ATTACHMENT A
INSTRUCTION TO CONTRACTORS
Disclosure of Magnitude in accordance with FAR 36.204: Between $250,000 and $500,000
SITE VISIT DETAILS:
Date: Wednesday, June 10, 2020 Time: 10:00 AM Central Time Location: U.S. Geological Survey, EROS Center, 47914 252nd Street, Sioux Falls, SD 57198 Meet at: EROS Visitors Parking
All entering MUST be US Citizens and have a valid Government-issued identification to enter EROS property. Please arrive at the Visitor’s Parking at the prescribed time only.
Site visit procedures:
1. The meeting segment of the site visit will be conducted via teleconference. Contractors shall park in the Visitor’s Parking and call into the teleconference from their vehicles. Contractors will not be allowed to enter the building.

2. Upon completion of the meeting segment, the on-site Contracting Officer’s Representative (COR) will conduct the physical observation segment of the site visit. The on-site COR will provide vehicle escort so that Contractors can observe site conditions. The on-site COR will observe and restrict access to the project scope.
3. Contractors shall respect social distancing from other contractors while viewing site conditions outside of vehicles.
4. Contractors shall make note of any questions while physically reviewing the site and submit them to the Contract Specialist via email within 24 hours after the site visit.
All contractors interested in attending the site visit shall send a confirmation email to Vicky Williams, vwilliams@usgs.gov at least 24 hours prior to the site visit. Contractors who fail to send the confirmation email may be denied access to the site.
The Site Visit confirmation email shall include:
- Company Name
- Number and Names of Attendees
- Completed Security Document (see Attachment B)
- Copy of Business License
*Prime contractor is responsible for ensuring necessary subcontractors are present during the site visit. *
Attachment C, General wage decision number SD20200001 dated 01/03/2020, is hereby incorporated into this solicitation and will be incorporated into the resulting contract. The wage rates and fringe benefits in the wage decision are mandatory minimums that must be paid by the contractor (or subcontractor) to any employee working under the purchase order that results from this solicitation.
The Contractor will be required to submit weekly certified payroll reports. The prime contractor is responsible for the submission of certified payrolls by all subcontractors. The certified payroll reports may be submitted on Department of Labor Form WH-347 or equivalent form. See FAR 52.222-6, Construction Wage Rate Requirements.
In accordance with FAR subpart 28.1, Bonds and other financial protections, payment protection will be required if the value of the contract is greater than $35,000. The price for bonds (if applicable) shall be included in the Contractor’s firm-fixed price.

QUESTIONS:

PROPOSAL SUBMISSION REQUIREMENTS:
A complete proposal package shall be submitted by 10:00 AM Central Time, Monday, July 6, 2020. Proposals shall be submitted via email to vwilliams@usgs.gov. Faxed or mailed quotations will not be accepted.
Contractor shall submit a thorough proposal package demonstrating how they meet all requirements within the Statement of Work (SOW) and evaluation criteria. Proposals shall be thorough enough to allow the USGS to perform a proper evaluation in accordance with the evaluation criteria below. Proposals shall include the following Volumes.
Volume I – Price Proposal
a. SF1442 – complete blocks 14, 15, 17, 19 (if applicable), 20a, 20b and 20c
b. Summary breakdown of firm-fixed price costs associated with the services requested in the SOW
i. Materials
ii. Labor (# of labor hours, per labor classification identified in Construction Wage Rate Requirements (formerly

Volume II – Technical
a. Contractor’s approach to the work, to include proposed schedule

d. Identify proposed competent person (CP) and proof of 30-hours OSHA safety course
e. Product specifications for proposed materials to be used to perform work

Failure to submit all required information may deem your proposal non-responsive and it may not be considered.
BASIS FOR AWARD AND EVALUATION CRITERIA
a. The Government will award one contract resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers. The Contracting Officer intends to award without discussions but reserves the right to hold discussions it is determined to be in the best interest of the Government.
i. Technical Capability
ii. Past Performance
iii. Price
b. Award will be based on the best value (tradeoff process) that is determined to be the most beneficial to the Government, with appropriate consideration given to the three evaluation factors: (1) Technical Capability, (2) Past Performance, and (3) Price. Technical capability is significantly more important than past performance. Technical capability and past performance, when combined, are slightly more important than price. Offerors are cautioned that the award may not be made to the lowest price offered or the highest technically rated proposal.
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
2. Rating Factors. The Contract Specialist will screen proposals to identify and eliminate any that are so incomplete as to preclude a meaningful evaluation of technical and past performance issues. The remaining proposals will be evaluated based upon the following factors.
a. Technical Capability. The offer shall demonstrate a complete understanding of the requirements as set forth within the Statement of Work (SOW). The Offeror shall describe their technical approach to accomplish each of the deliverables/tasks required in the SOW. Technical capability includes the following sub-factors:
i. Capability to perform water tower restoration/painting in accordance with SOW
ii. Specifications of proposed equipment and construction materials
iii. Proposed construction schedule
Technical Factor Rating Adjectival: Definition:
Good Excellent in all respects; offers one or more significant advantages not offset by disadvantages; very good probability of success with overall low degree of risk in meeting the Government’s requirements Acceptable High quality in most respects; offers one or more advantages not offset by disadvantages; good probability of success with overall low to moderate degree of risk in meeting the Government’s requirements.
Weak Adequate quality; any advantages are offset by disadvantages; fair probability of success with overall moderate to high degree of risk in meeting the Government’s requirements.
Deficient Overall quality cannot be determined because of errors, omissions or deficiencies which are capable of being corrected without a major rewrite or revision of the proposal.
b. Past Performance. Past performance will be evaluated based on Offeror’s demonstrated experience in successfully managing relevant and recent work that is similar in nature to that described in the SOW. Past performance includes the following sub-factors:

c. Price. The total evaluated price to be used in the best value selection will be the total proposed price, including all contract line items (CLINs). The Offeror must provide a price for each line item listed in the schedule.
i. The Government will compare the total proposed price to one or more of the following for purposes of evaluation: 1) the Government estimate, 2) independent price and cost information.
ii. Price evaluation will include the following:
1. Realism. The Government will perform a price realism analysis to determine whether an Offeror's proposed price is realistic for the work to be performed, reflects a clear understanding of the requirements and is consistent with the Offeror's technical proposal. The Government may reject an offer if it finds that the price is so low that it reflects risk or a lack of technical understanding.
2. Completeness: The Government will evaluate the price proposal to determine if all pricing information required by the solicitation has been provided, all mathematical computations are correct, the pricing application is understood, and prices are on an “all or none” basis. Failure to submit a price for one or more line items will cause the entire offer to be unacceptable.
3. Reasonableness: The Government will conduct a price analysis comparison to determine if the offered prices are fair and reasonable and balanced across options, if applicable.
4. Unrealistic, unreasonable, unbalanced or incomplete pricing may cause a proposal to be determined unacceptable.

STATEMENT OF WORK
1.0. General:
1.1. Introduction. The Department of Interior (DOI), U. S. Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center, Sioux Falls, South Dakota is seeking construction services for the surface preparation and painting of the entire exterior surfaces and touch-up painting of the interior tank surface of the existing 250MG spheroid water tower at the EROS Data Center located at the Mundt Federal Building, 47914 252nd Street, Sioux Falls SD 57198.
1.2. Background. The interior and exterior of the water tower was painted in 2010. The overall tank height from finished grade to highest projection is approximately 136'-8". The tank is a welded structure built by Chicago Bridge and Iron in 1972. An October 31, 2019 paint chip sample from the water tower exterior indicated lead concentrations above Resource Conservation & Recovery Act (RCRA) hazardous waste limits.
1.3. Scope. The Contractor shall provide all labor, materials, tools, and equipment necessary to prepare and spot paint the interior and paint entire exterior surfaces of the existing 250MG spheroid water tower at the EROS Data Center in accordance with this Statement of Work (SOW). The Contractor shall perform all work in accordance with all applicable Federal, State, and local codes regulating this industry in the restoration of elevated water towers.
1.4. Period of Performance. Contract duration shall be 120 days after Notice to Proceed. Desired completion date is before August 29, 2020, if achievable based on weather conditions.
1.5. Times of Work. Normal duty hours are Monday through Friday, 7:00am to 6:00 pm central time, excluding Federal Holidays.
1.6. Pre-Construction Meeting. After contract award, and prior to start of construction, the Contractor shall participate in an onsite pre-construction meeting scheduled by the Contracting Specialist. The meeting participants will include Contractor Representatives and Government Representatives.
1.7. Progress Meetings. During performance of the work, the Contractor shall participate in progress meetings scheduled at agreed upon periods and times to discuss progress and any issues pertaining to the performance of the work. The Contractor shall take minutes of all conferences and meetings with and shall provide a copy of minutes to the CS and COR for concurrence and signature.
1.8. Progress Inspections. During performance of the work, the COR will perform on-site progress inspections to determine if the Contractor is making reasonable progress towards completion and to ensure the Contractor is performing work in accordance with the technical requirements as outlined in this SOW. These inspections may occur at any time during the course of the contract, at the discretion of the COR.
1.9. Inspections and Final Acceptance. Final inspection and acceptance of the work shall be performed by the COR, with the Contractor and QA/QC Engineer present, upon completion of job performance. Contractor shall provide a binder with all products, submittals, safety plans, and warranty letters from the contractor and the paint manufacturer.

3.0. Facility Access and Use
3.1. Facility Access.
3.1.1. Prior to commencement of work, the Contractor shall comply with the security clearance requirements in this contract for all management officials, supervisors, employees, and subcontractors (hereinafter referred to as contractor personnel) who will be working on the site or periodically visiting the site.
3.1.2. For those contractor personnel who are granted a clearance, USGS will provide the contractor with the necessary building passes or entrance onto the EROS Data Center.
3.1.3. The contractor and COR or his/her designee shall sign each pass issued for the contract. The contractor shall maintain a listing of all passes issued on this contract.
3.1.4. The contractor personnel shall provide a photo ID for the issuance of a pass.
3.1.5. The contractor shall notify the COR when any passes are lost and shall pay $5.00 per replacement pass.
3.1.6. The contractor shall ensure that their personnel understand the proper use of the building passes and the following requirements are met at all times.
3.1.7. The contactor personnel shall each have a building pass before they begin work.
3.1.7.1. The contractor personnel shall carry their passes with them while performing on site and shall show them upon request. The COR or other security personnel will periodically verify passes of the employees with their personnel identification.
3.1.7.2. Building passes are issued to a specific individual and shall not be used by anyone other than that individual. If one of the contractor personnel uses the pass of another, both shall be removed.
3.1.7.3. The government reserves the right to require the contractor personnel to “sign-in” and “sign-out” upon entry and exit from the site for safety and security reasons.
3.2. Contractor Use of Building Facilities. Government toilet facilities are not available for Contractor use. The Contractor shall provide portable toilet(s) near the job site for their employees’ use.
3.3. Utility Outages. The Contractor shall be responsible for determining the need for an outage of any utility system in order to perform the required work. The Contractor shall notify COR whenever work requires shutdown of utilities. Request for utility outages shall be submitted to COR at least 72 hours in advance.
3.4. Parking. Contractor employees shall park in assigned parking areas.
3.5. Storage of Tools and Materials. The Contractor shall coordinate with COR to determine where tools, equipment and materials can be stored. The Contractor is advised to secure materials, tools, etc. during the period of work. The Government assumes no responsibility for damage, theft, or loss of any equipment or materials stored at the site.
4.0. Environmental and Waste Management
4.1. Environmentally Preferable Building Products and Materials. The Contractor shall use environmentally preferable products and materials where economically feasible. Information about environmentally preferable products can be found here: https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products.
4.2. Demolition and Removal. The Contractor shall completely remove from the EROS grounds and properly dispose of all demolition materials unless otherwise directed by the COR to retain materials on site.
4.3. Construction Waste Management. The Contractor shall maintain a recycling program to dispose of or recycle construction waste. The program must cover the following requirements.
4.3.1. Provide continuous facilities for the recycling of incidental construction waste during construction.
4.3.2. Products may be excluded from the recycling program when there is small quantity of material involved, the extraordinarily complex nature of the waste disposal method, or prohibitive expense for recycling would represent a genuine hardship.
4.3.3. Records of recycled construction materials shall be provided to the COR within 30 days after completion of work.
Records shall include recycled materials by type and weight.
5.0. Measurements. The Contractor shall field verify all measurements (including counting of items) and ascertain the nature, location, and general and local conditions that may affect the performance or the cost of the work. Failure to do so shall not relieve the Contractor of their responsibility for properly estimating the difficulty or cost of successfully performing the work. Drawings furnished by the Government may not be to scale.
6.0. Technical Specifications
6.1. GENERAL
6.1.1. DESCRIPTION OF WORK
6.1.1.1. The Contractor shall provide all labor, tools, material and equipment necessary for the surface preparation and painting of the entire interior and exterior surfaces of the existing two hundred fifty thousand (250MG) gallon spheroid water tower at EROS Data Center, Sioux Falls, SD. The overall tank height from finished grade to highest projection is approximately 136’-8”.
6.1.1.2. The Contractor shall engage a third-party Architect and Engineering (A&E) firm qualified to perform all Quality Assurance (QA) and Quality Control (QC) activities as specified in the technical specifications and to report the results to the Contract Specialist (CS) and the Contracting Officer’s Representative (COR). The A&E firm shall be licensed in the state of South Dakota. The QA/QC Engineer shall have a minimum of 10 years of experience in the subject matter.
6.1.1.3. The Contractor shall touch-up paint interior coatings system in areas where spot corrosion is present at the weld seams on the roof, above high-water level and sidewalls.
6.1.1.4. The Contractor shall blast and paint tank exterior surfaces.
6.1.1.5. The Contractor shall use lead safe work practices, proper waste handling, and disposal, which will be strictly enforced. Use of waste stabilization compounds may be permitted if supported by laboratory analysis of the treated waste and acceptable to the receiving disposal site.
6.1.1.6. The Contractor shall modify the roof vent to meet American Water Works Association (AWWA) guidelines, which require a tank have a vent which is both-freeze proof and insect-proof. The Contractor shall install a new vent and seal the existing gap.
6.1.1.7. The Contractor shall modify the overflow pipe to meet AWWA guidelines, which requires overflow pipe to extend https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products a minimum of 12 inches and not exceed 24 inches above ground.
6.1.1.8. The Contractor shall install OSHA compliant cable safety climb on the interior dry and wet areas of the tank.
6.1.2. SUSTAINABILITY
6.1.2.1. The Contractor shall employ blasting technologies or other industry recognized environmentally sustainable blast media abrasive blasting operations for cleaning deteriorated surfaces on the water tower. Blast media shall be in accordance with the Environmental Protection Agency (EPA)’s Recommended Recovered Materials Content Levels indicated.

6.1.2.2. The Contractor, with the concurrence of the QA/QC Engineer, shall submit blast media to the COR for approval.
Submittals shall indicate material, percent postconsumer content, and percent total recovered materials.
6.1.2.3. The Contractor shall provide vacuum collection systems to collect blown off paint chips and debris created by the blasting. The Contractor shall remove spoils to the proper off- site disposal facility. Do not repaint the water tower with lead based paint.
6.1.2.4. The Contractor shall protect the ground surface under and around the water tower during blasting and painting.
6.2. CONSTRUCTION SAFETY
6.2.1. Safety Submittals
6.2.1.1. The Contractor shall comply with all OSHA requirements for the project. The Contractor shall designate a competent person (CP) to serve as the sole point of contact responsible for the safety management on the project site.
Competent persons are defined as those capable of identifying existing and predictable hazards in the surroundings and working conditions which are unsanitary, hazardous, or dangerous, and who have the authority to take prompt corrective measures to eliminate them. The Contractor shall provide a letter designating their CP to the CS and COR within ten (10) business days after contract award. The CP designation letter shall include the name, training dates, and qualifications of the CP to administer the site-specific safety program. The letter shall provide the same information for any CP, if different, designated to administer high risk activities such as scaffolding, crane operations, excavations, trenching, etc., as required by OSHA regulations.
6.2.1.2. The Contractor shall submit proof completion of 30-hour OSHA safety course for prime contractor-designated CP and any subcontractor-designated CP that will work on the site with the CP designation letter.
6.2.1.3. The Contractor shall submit proof of completion of 10-hour OSHA safety course for each prime contractor and subcontractor employees that will work on the site prior to the employee beginning work on site.
6.2.1.4. The Contractor shall submit a site specific safety plan that includes detailed safety precautions and practices to mitigate identified hazards specific to this project and to this construction site in accordance with FAR 52.236-13, Accident Prevention. Safety Plan shall be submitted to the CS and COR within ten (10) business days after contract award.
6.2.1.5. The Contractor shall provide Fall Protection System as outlined by OSHA 29 CFR 1926.450 and 29 CFR 1926.502.
6.2.2. Open Flame Work. Prior to any activity utilizing welding, cutting, burning, brazing, soldering, or other process using a torch or open flame, the Contractor shall submit a written request to the COR who will issue the Contractor a hot work permit
6.3. MATERIALS and SUBMITTALS
6.3.1. All paint materials shall be delivered in the original containers, with seals unbroken and labels with the manufacturer’s instructions intact.
6.3.2. All materials shall comply with AWWA guidelines for use on steel water storage tanks.
6.3.3. Paint shall arrive on the job ready-mixed, except for tinting of undercoats and possible thinning.
6.3.4. All thinning and tinting materials shall be those recommended by the manufacturer of the particular material thinned or tinted.
6.3.5. Any material held in storage beyond the manufacture’s shelf life limits shall not be used.
6.3.6. The Contractor shall provide material submittals for all proposed products to be brought on site in accordance with FAR 52.236-5, Material and Workmanship. Material submittals shall be submitted to the COR through the CS within ten
(10) days after receipt of Notice to Proceed (NTP). The COR will approve or reject material submittals within seven (7) business days of receipt.
6.4. PAINT SCHEDULE
6.4.1. Interior:
6.4.1.1. Prime: Spot prime with Tnemec Series 1 Omnithane or equivalent product @ 2.5 – 3.5 mils dry film thickness on all exposed metal.
6.4.1.2. Finish: Spot finish with (2) coats of Tnemec Series 20-AA90, White Pota-Box or equivalent product @ 4.0 – 6.0 mils dry film thickness to all surfaces.
6.4.1.3. Total dry film thickness to be not less than 10.0 mils on all surfaces.
6.4.1.4. The interior coating system shall be certified for potable water by the National Sanitation Foundation (NSF), Standard 61.
6.4.2. Exterior:
6.4.2.1. Prime: Full prime coat Tnemec Series 94H20 Hydro-Zinc or equivalenet product at 2.5 to 3.5 mils dry film thickness.
6.4.2.2. Intermediate Finish: Full intermediate coat series Tnemec Series 73 Endura-Shield or equivalenet product @ 2.0 –
3.0 mils dry film thickness. Color to be as selected by Government from color samples provided by Contractor.
6.4.2.3. Finish: Full finish coat Tnemec Series 700 Hydroflon or equivalent product at 2.0 to 3.0 mils dry film thickness.
6.4.2.4. Logo and/or lettering shall be replaced as-is using Lettering Enamel that is compatible with the finish on the shell portion of the tank. Color shall be Pantone 348 or equivalent and shall be selected by EROS Facility Manager from color samples provided by Contractor.
6.5. EXECUTION
6.5.1. PREPARATION OF SURFACES
6.5.1.1. General
6.5.1.1.1. Surface shall be clean, dry and adequately protected from dampness.
6.5.1.1.2. Surfaces shall be free of any foreign material which will adversely affect adhesion or appearance of applied coating.
6.5.1.1.3. Dust, dirt or blast products shall be removed from surface by high pressure air or vacuum cleaning.
6.5.1.1.4. Surface accumulations of dust or contaminants on previously coated work shall be removed before applying succeeding coats.
6.5.1.1.5. Blast cleaning shall be done only when the surface temperature of the steel is at least 5ºF above the temperature of the dew point on day of blasting. Blast cleaned surfaces shall be coated before any visible rust forms on the surface. No blast cleaned surface shall be left uncoated for more than 24 hours unless otherwise approved by the QA/QC Engineer.
6.5.1.2. Wet Interior. The wet interior surface of the tank shall be cleaned to remove all rust, loose mill scale, loose paint, dirt, mildew and interference material to provide a sound paintable surface in accordance with SSPC SP 3-04, “Power Tool Cleaning;” SSPC SP-11, “Power Tool Cleaning to Bare Metal;” SSPC SP 1-04, “Solvent Cleaning;” and SSPC SP-2-4, “Hand Tool Cleaning and High Pressure Chemical Washing”.
6.5.1.3. Exterior The entire exterior shall be sweep blasted. All rust and defective coating that is revealed by the sweep blast shall be removed and metal thus exposed shall be cleaned in accordance with SSPC SP-6, “Commercial Blast Cleaning” and provide weld fill-in to restore thickness of metal to thickness specified by AWWA Manual 42, “Steel Water Storage Tanks.”
6.5.2. APPLICATION EQUIPMENT
6.5.2.1. Tools and equipment shall be clean and in good operating condition.
6.5.2.2. The Contractor shall provide all required ladders, scaffolding, drop cloths, maskings, scrapers, tools, sandpaper, environmentally sustainable blast media abrasive blasting equipment, dusters and cleaning solvents, and any other materials required to perform the work and achieve the results specified in this SOW.
6.5.2.3. Oil and water separators shall be placed in the air lines as close as possible to blast cleaning equipment.
6.5.3. APPLICATION
6.5.3.1. Application shall comply with AWWA D102-06, “AWWA Standard for Coating Steel Water-Storage Tanks” or the latest revisions thereto.
6.5.3.2. Only skilled workmen shall be employed.
6.5.3.3. Application of each type of paint shall be as recommended by the paint manufacturer and/or dictated by job conditions.
6.5.3.4. Coatings shall be applied when air and surface temperatures are be within limits prescribed by the manufacturer for the coating being applied. Work areas shall be reasonably free of airborne dust at the time of application and while coating is drying.
6.5.3.5. Equipment shall be kept clean and in proper condition to provide a job commensurate with the intent of this specification.
6.5.3.6. Compressed air used for nozzle blasting shall be periodically checked to verify that it is clean, dry and oil free.
6.5.3.7. All materials shall be mixed, thinned, modified and applied only as specified by the manufacturer’s printed directions.
6.5.3.8. The Contractor shall provide a schedule detailing when they expect to complete the respective coats of paint for the various areas and surfaces. This schedule shall be kept current and submitted to the COR as the job progresses.
6.5.3.9. The Contractor, with the concurrence of the QA/QC Engineer, shall request acceptance of each coat by the COR before applying the next coat. The Contractor shall correct all work that is not acceptable and request re-inspection.
6.5.3.10. The Contractor shall protect hardware, accessories, device plates, lighting fixtures, factory finished work, nameplates, and similar items; or provide ample in-place protection.
6.5.3.11. The Contractor shall always protect their work and shall also protect all adjacent areas during progress of his work.
All materials shall be applied under adequate illumination, evenly spread and smoothly flowed to avoid runs, sags, holidays, brush marks, air bubbles, and excessive roller stipple.
6.5.3.12. Coverage and hide shall be complete. When color, stain, dirt or undercoats show through the final coat of paint, the surface shall be covered by additional coats until the paint film is of a uniform finish, color, appearance and coverage. All coats shall be thoroughly dry before applying succeeding coats.
6.5.3.13. The Contractor shall provide adequate ventilation in the areas where solvents may accumulate in the air during the drying phase.
6.5.3.14. Upon completion of the work, the Contractor shall remove from the premises all rubbish and accumulated materials and shall leave the work area in a clean, orderly condition.
6.5.4. TESTING
6.5.4.1. Equipment:
6.5.4.1.1. The Contractor shall furnish at least one (1) wet film thickness gauge for his own use and for the use of the QA/QC Engineer to verify that sufficient material is being applied.
6.5.4.1.2. The Contractor shall furnish at least one (1) magnetic dry film thickness gauge for his own use and for the use of the QA/QC Engineer to verify specified dry film thickness. Gauge shall be complete with calibration standard for verification of accuracy.
6.5.4.1.3. Gauges shall remain the property of the Contractor and shall be available on the job site during all working hours.
6.5.4.2. Procedure:
6.5.4.2.1. The QA/QC Engineer shall take wet film thickness readings at random locations immediately after application, before coating begins to set up, to assure sufficient material is being applied.
6.5.4.2.2. The Contractor shall make the wet film and dry film thickness gauges available to the COR or authorized designee at its request for testing coating thickness.
6.5.4.2.3. Any areas that are found to be below the specified dry film thickness shall be recoated to obtain the proper film thickness.
6.5.4.2.4. The QA/QC Engineer shall prepare daily QA/QC reports documenting compressed air cleanliness, wet and dry film thickness, air temperature, humidity, dew point, surface temperature, abrasive cleanliness, degree of cleanliness of the steel water storage tank surface, surface profile, batch numbers of paint and thinner used, and mixing according to specification. Daily QA/QC reports shall include photos of each wet film thickness gauge test and magnetic dry film thickness. Daily QA/QC reports shall be provided to the COR at the end of each day.
6.5.5. DISINFECTION
6.5.5.1. The Contractor shall select the disinfection method from the alternatives listed in AWWA C652-02, “Disinfection of Water Storage Facilities.” The method selected and details of the procedure for disinfection shall be approved by the QA/QC Engineer.
6.5.5.2. No disinfection shall be done until the interior coating system has properly cured as per coating manufacturer’s specifications and approved by the QA/QC Engineer.
6.5.5.3. Following disinfection and prior to placing the structure into service, the Contractor shall collect two (2) bacteriologically safe water samples, 24 hours apart, in accordance with AWWA C652-02, Disinfection of Water Tanks.
6.5.5.4. The samples shall be collected by the Contractor and sent to an approved laboratory using containers obtained from the laboratory for that purpose. Costs associated with sample collection and testing shall be borne by the contractor. The cost of additional testing required as a result of failure to provide satisfactory results shall be at no additional cost to the Government.

8.0. SPECIAL INSTRUCTIONS RELATED TO COVID-19 PANDEMIC
Due to the COVID-19 pandemic, access to the EROS Center remains highly restricted and requires Senior Leadership Team approval. The Contractor shall coordinate closely with the on-site COR to obtain approval to work on-site. Specifically, the following policies/procedures apply during facility closure during the pandemic. These procedures supersede instructions provided elsewhere in the SOW while facility access remains restricted.
The on-site COR is TBD. The on-site COR is available on-site from 8:00 am to 4:00 pm Monday to Thursday at TBD. The Contractor shall coordinate all access to the site with Mr. Potter.
The “COVID-19 Questionnaire,” attached as Exhibit 1, shall be completed by each contractor employee, each day before reporting to work on-site. If an employee answers “yes” to any question, the Contractor shall follow the protocol identified in the “DOI COVID-19 Risk Assessment & Decision Matrix for Managers,” attached as Exhibit 2. Final return to work decision (for on-site work) shall be made by the EROS Senior Leadership Team and coordinated through the on-site COR.
