About this file

This is an Amendment to a Request for Quotation (RFQ) for drayage and logistics support services at Schofield Barracks, Hawaii. The amendment extends the quotation due date from September 18, 2026, at 10:00 AM EST to September 22, 2026, at 10:00 AM Hawaii Standard Time. The Government seeks to award a single firm-fixed-price Requirements contract to the responsible quoter whose quotation represents the best value, with technical acceptability and price weighted approximately equally. The Request for Clarifications and Questions deadline is September 15, 2026, at 10:00 AM HST.

The quotation must include general business information, a technical acceptability submission not exceeding 10 pages, and complete pricing for all contract line items. Technical acceptability requirements include: (1) a current, valid Hawaii Public Utilities Commission motor carrier license authorizing property and household goods transportation on Oahu, which may be held by the quoter or an identified first-tier subcontractor with signed commitment documentation; (2) a baseline OSHA safety plan addressing federal standards (29 CFR Part 1910) for drayage, packing, heavy lifting, and appliance installations; and (3) at least two project examples from the last three years demonstrating similar work experience. The amendment modifies CLINs 4003-4008 to correct descriptions and quantities, including replacing "Local Drayage of GFOQ" services (12,500 pounds) with "No-Show/Cancellation Pickup" services (4 each), and adds FAR Clause 52.219-14 (Limitations on Subcontracting) with Deviation 2026-O0038, requiring small business contractors to limit subcontracting to 50 percent of contract performance value for services. All quotations must be submitted electronically via SAM.gov or by email to the Contract Specialist and Contracting Officer, with amendments acknowledged. The NAICS code for all CLINs is 484210 (General Freight Trucking).

Miscellaneous text in this section has been modified from:

The provision at FAR 52.212-1, Instructions to Quoters - Commercial Products and Services (SEP 2023), applies to this acquisition. The Government intends to award a single Firm-Fixed-Price Requirements contract resulting from this combined synopsis/solicitation to the responsible quoter whose quotation conforms to the combined synopsis/solicitation requirements and represents the best value to the Government (Price and Other Factors considered) as defined in the 'EVALUATION FACTORS FOR AWARD' Section below.

Addendum to FAR 52.212-1 Instructions to Quoters - Commercial Products and Commercial Services (SEP 2023)

Pursuant to FAR 12.302(d), the provision at FAR 52.212-1 is tailored and augmented as follows:

Offerors shall prepare their quotations in accordance with FAR 52.212-1 and this addendum. A complete quote must be received to be considered for award. Quotes that fail to address all requirements or follow all instructions may be determined technically unacceptable and ineligible for award.

1. This is a combined synopsis/solicitation. A complete quote includes a response and submission to each of the following1. General Information: Quoter Business Name, Address, CAGE Code, and UEI number (ensure Representation and Certifications are up to date in SAM.gov). Include Business Size and Type of Small Business based on the applicable NAICS Code, Federal Tax ID, Primary Point of Contact (to include telephone and e-mail address), and payment terms.

2. Technical Acceptability Submission: The Quoter shall submit, as part of its quote, a technical acceptability narrative not to exceed 10 pages with 12-point font, demonstrating the Quoter's thorough understanding of the scope of work and capability to perform the services outlined in the Performance Work Statement (PWS). The submission must include the following:

Subfactor (a): Hawaii PUC Motor Carrier Licensure. Provide a copy of a current, valid motor carrier license issued by the Hawaii Public Utilities Commission (PUC) authorizing the transport of property/household goods on the island of Oahu. Quotes that do not contain a valid Hawaii PUC license with the quote shall be determined technically unacceptable and ineligible for award.

Subfactor (b): Baseline OSHA Safety Plan. Provide a Baseline Safety Plan demonstrating compliance with federal OSHA standards (29 CFR Part 1910) applicable to drayage, commercial packing, heavy lifting, and appliance installations. The baseline plan must outline safety practices for operating material-handling equipment and securing cargo. This baseline plan will serve as the foundation for the final safety plan, which shall be reviewed, finalized, and approved by the COR within thirty (30) calendar days after contract award as a living document.

Subfactor (c): Relevant Work Experience Attachment 4. Provide at least two (2) project examples from the last three (3) years that are similar in scope, magnitude, and complexity to this requirement (i.e., commercial drayage, household goods relocation, or warehouse logistics support

- using Attachment 0004 | Relevant Work Experience Reference Sheet). For each project, provide a brief description of the scope, period of performance, total contract value, and a customer point of contact (name, phone, email). The information provided will be used solely to evaluate the Offeror's technical capability as part of the Technical Acceptability factor. This is not a past performance submission for a quality assessment.

1. Factor 2: Price Quote: The Quoter shall submit complete and accurate pricing for each CLIN listed in Section B. All options must be priced. Partial quotes will not be accepted.

2. Past Performance Submission: Quoters are not required to submit past performance information. In accordance with FAR Subpart 9.1 (Responsibility of Prospective Contractors), the Government will review past performance as part of its evaluation to determine contractor responsibility for award. The Government will consider past performance information, if available, from the web-enabled Supplier Performance Risk System (SPRS) to determine the vendor's past performance history. The Government may also query other internal databases (e.g., CPARS, SAM.gov) at its discretion.

3. Solicitation Requirements, Terms and Conditions: Quoters are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation criteria in section (ix). Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award.

As such, Offeror must list any exceptions to the terms and conditions in the solicitation.

4. Site Visit: There will be no site visit for this requirement.

5. SF 1449: The Quoter shall complete and sign the SF 1449 in its entirety, paying particular attention to Blocks 12, 17a, and 30a-c, which must be completed and signed by an authorized representative. All amendments must be acknowledged. Quotes that do not include a properly completed and signed SF 1449, including acknowledgment of all amendments, may be rejected or considered ineligible for award.

Evaluation Factors for Award

Miscellaneous text in this section has been modified from:

Addendum to 52.212-2 Evaluation - Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038) (Tailored)

Basis for Award

The Government intends to award a single firm-fixed-price Requirements contract resulting from this combined synopsis/solicitation to the responsible quoter whose quotation conforms to the combined synopsis/solicitation requirements and represents the best value to the Government, price and other factors considered. The Government will use a Price and Other Factors basis for award, conducting a comparative evaluation of quotations in accordance with RFO 12.203(c)(2).

This comparative evaluation allows the Government to directly compare the relative merits of technical capability and price between competing quotes to determine which offer represents the most advantageous solution. The non-price factor (Technical Approach) is approximately equal to price in the award decision. The Government reserves the right to select a quoter that is other than the lowest-priced, or other than the highest technically rated, if it is determined to be in the best interest of the Government. The Contracting Officer may perform a comparative evaluation of quotations in accordance with FAR 12.203(c)(2), including comparing quotations to one another to assess price reasonableness and the acceptability of technical submissions. The Government may award without discussions.

Technical Rating Definitions (Rating/Definition)

Acceptable: The quote clearly meets the minimum requirements of the combined synopsis /solicitation.

Unacceptable: The quote does not clearly meet the minimum requirements of the combined synopsis/solicitation.

The Government will evaluate offers based on two factors:

Factor 1: Technical Acceptability

Factor 2: Price

Factor 1: Technical Acceptability

The Government will evaluate the Offeror's Technical Acceptability Submission on an 'Acceptable' or 'Unacceptable' basis. To be rated Acceptable, the quotation must clearly demonstrate all of the following:

Subfactor (a): Hawaii PUC Motor Carrier Licensure. Clear proof of an active, valid Hawaii Public Utilities Commission (PUC) motor carrier license authorizing property and household goods carriage on the island of Oahu. A failure to provide verifiable proof of this license with the quote will result in a technically unacceptable rating and render the quote ineligible for award.

Subfactor (b): Baseline OSHA Safety Plan. Submission of a Baseline Safety Plan that clearly addresses safety practices, equipment operations, accident-prevention protocols, and cargo-securing methods under federal OSHA standards (29 CFR Part 1910) applicable to commercial drayage and appliance moving. The baseline plan will serve as the foundation for the final safety plan to be reviewed and finalized with the COR within thirty (30) calendar days post-award as a living document.

Subfactor (c): Relevant Work Experience. Submission of at least two (2) relevant work experience examples from the last three (3) years that demonstrate successful performance of similar projects. Failure to clearly demonstrate compliance with any of these requirements will result in the quotation being determined technically unacceptable and ineligible for award (Attachment - 0004).

Note: In accordance with FAR Subpart 15.305(a)(2) and applicable deviations, this subfactor evaluates the relevancy and depth of the offeror's experience (what they have done) to establish technical capability. It is separate and distinct from Past Performance (how well they performed), which is evaluated under the Responsibility Determination in accordance with FAR Subpart 9.1.

Factor 2: Price:

The Government will evaluate the total overall price for completeness and to determine if it is fair and reasonable in accordance with FAR 12.204(a). The Government expects competitive quotes to be submitted and will use those quotes to determine price reasonableness. If competitive quotes are not received, the Government reserves the right to utilize other methods available under the

FAR.

a. Price Analysis Techniques: The Government will evaluate the total overall offered price using one or more of the following price analysis techniques to verify fairness and reasonableness:

1. Comparison of Quoted Prices: Comparison of the competitive firm-fixed-price quotes received in response to this combined synopsis/solicitation. This is the preferred method of analysis.

2. Comparison with Historical Prices: Comparison of the offered prices to historical prices paid by the Government or other entities for the same or similar drayage and logistical support efforts, adjusted to account for Oahu market factors, inflation, and varying contract terms.

3. Parametric Estimating: Application of rough estimating metrics or 'yardsticks' (such as historical price per hundredweight, trip density, or local labor-mix ratios) to identify significant pricing inconsistencies.

4. Comparison with Competitive Published Price List: Comparison against competitive published price lists, GSA schedule pricing, or Hawaii PUC tariff benchmark indexes.

5. Comparison with the Independent Government Estimate (IGE): Direct comparison of the offeror's itemized CLIN prices against the detailed Government-developed estimate.

6. Market Research Comparison: Comparison with prices obtained through recent market research for comparable commercial logistics and freight moves in Hawaii.

b. Completeness: Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified in Section B. This section must be mathematically accurate and include all CLINs and option periods. Total Evaluated Price will be calculated by adding the total price of the Base Year and all Option Years.

c. Unbalanced Pricing: The Quoter shall ensure the pricing of contract line items is not significantly over or understated, which may increase performance risk or result in unreasonably high prices.

Responsibility Determination (Not an Evaluation Factor)

Prior to award, the Government reserves the right to conduct a responsibility determination in accordance with FAR Subpart 9.1. As part of this determination, the Government will review past performance information for the apparent successful offeror from sources such as CPARS and the Supplier Performance Risk System (SPRS) to assess performance risk. An offeror without a record of relevant past performance will not be evaluated favorably or unfavorably.

The quotation must provide clear, verifiable proof of an active, valid Hawaii Public Utilities Commission (PUC) motor carrier license authorizing transportation of property and household goods on the island of Oahu. The license may be held by the Quoter or an identified first-tier subcontractor that will perform the regulated transportation services.

When the license is held by a first-tier subcontractor, the quotation must identify that subcontractor, describe the transportation services it will perform, and include a signed commitment from the subcontractor to perform those services if the Quoter receives award.

Failure to provide the required PUC license and, when applicable, the required subcontractor documentation, will result in a technically unacceptable rating and render the quotation ineligible for award.
