PRESIDENTIAL INAUGURATION LODGING
WASHINGTON, D.C.
SECTION 1 - GENERAL
1.1 BACKGROUND: The Department of the Navy 2021 Presidential Inauguration Committee is located in Washington, D.C. Due to numerous factors (i.e., events associated with the Presidential Inauguration, needs associated with COVID quarantine requirements, insufficient on base berthing), the need for off base lodging has dramatically increased. The objective of this task order is to secure off base lodging for naval and support personnel. This performance work statement shall be in effect for the period of performance stated in the contract.
1.2 SCOPE OF WORK: The contractor shall furnish lodging accommodations for the Presidential Inaugural personnel from 1 November 2020 to 31 January 2021. The breakdown of the monthly rooms requirement is in section 2.1. The Contractor hotel facility shall provide lodging accommodations and resources (including, but not limited to, facilities, furniture, equipment, supplies, management, supervision and labor) and services to provide lodging accommodations for inaugural personnel consistent with the services provided to other guests under their normal business rules.
1.3 QUALITY CONTROL: The contractor shall establish and maintain a complete quality control program for the performance requirements of this contract.
1.4 FACILITY REQUIREMENTS: The hotel facility shall provide the following minimum requirements:
1.4.1 COVID-FREE ENVIRONMENT: The contractor shall ensure that the Center of Disease Control COVID- 19 preventative measures are strictly adhered to.
1.4.1.1 The Contractor is responsible to implement CDC COVID-19 preventive measures for the health and safety of their workforce and in dealing with the Navy personnel who are guests.
1.4.1.2 The Contractor shall report any incidences in which a Contractor employee is suspected or diagnosed with an infectious disease to the PIC POC: LT Victor Agunbiade, (507) 491-4854.
1.4.1.3 The report shall include that an incident has occurred, suspected/diagnosed infectious disease, possible contaminated areas of the hotel and time since a possible exposure to these areas.
1.4.1.4 Report shall not contain any identifying information or other personal or protective information of the individual.
1.4.2 The hotel facility must be within 1.1-mile (direct path – air mile) radius from 1334 Parsons Ave SE, Washington, DC. The NDW set the 1.1-mile rule due to force protection, road closure and mission
OPTEMPO.
1.4.3 Hotel Rating: Lodging facilities shall have a minimum rating of 3 stars on the American Automobile Association (AAA) rating scale or proof that their facility would meet this level of quality if they participated in the program or 3 stars rating from tripadvisor.com.
1.4.4 FEMA: The hotel must be compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. Seq.), and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at https://apps.usfa.fema.gov/hotel/.
1.4.5 Regulatory Compliance: The Contractor shall comply with federal, state and local safety laws/ordinances/regulations.
1.4.6 Staff: The hotel shall:
1.4.6.1 Designate an On-Site Manager to act as the single point of contact on behalf of the Contractor for the PIC POC (LT Victor Agunbiade, (507) 491-4854) to coordinate on-site processes and procedures within the PWS. The On-Site Manager shall immediately contact the PIC POC with any issues or concerns resulting from the performance of this contract.
1.4.6.2 Have a front desk which is staffed 24 hours a day and either on-site security or locked perimeter doors requiring key access.
1.4.6.3 The hotel shall provide required maintenance. Contractor Maintenance personnel shall not enter guest rooms in which the occupants are in the room.
1.4.6.4 The hotel shall provide housekeeping services for all common areas of the hotel and minimum service for the rooms in which the Navy occupies as outlined in this PWS. Contractor Housekeeping personnel shall not enter guest rooms in which the occupants are in the room.
1.4.7 Safety: The contractor shall ensure that any safety risks are identified and mitigated to the maximum extent possible.
1.4.8 The Contractor shall not advertise, display signs, banners, marquees, references, etc. that acknowledge affiliation with Naval guests’ stay and/or COVID observation period program without the coordination and approval of the JBAB PAO.
1.5 PAYMENTS: Each military guest is responsible for paying for any additional expenses incurred under this contract. Neither the Navy representative, nor their command, shall be financially responsible for any damage, violations, misdeeds caused by the individual members.
1.6 DURING A QUARANTINE/RESTRICTION OF MOVEMENT (ROM) EVENT:
1.6.1 Members staying out in town during a ROM status will abide by the commercial hotel’s ROM process, will may include no-contact replenishment of linens and complementary toiletries, no contact delivery of complementary breakfasts, wellness calls, etc. Member staying out in town will also abide by PIC ROM SOP for Sailors Staying Out in Town.
1.6.2 Navy guests are required to remain in their hotel guest rooms unless transitioning to and from an interior common area as allowable Navy policies.
1.6.3 Members who develop symptoms will immediately contact the PIC POC: POC (LT Victor Agunbiade,
(507) 491-4854 for further direction).
1.7 NON-PERSONAL SERVICE: This contract is a non-personal service contract in which the Government exercises no authority or senior-subordinate relationship with the Contractor and their employees. Government and Contractor personnel shall render proper courtesy and respect to the other party.
1.8 TRANSITION: In the event that the services are no longer needed by the Government before the end of the period of performance, the Government shall provide the Contractor a minimum of 7 days, maximum of 14 days notice to allow the Contractor to return to their normal booking procedures prior to terminating the contract.
SECTION 2 – CONTRACTOR FURNISHED ITEMS
2.1 ROOMS: The breakdown of the number of rooms required per month are as follows:

The NDW should be able to request additional rooms if required at the same hotel rate within 48 hours notice.
2.1.1 Living Space: Rooms shall contain adequate net living and sleeping areas.
2.1.1.1 Junior enlisted rooms: Each room shall be able to accommodate a minimum of two (2) people per room (unless under emergency requirements). Each person shall have their own bed which shall be double or larger size. Hide-away and rollaway style beds are acceptable. Each room shall be occupied with people of the same gender.
2.1.1.2 Senior enlisted/officer rooms: Each room shall be able to accommodate a minimum of one (1) senior enlisted/officer per room and a maximum of two (2) senior enlisted/officer members per room (unless under emergency requirement). Two (2) senior enlisted/officer occupied rooms shall have at least two (2) double or larger size beds. Each senior enlisted/officer member shall have their own bed and be of the same gender.
2.1.1.3 Rooms shall be FEMA rated and constructed to provide good light and sound attenuation.
2.1.1.4 All windows shall provide adequate safety and security.
2.1.1.5 Sufficient electrical outlets shall be available and in good working condition.
2.1.1.6 All entrance doors to rooms shall have interior security locks, either deadbolt or double locking locks. Each room occupant shall be provided with a room key.
2.1.1.7 Bathrooms must be constructed to provide convenient sanitary facilities. Bathrooms must contain a shower and/or tub combination with a wash basin, a properly functioning toilet, and a mirror.
Additionally, bathrooms should have adequate lighting and grounded electrical outlets for use of electrical razors, hair dryers etc. The shower or shower/tub combination shall have shower doors or curtains.
2.1.1.8 A telephone in the room is desirable. If an in-room telephone is not available due to location, have telecommunication devices in the immediate area.
2.1.1.9 A television in the room is desirable. If an in-room television is not available due to location, have information as to where a television is available to patrons.
2.1.1.10 Rooms shall have adequate heating and cooling capabilities.
2.1.2 Furnishings and Equipment must be clean and in good repair. The following minimum furnishings are required:
a. Lamp - 1 per desk or writing table
b. Adequate clothes storage drawers and closet space
c. Desk or writing table with chair
d. Trash container
e. Coffee maker
f. Hair dryer
2.1.3 Additional desirable amenities:
a. Radio
b. Restaurant within the facility
c. Refrigerators or ice machines
d. Chair, occasional
e. Alarm clock
f. Kitchenette
SECTION 3 - CONTRACTOR FURNISHED SERVICES
3.1 ASSIGNMENT OF QUARTERS/ROOMS: Government personnel should not be billeted under this contract arrangement without presenting proper identification. The contractor must be adequately manned to provide a 24 hour check in and check out service, 7 days a week. Individuals of the same sex and similar ranks, designated for double room occupancy, shall be billeted in rooms with two beds. If these rooms are not available, single rooms shall be used.
3.2 CUSTODIAL/SANITATION SERVICES: Daily custodial services shall include, but are not limited to, room cleaning, bed making, linen change (as required), adequate quantities of soap, bath towels, hand towels, sanitized drinking glasses, facial tissues, and a cloth bath mat. Due to COVID, custodial/sanitation services shall be performed a minimum of once a week.
3.3 LINEN SERVICE: Linen service shall be provided once a week or when occupancy changes, whichever occurs first. Additional blankets shall be made available if requested by occupant. All linen and blankets shall be clean, freshly laundered, without any objectionable odors, and in good repair, free from tears, rips, holes, stains, and extensive wear. Pillows shall be at least six inches thick to provide proper support.
3.4 ADDITIONAL DESIRABLE AMENITIES:
a. 24-hour wake up service

3.5 COMMON USE AREAS: The contractor shall keep all hallways, corridors, grounds, and other adjacent areas under the contractor's control in a clean, neat, and safe condition.
3.6 "DO NOT DISTURB" SIGNS: All rooms shall have such signs available. Contractor's employees shall respect them when displayed.
3.7 INFORMATION SERVICES: Customer service representatives shall be able to explain to occupants miscellaneous charges not covered by this statement of work, i.e., telephone charges. The contractor shall provide information on bus schedules, taxis and other local transportation, dining facilities and locations, and commercial telephone directory service.
The Navy Presidential Inaugural LNO has the right to cancel any room reservation within 48hours notice.
AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.
(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. SUPTXT203.1106-1(3-18) Navy Use of Ability One Support Contractor-Release of Offeror Information
THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE STATEMENT OF
WORK/PERFORMANCE WORK STATEMENT.
NAVSUP FLC Norfolk may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC Norfolk contract.
ECMRA
Enterprise-wide Contract Manpower Reporting (NMCARS 5237.102-90) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
