About this file
This is a Statement of Work for the Minnesota Valley National Wildlife Refuge pole barn improvements project, issued by the U.S. Fish and Wildlife Service on June 2, 2026. The project involves providing and installing improved insulation and ceiling structure within the East Pole Barn at the refuge location.
The scope of work requires the contractor to provide all labor, materials, equipment, and supervision for five primary tasks: (1) ceiling structural preparation using 2x6 lumber on joist hangers spaced 2 feet on center as backing; (2) furnishing and installing corrugated steel ceiling panels securely fastened to the new backing in accordance with manufacturer instructions; (3) applying R7 urethane insulation directly to the ceiling deck; (4) providing and installing R44 blown fiberglass insulation above ceiling panels with air chutes to maintain ventilation pathways; and (5) providing and installing R21 foam insulation within existing wall cavities or per field verification. All materials must be new, defect-free, and compliant with applicable building codes. The contractor must have a minimum of three years documented experience performing similar work, with all R-ratings verifiable through product data sheets and installation records. The project requires a minimum one-year correction period covering workmanship and materials, plus manufacturer warranties for all insulation and ceiling panel products. Deliverables include product data sheets, as-built documentation if design deviations are required, and warranty documentation. Installation must follow manufacturer recommendations and industry best practices, with coordination required for any electrical, lighting, or mechanical elements in the ceiling cavity, and protection of all newly installed materials from moisture and damage until project completion.

1.0 PROJECT OVERVIEW
The purpose of this project is to provide and install improved insulation and ceiling structure within the East Pole Barn at Minnesota Valley National Wildlife Refuge. Work includes structural backing installation, ceiling panel installation, and multiple insulation systems applied to ceiling and wall assemblies.
2.0 SCOPE OF WORK
2.1 Work Included
The Contractor shall provide all labor, materials, equipment, and supervision necessary to complete the following tasks:
1. Ceiling Structural Preparation o Provide and install 2x6 lumber on joist hangers, spaced 2 feet on center (O.C.), to serve as structural backing for ceiling assembly.
2. Ceiling Panel Installation o Furnish and install corrugated steel ceiling panels securely fastened to newly installed 2x6 backing.
o Panels shall be installed in accordance with manufacturer instructions and aligned uniformly for a continuous finished surface.
3. Ceiling Insulation – Urethane System o Apply R7 urethane insulation directly to the ceiling deck to establish a continuous thermal barrier.
4. Ceiling Insulation – Blown Fiberglass System o Provide and install R44 blown fiberglass insulation above ceiling panels.
o Include air chutes to maintain ventilation pathways and ensure insulation performance.
5. Wall Insulation o Provide and install R21 foam insulation within existing wall cavities or per field verification.
3.0 MATERIALS
All materials must be new, defect-free, and compliant with applicable building codes for the jurisdiction. Materials shall meet or exceed the following:
• 2x6 dimensional lumber suitable for structural use
• Joist hangers compatible with specified lumber and loading
• Corrugated steel ceiling panels, commercial-grade
• Urethane insulation with tested R7 thermal value
• Blown fiberglass insulation with tested R44 thermal value
• Foam wall insulation with tested R21 thermal value
• Air chute ventilation components
4.0 INSTALLATION REQUIREMENTS
1. Perform all work in accordance with manufacturer recommendations and industry best practices.
2. Ensure framing, insulation, and ceiling materials are installed plumb, secure, and continuous.
3. Coordinate work with any electrical systems, lighting, or mechanical elements in the ceiling cavity.
4. Maintain cleanliness and debris removal throughout installation.
5. Protect all newly installed materials from moisture, physical damage, and construction traffic until project completion.
5.0 QUALITY ASSURANCE
• Contractor shall have a minimum of three years documented experience performing similar work.
• All insulation values (R-ratings) must be verifiable through product data sheets and installation records.
6.0 WARRANTY
• Provide a minimum one-year correction period covering workmanship and materials.
• Manufacturer warranties for insulation and ceiling panel products shall be provided at project close-out.
7.0 DELIVERABLES
• Product data sheets for all insulation and ceiling materials
