INTEREST (NAVSEA) (APR 2022)

(a) Offerors are reminded that certain existing contractual arrangements may preclude, restrict or limit participation, in whole or in part, either as a subcontractor or as a prime contractor under this competitive procurement. Of primary concern are those contractual arrangements in which the Offeror provides support to NSWC Indian Head, or related laboratories (if applicable), in support of operation of the office or any of its programs. General guidance may be found in FAR 9.505; however, this guidance is not all-inclusive. The Offeror's attention is directed to the "Organizational Conflict of Interest" (OCI) or similar requirement which may be contained in current or completed contract(s) which prohibits the prime or subcontractor from providing certain supplies or services to the Government as described above during the period of the current "support" contract(s) or for a period after completion of the "support" contract(s). The Offeror is notified that if it expends time and money on proposal preparation, such expenditure is at its own risk regardless of whether the Government determines a personal or organizational conflict of interest does or does not exist.

VPP CLAUSE

1. Voluntary Protection Program:

1.1. In August 2006, Indian Head Division (IHD) Naval Surface Warfare Center (NSWC) was nominated to participate in the DoD Voluntary Protection Program Center of Excellence Implementation Initiative of the Defense Safety Oversight Council (DSOC). The Voluntary Protection Program (VPP) was established by the Occupational Safety and Health Administration (OSHA) in 1982 to recognize and promote effective worksite-based safety and health management systems. IHD NSWC, through the utilization of VPP, desires to be a model of safety and health excellence. VPP's emphasis on trust and cooperation between OSHA, the employer, employees, employees representatives, and contractors complements the Agency's enforcement activity but does not take its place. All parties, including Contractors, are to work together to identify and resolve any safety and health problems that may arise, yet obtain Contracting Officer approval of any changes that would impact the terms of the contract. IHD NSWC as the VPP participant develops and implements systems to effectively identify, evaluate, prevent, and control occupational hazards so that injuries and illnesses to employees and contractors are prevented. Contractor and sub-contractor personnel are subject to occupational safety and health oversight. This oversight will be accomplished by IHD NSWC personnel and Contracting Officers. Contractors, sub-contractors, and their employees, while in performance of a contractual action on-site within the geographical boundaries of Naval Support Facility (NSF) Indian Head, shall be subject to the requirements of the IHDIVNAVSURFWARCENINST 5100.22, “Safety Manual” regardless of the type or duration of the contract.

Appendix 13-A, of the chapter 13 entitled “Contractor Safety Requirements When Performing Work at the Naval Support Facility (NSF) Indian Head, MD” shall be signed by the Contractor prior to commencement of services on-site at NSF Indian Head. The Contractor shall maintain one signed copy for future reference in educating its personnel and sub-contractors. A second signed copy shall be provided to the Contracting Officer to be maintained in the contract file. If an occupational safety or health related injury or illness occurs during the performance or as a result of this contractual action, the Contractor shall notify the Contracting Officer Representative (COR) as soon as practicable, who will notify the Safety Office and the Contracting Officer. 1.2 In support of VPP and in compliance with Chapter 13 of the Safety Manual, entitled “Contractor Safety,” all Contractors performing on-site at NSF Indian Head shall comply with the following:

1.2.1 Public Law 91-596 (and Amendments), also known as the Occupational Safety and Health Act of 1970, establishes that all employers, including Contractors, are responsible, as far as possible, for providing every employee a safe and healthful working environment. All employers, including Contractors, shall conform to the standards as issued by OSHA. Contractors are responsible for complying with safety requirements specified in the contract as well as all Federal, State, and local safety and security regulations. Non-compliance may be cause for the removal of a Contractor or any Contractor employee from the activity and such non-compliance may form the basis for contractual action, up to and including termination for default.

1.2.2 Contractor personnel shall participate in basic safety awareness and hazard identification training offered by the Government activity at the work area they are supporting. Contractors performing on-site shall attend area weekly safety meetings and annual safety stand-downs, as determined by the COR.

1.3 The best Safety and Health Programs involve every level of the organization, instilling a safety culture that reduces accidents for workers and improves the bottom line for managers. When Safety and Health are part of the organization and a way of life, everyone wins. IHD NSWC is committed to safety excellence. The Contractor shall familiarize itself with the IHDIVNAVSURFWARCENINST 5100.22, “Safety Manual,” Appendix 13-C entitled “OSHA Voluntary Protection program (VPP) Fundamentals Training for Contractors”.

2. Contractor On Site Training:

2.1 A Contractor providing support on-site at any IHD NSWC site may be required to have its on-site Contractor personnel participate in training covering rules, practices, procedures, equipment and systems, as needed, based on the type of support being provided. This training may include, but is not limited to: Operation Security training (OPSEC); Personally Identifiable Information training; DoD Information Assurance Awareness training;

Information Technology Security; Voluntary Protection Program (VPP) training; and Personnel Security training.

2.1.2 This training will be provided at no cost by the IHD NSWC site and will take place on-site during normal contract working hours without any additional compensation for the Contractor. This training does not relieve the Contractor of its responsibility to train its employees in such areas as environment, health, safety, security, sexual harassment, ethics, etc. to ensure compliance with all federal, state, and local laws and DoD regulations.

THERMAL CONDUCTIVITY APPARATUS STATEMENT OF WORK

1.0 General

1.1 Introduction

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead.

NSWC IHD provides research, development, engineering, manufacturing, test, evaluation and in-service support of energetics and energetic materials (chemicals, propellants and explosives) for ordnance, warheads, propulsion systems, pyrotechnic devices, gun systems and special weapons for Navy, Joint Forces, and the Nation.

The NSWC IHD Applied Analytical Laboratory evaluates critical safety data for these energetics programs. Two of the necessary tests required as part of that overall data package are the evaluation of the thermal conductivity and thermal diffusivity of a given material, whether it be solid, liquid, slurry or powder. The existing instrumentation is outdated and requires replacement to maintain capability. The Applied Analytical lab requested and received funding to purchase new instrumentation to assure being able to fully support Navy mission.

1.2 Scope of Work

NSWC IHD has need for a device which allows for the effective measurement of thermal conductivity and thermal diffusivity (TC/TD) of small amounts of samples: solids, liquids, slurries and/or powders. The contractor shall be responsible for the design, fabrication, shipment and installation of this equipment.

2.0 Requirements

The measure requirements as listed are based on the existing equipment. Only such instrumentation than can fulfill these requirements will be considered.

2.1 Material Morphologies

The equipment must be able to measure the thermal conductivity /thermal diffusivity of explosive solids, liquids, slurries and powders. The contractor shall provide a list of users in the field of energetics for references regarding their system.

2.2 Neat Material Measure

The system shall allow for the TC/TD measurement without any additional processing aid. TC/TD measure is to be non-destructive.

2.3 Sample size

The current system allows for TC/TD measurement of 3-15 grams of an energetic material. Due to operating limits present in individual bays, only prospective systems which can evaluate samples within that weight range will be considered.

2.3 Thermal Conductivity Range

The system must be able to measure TC values in the range of 0.1 to 4 W/m∙°C. Thermal diffusivity of historical samples has been <1 mm/s. The system must be able to perform such testing to provide replicate results in less than an hour.

2.4 Thermal Conductivity Accuracy/precision

Instrument precision shall be within 2% or less. Accuracy will be within 5%. As a check on instrument performance in keeping with good laboratory practice, standards having a C near that of the energetic will be used to check that the instrument is operating properly. These will be provided by the vendor.

2.5 Exterior Standard Conformance

The system must conform to a widely accepted protocol (ASTM, ISO, or STANAG) so that customers can verify findings as needed.

2.6 Inadvertent Initiation Concerns

2.6.1 Impact/friction hazards

The system must allow for loading of explosive liquids, slurries and powders onto the measuring device without pinch points which might lead to impact or friction initiation.

2.6.2 Thermal hazards.

The system must allow for a very minor heating of the sample at energies not expected to cause initiation. This will be verified with the supplied references of users in the field of energetics testing.

2.7 Temperature Range

While most TC/TD measures will be conducted at ambient temperature, the instrument shall be capable of measuring from -50°C to 100°C either by direct instrument control or by allowing the measuring device to be within a conditioning chamber.

2.8 Software Requirements

2.8.1 NAVY Acceptance

The software package the system uses must be submitted for Navy IT approval before the procurement can be made.

2.8.2 Data Exportation

The system shall allow for measured data to be exported in ASCII or JPG (for graphs) for report writing by the end user.

2.8.3 Database

The system shall generate/maintain a database for historical purposes on the instrument data system.

Key fields, though not necessarily experimental findings shall be exportable to existing exterior thermal databases maintained by NSWCIH.

2.9 Turn-key Operation

The system shall be simple enough to use that after installation, the end user can readily operate the instrument as well as teach coworkers how to use it.

2.10 On-going Maintenance and Repair

Although separate from this initial procurement, the vendor will provide the end user information regarding a maintenance/repair contract extending beyond the initial warranty. As vendor-representative repairs which may be needed outside the scope of such an agreement will cause work stoppage, the vendor will demonstrate willingness to provide end user maintenance/repair support via telephone/email. Willingness to be confirmed by supplied references.

2.11 Facilities Requirement

Vendor will notify in proposal any unique needs for successful operation of the instrument: power above US 110 V/ 10Amps, vibration sensitivity requiring marble table, unique measuring atmospheres, etc.

3.0 Initial Acceptance

3.1 Acceptance Testing

The Contractor shall conduct performance tests in accordance with company and industry standards, at their site prior to delivery to the Government.

3.2 Calibration

Where such data exists, the contractor shall provide an Inspection / calibration certificate for each item.

3.3 Shipping

The vendor shall be responsible for shipping container design, and purchase of all packing and packaging materials. The packing shall prevent any damage which may occur during transit. All pieces are to be delivered within 3 months of contract acceptance.

3.4 Training

The vendor shall be responsible for proper installation of the instrument and the initial training of the Navy personnel operating the equipment.

4.0 Deliverable

The Technical Point of Contact and Contracting Officer (KO) for this contract will approve all deliverables as specified herein.
