About this file
This Statement of Work (SOW) details emergency heating system repairs at the U.S. Coast Guard Station Lorain in Ohio. The project involves two primary tasks: replacing two inoperable fan coil units (FCUs) servicing the second-floor classroom and conducting a diagnostic analysis of two main air handlers to develop a detailed repair plan. The heating system currently fails to adequately warm classroom and office spaces, with classroom temperatures dropping to the upper 50s during winter months, which disrupts the station's critical training functions for the National Ice Rescue School and Training and Logistics Center.
The contract requires the contractor to provide qualified personnel to complete the repairs, with work performed primarily at the contractor's facilities and during occasional site visits. The period of performance begins within seven calendar days of contract award, with work generally conducted between 0800-1500 EST, Monday through Friday. The contractor must furnish all necessary facilities, materials, and equipment, and provide operation/maintenance manuals for replaced equipment. The Contracting Officer's Representative (COR) will review deliverables, with a 7-business-day review period and an additional 7 business days allowed for the contractor to make any required corrections.

STATEMENT OF WORK (SOW)
for
Emergency Heating System Repairs at USCG Station Lorain
1.0 GENERAL
1.1 BACKGROUND
Station Lorain hosts the Coast Guard’s National Ice Rescue School and the Coast Guard’s Training and Logistics Center (TLC) for small, short-range UAS operations. As such, the facility must be able to conduct its training and logistics mission during harsh winter months.
Unfortunately, The heating system for Station Lorain is not properly warming the second floor classroom spaces, as well as several office spaces on the ground floor. Ice Rescue classes are conducted at Lorain throughout the winter (Nov-Feb) and the primary classroom temperature has been in the upper 50F’s, which is not conducive to a proper learning environment. Two separate companies examined the heating system and recommended that several pieces of equipment are in need of replacement to bring the heating system back to full operating capacity. The facility houses miscellaneous equipment for District staff elements.
1.2 SCOPE
o Replace two (2) fan coil units (FCU) that supply air to the second floor classroom o Diagnose issues with 2 main air handlers and provide a detailed repair plan.
1.3 OBJECTIVE
The Coast Guard’s goal is to ensure that the heating system for the operations building is properly serviced and fully capable of supporting continuity of operations at Station Lorain during the winter heating season.
