MPLS EXP bits

The Ethernet capacity required in radio equipment should be calculated for a minimum MTU of 1512 bytes.

Radios must be physically enabled and licensed to transmit and receive Ethernet packets with an MTU equal to or greater than 9600 bytes.

The Ethernet ports requested in table N.° 11 are additional to those required for the interconnection between radios in the same station or for the interconnection of the management system; therefore, they must be free to interconnect the RIC services to migrate.

All SFP modules necessary for the interconnection between the radio equipment to be supplied and the MPLS data equipment must be supplied, either in the radio equipment and in the data equipment.

The equipment should have the facility to specify the size of the buffers of each of the queues independently, the total amount of memory dedicated to the queues should be equal to or greater than 2 Gigabits.

SPACE DIVERSITY

Space diversity is a method recommended by the ITU to improve the availability of a link that may be affected by propagation conditions. Therefore, it must be foreseen within the calculations that links require diversity of space.

5.1

For the links that require the configuration of space diversity, the equipment must use and assure the functionality of combination of IF (IFC) or combination of signals in base band (BBC) in such a way that the system gain in Rx is improved in 3 dB; radio solutions will not be accepted in configuration of space diversity Base Band Switching (BBS).

According to the model recommended by the ITU, the offeror must inform about the

Twitter: @mindefensa Facebook: MindefensaColombia separation of the antennas in case the link uses space diversity.

5.2

The difference in reception levels between the main antenna and the diversity antenna should not be higher than 3.5 dBm, this requirement must be fulfilled in the link calculation presented in the offer and must be included in the reception protocol of the equipment for be verified, if at the time of protocolization it is not possible to comply with this requirement, the contractor must make all the necessary changes without additional cost.

6 Antennas

6.1

All the antennas to be supplied for the links described in Tables 1 and 2 must be a minimum high performance reference (COMMSCOPE), for Backbone or high capacity links, the antennas must be double polarized or single polarized. depending on the link requirements.

The technical data sheets of the antenna manufacturer must be delivered with the offer in order to verify that the values included in the calculations are those dictated by the manufacturer.

7 GENERAL ASPECTS FOT THE SYSTEM

7.1 All radio equipment must have an indoor/outdoor Split-Mount configuration, proposals with equipment in full Indoor configuration will not be accepted.

7.2

The radio equipment should have redundant sources and the operating voltage should be -48VDC +/- 10%:

During the installation, civil infrastructure, physical space and the -48 VDC supply voltage available at the stations must be used.

7.3 The equipment must be physically enabled and the respective software licenses must be supplied to transmit the signal and provide the necessary electrical interfaces, in accordance with the capacities established in this technical annex.

7.4

It must be assuring that the RF filters of the equipment will prevent interference caused by spurious and intermodulation products of systems and services that are operating in other frequency bands and that may deteriorate the quality of service and the capacity of the system offered.

7.5

The system must comply with the provisions regarding transmission and reception frequencies, emission types, transmission powers, bandwidth of the emission, frequency plans, channel spacing, and all the specifications required by the Ministerio de Tecnologías de la Información y de las Comunicaciones (MINTIC) of Colombia, the ITU-R and the ITU-T.

7.6 The radio equipment must be supplied with all the necessary elements of the radiant system: cables, grounding kits, connectors, fittings and hanger kit for IF cable, line protectors for the IF cable.

7.7 If links are supplied without space diversity and during the warranty period the availability is not maintained within the required percentage, the contractor must

Twitter: @mindefensa Facebook: MindefensaColombia perform new calculations to guarantee it. Likewise, additional material that is required for the new calculation (higher gain antennas, diversity antennas, ODUs, etc.) must be provided at no additional cost.

7.8

Provider must attach with the offer the schematic diagram of the solution of each radio link where you can see the type of configuration, whether or not it requires diversity of space, antenna sizes, number of antennas, number of IDUs, modules, interconnection between the elements, link configuration to achieve the minimum capacity required.

7.9

The equipment must allow through commands, point-to-point, unidirectional and bidirectional connections. In addition, they must allow ring configuration.

The equipment must allow the trans-connection of plesiochronic and / or synchronous signals without producing slips and without exceeding the ITU standards in terms of Jitter.

7.10

The equipment must allow the creation of logical groups from two (2) to eight (8) radio channels to be combined in a virtual tube whose total capacity is equal to the sum of the capacity of each of the radio channels of independently, without the need to use traffic aggregation in layer 2 of the OSI model or Link Aggregation (LAG) or the use of MAC addresses for load balancing.

7.11 For the power supply of each RFU, a protection system (fuse or breaker) must be supplied and installed to assure the operation of the system and protect the indoor equipment.

REQUIREMENTS FOR EQUIPMENT ADMINISTRATION

Provider must provide and install all equipment, elements and licenses in order to execute the integration between new radio equipment and the existing NETMASTER management platform located in the Management Room of the RIC of Departamento Conjunto de Comunicaciones del Comando General in Bogota, likewise, the following should be taken into account:

8.1 From the same management platform, the supervision, operation, administration, maintenance and management of the new equipment and the existing information must be carried out.

8.2

The equipment must allow, the activation and creation of the END TO END services in a native and independent way, both at the Ethernet level and at the TDM level, between any point of the network where the service is required, the above from the management platform current located in the CAN, for which the licenses and software necessary for its realization must be supplied.

8.3

If the existing management system by capacity does not support the administration of the new radio links, the provider without additional cost must provide all the necessary hardware and software to ensure the administration of the new equipment without affecting the management of the equipment currently connected.

Twitter: @mindefensa Facebook: MindefensaColombia

8.4

The equipment must allow service, operation, administration and maintenance (SOAM) functionalities, including:
