About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Naval Supply Fleet Logistics Center Jacksonville on October 9, 2026, extending the response due date from October 12, 2026 to October 13, 2026 at 0800 Eastern Standard Time to account for a federal holiday.
The amendment updates the Performance Work Statement (PWS) for diagnosis, repair, and potential replacement of a diesel engine in a John Deere 544E 10K forklift operated by the Naval School Explosive Ordnance Disposal (NAVSOLEOD) in Niceville, Florida. CLIN 0001 requires a firm-fixed price covering full engine removal and replacement with a new John Deere engine, including complete diagnosis and all authorized repairs. The contractor must complete work by November 15, 2026. CLIN 0002 provides a $5,000 not-to-exceed allowance for additional diagnostic services or repairs beyond initial authorization. The amendment clarifies that offerors must price CLIN 0001 for full engine replacement as the worst-case scenario; OEM parts are mandatory but an authorized John Deere dealer is not required; qualified independent repair facilities are acceptable if using OEM parts and following John Deere technical manuals; and the 120-mile delivery/pickup radius from NAVSOLEOD is mandatory based on driving distance. The Government will furnish the forklift and deliver it within 72 hours of award. The solicitation is a 100% small business set-aside under NAICS 811310 (automotive repair and maintenance). Wage determination applies based on actual performance location and will be revised at award. The technical proposal limit has been increased to 15 pages, excludes the cover sheet, and must be submitted via email. No pricing should be submitted for CLIN 0002, and any work exceeding the $5,000 ceiling requires written Contracting Officer authorization.

a) Full engine removal and replacement with a new John Deere engine;
b) Diagnosis plus the most likely repair (head gasket, cylinder head, and/or cylinder liner); or

b. Will the Government evaluate all offers using the same $5,000 amount?
c. Who has contractual authority to approve additional charges in writing, given the reference to DGR approval?
