SCHEDULE NOTES:

This is a follow-on service acquisition to an existing contract; this solicitation has been completely rewritten /updated and contains significant changes from the existing contract and draft solicitation. Offerors are cautioned to read the solicitation in its entirety and make note of all changes, including, but not limited to, the contract is now an Indefinite Delivery/Indefinite Quantity (IDIQ) non-commercial contract, Phase-in/Phase-out periods of performance have been added, with Firm-Fixed Priced, Time-and-Material, and Cost-Reimbursement CLINs. Task orders shall be ordered in accordance with (IAW) Attachment 6, Task Ordering Procedures.

The Question and Answer (Q&A) period will have a hard cut-off date and time (as stated in the https://www.

(SAM.gov) or Solicitation Module within Procurement Integrity Enterprise Environment (PIEE)). sam.gov

Questions received after the cut-off date (31 July 2023) and time may or may not be answered at the discretion of the Procuring Contracting Officer (PCO). It is recommended that offerors review the solicitation in its entirety immediately to ensure the timely submission of questions. All workload estimates stated in the solicitation are current and have been validated as correct as of the date of the RFP release. Offerors should not assume errors in the workload estimates nor depend on submitting Requests for Equitable Adjustments after award. If an offeror has any questions regarding workload requirement estimates, it is recommended that offerors submit questions pertaining to workload requirement estimates during the Q&A period as again, offerors should not assume errors in the workload requirement estimates and depend on submitting Requests for Equitable Adjustment after award. NOTE: A Q&A session was performed during the pre-solicitation with the Draft Solicitation. Responses may be viewed in Attachment 27, Question and Answer Worksheet. This document will continue to grow during the Solicitation phase.

All Government Furnished Property (GFP) lists provided in the solicitation are current and validated as correct as of the date of the RFP release. Offerors should not assume errors in the GFP and, thus, depend on submitting Requests for Equitable Adjustments after award. If an offeror has any questions regarding GFP, it is recommended that offerors submit questions pertaining to GFP during the Q&A period as again, offerors should not assume errors in the GFP and depend on submitting Requests for Equitable Adjustment after award.

Offerors are further cautioned to understand GFP provisions/clauses and required management of GFP. Any equipment, facilities, etc., determined to be required for performance of this requirement but is not identified as GFP, shall be the responsibility of the offerors. There will be no GFP above and beyond the GFP identified in this solicitation.

The Phase-In CLIN will have a total performance period of two (2) months prior to full contract performance start date, and the Phase-Out CLIN IAW FAR 52.237-3, Continuity of Services, will be two (2) months inclusive of the last option period exercised. Offerors will submit initial phase-in plan with their proposal. The successful awardee will submit a Transition Plan IAW FAR 52.237-3, Continuity of Services, after contract award. The Phase-In CLIN will be awarded as a task order upon award of this IDIQ. Phase-In Period will not occur if award goes to the incumbent contractor. The phase-out CLIN will be ordered towards the end of the contract.

Offerors are reminded to understand and comply with the mandatory labor laws specific to this service location.

Reference Collective Bargaining Agreement, Service Labor Contract Standards formerly Service Contract Act, and Construction Wage Rates formerly Davis Bacon Act(Attachments 14 - 17.) The must current Wage Determinations will be posted upon release of the solicitation.

Offerors are reminded that many contract provisions and clauses have changed since the award of the existing contract, for example but not limited to the addition of the following FAR clauses: FAR 52.219-14,Limitations on Subcontracting, FAR52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment, and FAR 52.204-26, Covered Telecommunications Equipment or Services- Representation, etc.

Contract Data Requirement List

CDRLs are applicable to all PWS Tabs and are Not Separately Priced (NSP). Offerors are to include costs associated with the CDRLs in the corresponding Firm-Fixed-Price CLIN. See further instructions in Attachment 4, ITO Pricing Workbook.

PROVISIONAL CLINS

The contract will include FAR Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional 6 months beyond the awarded contract performance period. This provisional option, CLINS 50XX are included for evaluation purposes only and may not be included in resultant award. Should an extension of services be required, it may be exercised at the end of any performance period, at the prevailing rates for that performance period.

OPTIONS

During the life of the contract, options may be exercised in whole or in part, as various workload may become organic in lieu of being contracted out.

Specifically, a correction is being made to Section M3.3 Relative Importance of Factors: changing language from "Past Performance being equally important than cost/price" to "Past Performance being significantly more important than cost/price."
