Synopsis for Solicitation 693JJ926R000006: Advanced Safety Research (ASR)

This is a presolicitation synopsis issued by the National Highway Traffic Safety Administration (NHTSA), an agency of the U.S. Department of Transportation (DOT), announcing a Full and Open Competition for multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts. The solicitation will support the Electronic Systems Safety Division within the Office of Vehicle Crash Avoidance and Electronic Controls Research. Work will encompass planning, conducting, and documenting vehicle safety research studies; testing and evaluation of Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS) technologies; simulation and modeling of vehicle systems and driver behavior; vehicle component testing and functional safety assessments; on-road testing and naturalistic driving studies; safety impact assessments and data analysis; cybersecurity research and evaluation; and application of artificial intelligence (AI) and machine learning (ML) to vehicle safety. Offerors may propose to support one or more identified research areas and are not required to qualify in all areas.

The anticipated period of performance is 60 months, consisting of one 36-month base period and one 24-month option period. Task orders issued under the IDIQ may utilize Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), or hybrid task orders combining FFP and CPFF elements. Work must be conducted at contractor facilities within the continental United States. The applicable NAICS code is 541380 (Testing Laboratories and Services). The Government anticipates releasing the solicitation in May 2026 and making awards in advance of the September 1, 2026 performance start date.
