QUESTIONS AND ANSWERS

Propane Supply & Delivery to Fort Carson, Colorado and Pinon Canyon Maneuver Site

(PCMS)

Request for Information

1. Question - From Statement of Work 1.1.4 Economic Price Adjustment: Please confirm the upward/downward price adjustment is the Butane-Propane News, Inc index? Please state what the baseline value was at time of solicitation.

Response - The SOW has been updated to reflect the website of https://www.eia.gov for propane pricing and potential upward/downward adjustments. This website will be the source for the baseline value. If industry uses other sources, then industry can provide those recommendations with submission of quote to the Contracting Officer for approval.

2. Question - From Statement of Work 1.3 Contractor Personnel: Please confirm the requirement for all personnel who might be delivering to have company issues identification badges and pre-clearance for access to Fort Carson areas?

a. Response – Yes, some sort of identification is needed. There is a pre-clearance process. Government POC from DPW will provide an Installation access form (FC Form 2036-E) to be completed by contractor for each delivery driver, the contractor will sign and return to the Government for signing. The form will be returned to the Contractor and the Contractor will take to the Fort Carson Visitor Center for processing. Post access information can be found at https://www.carson.army.mil/organizations/des.html#visitor.

3. Question - From Statement of Work 1.4 Installation Access and Control: Please confirm personnel needed access will be required to have had background checks prior to delivery.

Response – Yes, background check must be completed at the Fort Carson Visitor Center prior to delivery. Once the FC Form 2036-E is signed and returned to the contractor, the contractor will take to the Gate 1 Visitors Center where a standard background check will be completed.

4. Question -From Statement of Work 1.5 Permit, Taxes, Licenses, Ordinance and Regulations: Please confirm that pricing should include all taxes (excise etc) and that a Tax Exemption Certificate is not available?

Response - Yes, in accordance with the SOW all taxes should be included into the quote. FAR Clause 52.229-3 is incorporated into this solicitation.

5. Question - From Statement of Work 5.1.2 Automatic Fill: Please state whether an existing fill level notification system is already available or if contractor needs to provide an independent monitoring system. If monitoring system has not been used in past is their usage data available to determine usage rates for prediction algorithms?

Response - There is no monitoring system for the propane tanks and the contractor will not be expected to provide one. The contractor will work closely with the propane point of contact (POC) and be provided any data to support their delivery schedule. The “auto fill” requirement is the process, in lieu of a monitoring system, outlined in 5.1.2 which asks the contractor to establish an automatic fill schedule so that tanks do not fall below 30%.

6. Question – Who is the incumbent?

Response - Suburban

7. Question – What is the current contract number?
