Procurement of a real-time PCR thermal cycler for U.S. Geological Survey Pacific Island

Ecosystems Research Center (PIERC)

1. Background and Purpose

PIERC requires the acquisition of a new real-time PCR thermal cycler instrument to support ongoing research and laboratory operations. The instrument will replace a real-time PCR thermal cycler (Bio-Rad CFX96 C1000 Touch with real time optical reaction module) which was purchased in 2013. This current optical detection system is expected to reach its End-Of-Life, and End-Of-Service-Life with the manufacturer in September 2026. The new real time PCR thermal cycler instrument will enable molecular-based quantitative PCR assays to detect invasive species targets, perform avian disease diagnostics, and quantify the concentration of next-generation libraries, all of which must meet USGS quality and operational standards.

Equipment purchased under this contract must comply with the USGS Quality Management

System (QMS) expectations related to laboratory equipment, including suitability for intended use and capacity to meet acceptance criteria. Further, the equipment must have software that is approved at a DOI-level for use.

2. Scope of Work

Supplying the equipment, software license, manufacturer warranty of 1 year, trade in or up offer, and delivery that meets or exceeds the following technical specifications in section 3.

Shipping the specified equipment to USGS-PIERC, 1 Crater Rim Drive, Bldg 344, Hawaii

National Park, HI 96718, with delivery before October 1st, 2026.

3. Technical Specifications

• Items offered must meet or exceed the technical specifications of the preferred make and model being CFX Opus 96 Real-Time PCR System 96-well, 5-color plus FRET, network-connected real-time PCR detection system, includes CFX Opus 96 base unit, cables

• Software License: Bio-Rad CFX Maestro v2.3 for Windows PC, software for real-time

PCR plate setup, data collection, statistics, and graphing of results.

• Equipment warranty from the manufacturer for the first year.

• Discounted offers on pricing for equipment trade-in of PIERCs current model; Bio-Rad

CFX96 C1000 Touch with real time optical reaction module (SN 785BR09918 plus SN

CT009686)

• Performance requirements – single and multiplex reactions, 5- color plus FRET, thermal gradient function, uniform optical system free of regular calibration requirements, touch screen. Fully compatible with PIERC’s existing instruments, IT requirements on software and security, and lab workflows.

52.223-2 Reporting of Biobased Products Under Service and Construction Contracts (May

2024)[DEVIATION FEB 2025]

(a) Definitions. As used in this clause—

Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. ( 7 U.S.C. 8101) ( 7 CFR 4270.2).

USDA-designated product category means a generic grouping of products that are or can be made with biobased materials—

(1) That are listed by USDA in a procurement guideline ( 7 CFR part 3201, subpart B); and

(2) For which USDA has provided purchasing recommendations (available at https://www.biopreferred.gov ).

(b) The Contractor shall report to https://www.sam.gov, with a copy to the Contracting Officer, on the product types and dollar value of any biobased products in USDA-designated product categories purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and

(c) Submit this report no later than—

(1) October 31 of each year during contract performance; and

(2) At the end of contract performance.

52.223-23 Sustainable Products and Services (May 2024 [(DEVIATION FEB 2025)]

(a) Definitions. As used in this clause—

Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. (42 U.S.C. 6903).

Sustainable products and services means products and services that are subject to and meet the following applicable statutory mandates and directives for purchasing:

(b) Requirements.

(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.

(2) The Contractor shall ensure that the sustainable products and services required by this contract are—

(i) Delivered to the Government;

(ii) Furnished for use by the Government;

(iii) Incorporated into the construction of a public building or public work; and

(iv) Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor’s general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of

Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.

(3)(i) Except as provided in paragraph (b)(3)(ii) of this clause, sustainable products and services must meet the applicable standards, specifications, or other program requirements at time of quote or offer submission; and

(ii) Sustainable products and services must meet the EPA Recommendations of Specifications, Standards, and

Ecolabels in effect as of October 2023.

(c) Resource. The Green Procurement Compilation (GPC) available at https://sftool.gov/greenprocurement provides a comprehensive list of sustainable products and services and sustainable acquisition guidance. The Contractor should review the GPC when determining which [statutory] purchasing programs apply to a specific product or service.

Electronic Invoice and Payment Instructions – Invoice Processing Platform (IPP) (Feb 2021)

Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice

Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable

Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-

Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The

Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the

Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

GS0231 Technical liaison – Technical Clarification (Dec 2024)

a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements.

(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.

(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the

Contracting Officer.

(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.

GS0199 Prevention of Malicious Code (Jun 2018)

(a) Definitions Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."

(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.

(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its installation or operation on USGS-owned computers or contractor-owned computers connected to USGS computer systems or networks. Contractors using diagnostics software disks or connecting to a non-USGS computer while performing repairs or upgrades to a USGS computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.

Unilateral Deobligation

The contractor shall submit all invoices under this award no later than ninety (90) calendar days after the period of performance has expired, unless a request for extension has been submitted to, and granted by, the Contracting

Officer. After 120 calendar days have passed after the expiration of the period of performance, the Contracting

Officer reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

Section 508 Requirements

E207.2 WCAG Conformance. User interface components, as well as the content of platforms and applications, shall conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0

Exceptions from E207.2 WCAG Conformance:

• Software that is assistive technology and that supports the accessibility services of the platform shall not be required to conform to E207.2.

E208 Support Documentation and Services

E208.1 General. Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.

E302 Functional Performance Criteria

302.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.

302.2 With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.

302.3 Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.

302.4 Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.

302.5 With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.

302.6 Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.

302.7 With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.

302.8 With Limited Reach and Strength. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.

302.9 With Limited Language, Cognitive, and Learning Abilities. ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.

501 General

501.1 Scope. The requirements of Chapter 5 shall apply to software where required by 508 Chapter 2 (Scoping

Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the

Revised 508 Standards or Revised 255 Guidelines.

Exception from E501.1 Scope: Where Web applications do not have access to platform accessibility services and do not include components that have access to platform accessibility services, they shall not be required to conform to 502 or 503 provided that they conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1).

502 Interoperability with Assistive Technology

502.1 General. Software shall interoperate with assistive technology and shall conform to 502.

Exception from E502.1 General: ICT conforming to 402 shall not be required to conform to 502.
