. To be determined technically acceptable, the past performance rating on the project submitted for Factor 1 must be satisfactory or better.
