STATEMENT OF WORK (SOW)

FOR

Repair of Sewage Li Sta on at USCG Sta on Belle Isle, MI

1.0 GENERAL

United States Coast Guard (USCG) Sta on Belle Isle in Detroit MI is planning to enter nego a ons with a contractor. The USCG is seeking a contractor to make repairs to the Sewage Li Sta on, specifically the flapper valve assemblies on each sewage pump. The Sewage Li sta on is located on the property. Prior to submi ng a quote, it is mandatory to examine the SOW and it is highly recommended to visit the facility to take field evalua ons and become familiar with exis ng condi ons under which the work will be performed. A er the award of contract, a pre-conference will be held prior to star ng the work at Coast Guard Sta on Belle Isle, MI.

1.1 BACKGROUND

On 25DEC24, Sta on Belle Isle received a high-level alarm from the sewage li sta on located outside the main building. The Engineer on duty made several a empts to pump down the sewage tank using both pumps, but these efforts were unsuccessful.

A similar incident occurred a week earlier when the li sta on also failed to pump down the sewage tanks. During that me, both pumps were ineffec ve in both automa c and manual modes. Unit personnel a empted to pump down the tank mul ple mes and eventually succeeded.

Upon inspec on, we iden fied a faulty flapper valve in each sewage pump. Each flapper valve assembly is crucial for maintaining a prime in the sewage suc on line. The failure of both flapper valves was a ributed to corrosion. We managed to disassemble and inspect both valves, making temporary repairs to only one pump, while the other pump remains non-opera onal.

In conclusion, the flapper valve assembly on both pumps has failed due to corrosion. This assembly is essen al for maintaining a prime for each pump. Although temporary repairs have been made, system failure is imminent. If rapid repairs are not conducted, Sta on Belle Isle risks losing the capability to pump the sewage holding tank to the city, which could lead to sewage backing up into the sta on building.
