POSITION OVERVIEW: Kosovo is the second newest country in the world, having emerged from international supervision in September 2012. The country now faces the complex task of nation-building and integrating a multi-ethnic population. Leveraging the considerable influence that the USG enjoys in Kosovo, USAID/Kosovo is at the forefront, assisting the Government of Kosovo (GOK) as it strives to meet these challenges, become a member of the EU, and achieve Euro-Atlantic integration. A regional service provider, USAID/Kosovo is the largest Balkan mission.
mailto:PristinaUSAIDHR@usaid.gov
USAID plays an integral role in implementing the USG’s priorities and vision for Kosovo.
Since 1999, USAID has committed more than $1 billion of assistance to the reconstruction of Kosovo and to building self-governing institutions and a viable economy. The USG continues to help Kosovo improve its relations with its neighbors and normalize relations between Kosovo and Serbia, centered on mutual recognition, and supporting the people of Kosovo in maintaining a democratic, multiethnic, and prosperous sovereign state.
Constant and coordinated communication with senior Kosovo officials and effective cooperation across the interagency are essential components of USAID’s development agenda in Kosovo. The political complexities within and around Kosovo directly impact USAID’s programming on a day-to-day basis and require a high-level understanding of USG interagency operations and the ability to navigate shifting geopolitical priorities.
USAID’s funding allocation ranges between $31-34 million annually. With this funding, USAID directly supports Embassy Pristina’s Integrated Country Strategy (ICS) goals, focusing on building Kosovo’s capacity to take its place in Euro-Atlantic institutions and, in particular, meet key criteria necessary for EU accession. We support improved rule of law and accountable and effective governance that meets all citizens’ needs, including women, youth, and minorities. We support sustainable economic growth and energy security, increasing opportunities for both economic and democratic participation, all to help achieve lasting security, prosperity, and stability.
The USAID Mission in Kosovo has 100 permanent positions: 19 USDHs, 3 U.S. Resident Hires (RHUSPSC), 1 offshore USPSC, and 77 local staff (CCNPSCs). The Mission has eight offices: Program and Policy; Economic Growth; Democracy and Governance; Financial Management; Regional Executive; Regional Acquisition & Assistance; Regional Legal; and the Director's Office. USAID/Kosovo also provides comprehensive regional support services (EXO, A&A, Legal) for USAID Missions and offices in four Balkan countries—Albania, Serbia, North Macedonia, and Bosnia and Herzegovina—and Greenland.
USAID/Kosovo has a need for a cleared American Deputy Office Director in the Program and Policy Office (PPO) to co-lead on sensitive high-level USAID and interagency engagements across functions. PPO’s 14-member team includes only one FSO (Office Director) and leads the interagency Foreign Assistance Working Group, coordinating sensitive issues like malign influence to ensure programmatic cohesion of all USG agencies at the Embassy. Kosovo’s operational context has become more complex with increased regional and Kosovo and Serbia tensions rising and heightened inter-ethnic tensions within Kosovo. As the Mission manages the fluid operating environment, it has a currently unfilled critical need for a second cleared American to monitor and support fast-moving policy, programming, and communications and to support the development of a 2025-2030 Country Development Strategy (CDCS).
BASIC FUNCTION OF DUTIES:
Based in Pristina, the Deputy Office Director reports directly to the Office Director and provides leadership, jointly with the Director and one other Deputy, to a team of 14 people.
PPO is responsible for coordinating the Mission’s overall programmatic portfolio, which includes leading strategy development, program resources, supporting technical office operations, managing program monitoring, evaluation, and learning, reporting results, and directing programmatic communication and outreach. PPO also provides donor coordination across the Mission and supports Embassy Pristina’s Foreign Assistance Working Group.
The candidate will support general Program Office leadership, serving as the backup to the Supervisory Program Officer, and help oversee programmatic functions, thus requiring top secret clearance and the ability to work in a complex interagency environment. The candidate will have experience in Monitoring, Evaluation, and Learning (MEL). The candidate will be prepared and able to respond to emergent needs, including short turnaround tasks, high-level visits, have persuasive writing for high-level audiences, and exceptional interpersonal skills.
The PPO has two Deputy Office Director positions with different portfolios; this position will specifically be responsible for overseeing the monitoring, evaluation, and learning (MEL/CLA) components and will provide expertise on program office processes, approaches, and tools that bring efficiencies, reduce workloads, and ensure strong compliance with Agency guidance.
The Deputy Office Director position requires a combination of technical expertise, leadership skills, and the ability to navigate complex interagency environments. The candidate should bring a strategic perspective, strong analytical capabilities, and a commitment to promoting evidence-based decision-making and continuous learning within the Mission.
