SHORT TITLE: International Aerial Review (IAR) 250 - Commemorative Aviation-Grade U.S. Flag
I. INTRODUCTION
The Department of the Navy requires a custom-manufactured, aviation-grade United States Flag to set the tone for the opening of the International Aerial Review (IAR) in commemoration of the Nation's 250th birthday. This flag will be the largest known flag to fly over New York City. The flag will be engineered to be towed by a U.S. Marine Corps MH-53 helicopter and will be tested to withstand the extreme dynamic loads and drag associated with rotary-wing flight operations.
II. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES
a. Delivery & Manufacturing:
The contractor will complete the custom manufacturing and delivery of two (2) oversized, aviation-grade U.S. Flag. The contractor will coordinate with the designated Technical Point of Contact (POC) for delivery to the Marine Corps Test and Evaluation facility.
b. Material / Equipment Specifications:
Design: Standard 50-Star United States Flag.
Dimensions: 130 feet by 216 feet.
Material (Aviation-Grade): The contractor will construct the flag using high-strength, tear-resistant, aviation-grade fabric capable of sustaining continuous flight at speeds exceeding 60 knots without fraying, tearing, or structural failure.
Weight & Packaging Assessment: Prior to shipment, the contractor will provide a final certified weight of the manufactured flag (estimated at 400 lbs or less). The vendor will secure the flag in a container or palletized system suitable for forklift handling and long-term storage.
Rigging & Hardware (Preferred/Optional): Ideally, the vendor will provide all necessary aviation-grade rigging hardware (e.g., reinforced header, heavy-duty grommets/D-rings, cabling, and bottom ballast /weighting systems) required to securely attach the flag to an MH-53 cargo hook system.
c. Vendor Technical Support:
The manufactured flag will undergo a rigorous In-Flight Review (IFR) conducted by a Marine Corps Test and Evaluation squadron. While on-site vendor support is not required, the contractor will make technical representatives available for remote consultation (via phone/email) to answer engineering or rigging questions throughout the testing phase.
III. TRANSPORT, PICK-UP, AND DELIVERY
The contractor will deliver all materials to the designated Marine Corps Test location.
- Delivery Address:

Delivery Date by 19 June 2026.
V. QUALITY OF SERVICES/REQUIRED STANDARD OF WORKMANSHIP
The contractor will ensure that all manufacturing and stitching conform to the highest standards in the aviation and heavy-textile industry. The product will be specifically engineered for high-wind, aerial-tow applications to ensure the safety of the aircrew and the aircraft.
VI. INSPECTION AND ACCEPTANCE
