About this file
This document is a template containing FAR and DFARS representations and disclosures related to covered telecommunications equipment and services for federal contracting. The template is not a solicitation for specific products or services but rather provides standard compliance representations that offerors must complete when responding to federal contract opportunities.
The document addresses four primary representation provisions: FAR 52.204-24 regarding telecommunications and video surveillance services or equipment, FAR 52.204-26 covering telecommunications equipment or services representation, DFARS 252.204-7016 for covered defense telecommunications equipment or services, and DFARS 252.204-7017 prohibiting acquisition of covered defense telecommunications equipment or services. Additionally, DFARS 252.225-7055 addresses business operations with the Maduro regime in Venezuela. Offerors must represent whether they will provide or use covered telecommunications equipment or services, conduct reasonable inquiries regarding their supply chain, review excluded parties in the System for Award Management (SAM), and provide detailed disclosures if applicable. Disclosures must include entity information (name, unique entity identifier, CAGE code), descriptions of equipment or services (brand, model number, manufacturer part number), and explanations of proposed use and permissibility under applicable prohibitions. The representations require authorized signatures from company representatives and serve as compliance mechanisms for Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 and Section 1656 of the National Defense Authorization Act for Fiscal Year 2018.
