The solicitation (W564KV26QA0270001) requires quoters to furnish, deliver, install, and provide training for 18 medical equipment items and 4 furniture items, with delivery required by July 31, 2026. The equipment list includes diagnostic and therapeutic devices such as electrocardiographs, hematology analyzers, blood pressure monitors, ultrasound equipment, physiotherapy devices, and various support items. All proposed equipment must possess a Certificate of Conformity in Ukraine, with operator's manuals required in Ukrainian (English also acceptable). The contract is a Firm Fixed Price (FFP) commercial services procurement under Product Service Code 6515. Delivery is FOB Destination OCONUS to Central Ukraine, with exact delivery information to be provided at award. The quoter must provide a specific proposed delivery date in calendar days after receipt of order. Quotes are due by May 8, 2026, at 2:00 PM Central European Time and must be submitted via email to the Contract Specialist and Contracting Officer identified in the solicitation.

Evaluation will be based on three factors: Technical Approval (including technical specifications, delivery date confirmation, and vendor capability statement demonstrating CAGE Code registration, relevant experience, and subcontracting arrangements), Supplier Performance Risk System (SPRS) ratings, and Lowest Price. The Government will award a single contract to the technically compliant, acceptable-risk quoter with the lowest evaluated price. Quoters must be registered in SAM with active CAGE Codes, complete representations and certifications including Trade Agreements certification, and submit pricing in U.S. dollars or Euros inclusive of all costs, installation, training, and shipping. The solicitation incorporates numerous FAR and DFARS clauses and includes requirements for unique item identification, hazardous material disclosure, and tax relief provisions for foreign vendors.
