About this file

This is Standard Form 30 Amendment 0002 to Solicitation W81K0026QA085, issued by the Medical Readiness Contr Office West at BAMC, Fort Sam Houston, Texas, with an effective date of 08 APR 2026. The amendment provides government responses to five questions submitted by offerors regarding the VITEK microbial detection and identification requirement.

The government clarifies that it currently owns a Vitek 2XL and Virtuo instrument and is seeking an additional Vitek 2XL for redundancy purposes, which will operate under a cost-per-test (CPT) agreement. A new Vitek MS Prime mass spectrometry instrument will also be acquired under a separate CPT agreement since the government does not currently own this equipment. The government confirmed it cannot remove the requirement that blood culture reagents must be compatible with the government-owned BioMerieux BacT/Alert Virtuo Microbial Detection System with specific collection capabilities for aerobic, anaerobic, and pediatric samples using absorbent polymeric beads rather than charcoal. If BioMerieux is awarded the contract, the government intends to eventually replace both existing Vitek 2 instruments and the Virtuo blood culture system with new ones in a phased approach to minimize downtime during validation and verification studies. Additionally, BAMC Logistics will not distribute supplies listed on laboratory contracts, so the blood culture bottle line item will not be included in the pending award. The proposal submission deadline remains Monday, 20 April 2026 at 1:00 PM CST, and all other solicitation terms and conditions remain unchanged.

Government Response to Questions for W81K00-26-Q-A085-VITEK Requirement

Question Number 1 - Does BAMC currently test bodily fluids?

Government Response: Yes, bodily fluids are currently being tested at BAMC.

Question Number 2 - Within the SOO document, equipment requirements are described both as government owned (sections 2.2, 10.3) as well as contractor owned (sections 2.3, 6, 6.11, 9.1). Can the government clarify if it owns BioMerieux equipment and is only looking for reagents and consumables or if the expectation is to award a true cost per test agreement where the equipment is owned by the contractor?

Government Response: The government currently owns both a Vitek 2XL and the Virtuo instrument. The award is seeking an additional Vitek 2XL for redundancy in case one goes down so a portion of the award will be a CPT for this Vitek 2XL. Additionally, the mass spectrometry instrument will be on a CPT agreement since we do not own this instrument.

Question Number 3 - If the answer to question 2 is that the intent is to award a cost per test agreement where the equipment is owned by the contractor, would the government remove or revise the below requirement (section 10.1) to allow for full and open competition? Otherwise, this would be a de facto sole source requirement.

W81K0026QA0850002

Government Response: The below statement in 10.1 cannot be removed since we must maintain reagents compatible with the government owned Virtuo.

10.1 The blood culture reagents provided must be compatible with the government owned BioMerieuxBacT/Alert Virtuo Microbial Detection System and must have collection capabilities for aerobic, anaerobic, and pediatric samples. Bottles must not utilize charcoal but rather contain absorbent polymeric beads; bottles must be capable of supporting both blood and sterile body fluid collection.

Question Number 4 - Please confirm this solicitation is to add a new VITEK MS Prime, keep BioMerieux owned VITEK 2xl, and keep government owned VIRTUO.

Government Response: The solicitation is to add a new Vitek MS Prime, a new Vitek 2XL and keep the government owned Virtuo.

Question Number - We would like to be sure we are quoting this proposal correctly 5 based on your needs. Our automated ID/AST system is currently in place and is bioMerieux owned. Part of the VITEK 2 system was installed in 2012, then added capacity in 2021. Question: If we were awarded the contract, would you want all new ID/AST (VITEK

2) equipment, keep existing system, or partial replacement of the aged system? VIRTUO blood culture system was purchased by government and installed in 2018. Question: Would you want replacement, or keep existing?

Government Response: If Biomerieux were awarded the contract, then at some point we would look to replace both Vitek 2 instruments, as well as the Virtuo blood culture system with new ones. If possible, the replacements would be made in a phased approach to prevent an extended period of downtime as validation and verification studies are conducted during the transition.

Additionally, BAMC Logistics is responsible for the ordering and distribution of blood culture bottles to the wards. BAMC Logistics will not distribute supplies that are listed on a laboratory contract; therefore, the blood culture bottle line item will not be added to the pending award.
