The solicitation is set aside for small businesses under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a Product Service Code of 6640 (Laboratory Equipment and Supplies). The RFQ was issued on September 8, 2026, with a response deadline of September 15, 2026, by 1:00 PM Eastern Time. One system will be delivered to the Division of Seafood Science and Technology at the Gulf Coast Seafood Lab in Dauphin Island, Alabama, and the second system will be delivered to the Division of Food Processing Science and Technology in Laurel, Maryland. The systems are intended to restore laboratory capabilities for non-targeted identification of small molecules, particularly seafood contaminants and toxins, and will enhance the FDA's ability to support American seafood industry safety and method validation.

The award will be firm-fixed-price for a single purchase order covering both complete GC/MSD systems with all necessary supplies, accessories, installation materials, service manuals, and preloaded software including NIST 2020 and Wiley 12th Edition mass spectral libraries. The systems must meet detailed minimum technical specifications including capillary split/splitless inlet capability, oven temperature range up to 450°C, maximum mass detection of 1,050 Daltons, electronic scan rate up to 20,000 Daltons/second, and a 50-vial minimum autosampler capacity. U.S. FOOD AND DRUG ADMINISTRATION

OFFICE OF ACQUISITIONS AND GRANTS SERVICES (OAGS)

REQUEST FOR QUOTATION (RFQ)

SOLICITATION FOR COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

This is a combined synopsis solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotation (RFQ) under the simplified acquisition procedures of FAR Part 12 (Commercial Products and Services). The Government contemplates award of a single, firm-fixed-price purchase order for the items listed below. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

SECTION 1 – SOLICITATION INFORMATION

Solicitation Number: 75F40126Q00418 Solicitation Issue Date: September 8, 2026 Response Due Date/Time: September 15, 2026, by 1:00 PM Eastern Time Solicitation Type: Request for Quotation (RFQ) Set-Aside: Small Business Set-Aside NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing Product Service Code (PSC): 6640 – Laboratory Equipment and Supplies Place of Performance: See Section 6 – Delivery Information

SECTION 2 – REQUIREMENT TITLE AND BACKGROUND

Requirement Title:

Two (2) Gas Chromatograph with Mass Selective Detector (GC/MSD) Systems Background:

The U.S. Food and Drug Administration (FDA), Division of Seafood Science and Technology (HFP/OLOAS/OAMT/DSST) requires one (1) GC/MSD system, and the Division of Food Processing Science and Technology (HFP/OLOAS/OAMT/DFPST) requires one (1) GC/MSD system, including auto-injectors and updated mass spectral libraries.

The addition of GC/MSD systems will restore laboratory capabilities lost through the retirement of older systems without replacement. The systems will enhance capabilities for non-targeted identification of small molecules, particularly seafood contaminants and toxins. These instruments are critical to developing methods that support the American seafood industry and ensure that imported products are safe and of the quality expected by American consumers.

Purpose:

The GC-MS systems will be used to compare samples, identify unknown compounds, and compare new methods to official methods as required for method validation. The instruments will also be used to discover new compounds of interest in imported seafood. The GC-MS will complement existing LC-MS instruments in the laboratories, enabling the detection of a larger number of compounds of interest, including those found in fin fish (e.g., tuna) and shrimp. The enhanced sensitivity will support detection and identification of trace-level contaminants and toxins, including seafood adulteration cases.

SECTION 3 – CONTRACT TYPE AND ORDER DETAILS

Order Type: Firm-Fixed-Price (FFP) Quantity: Two (2) complete GC/MSD systems FDA intends to award a single firm-fixed-price order for two (2) complete GC/MSD systems as described in this solicitation.
