PERFORMANCE WORK STATEMENT (PWS)
Budget Preparation and Execution Support Services
(4Cast Software License, Support and User Training) for Cincinnati VA Medical Center
3 January 2022
1. GENERAL. This requirement is for non-personal services in which the contractor shall provide budget preparation support services to include a continuation of the 4Cast perpetual software license from Plan4 Healthcare LLC and new employee training for Cincinnati VA Medical Center (VAMC) in Ohio. The government shall not exercise any supervision or control over the contract service providers performing the services herein.
VA Medical Centers have demonstrated varying degrees of financial expertise and budget execution in the past. In recent years, the VA Medical Centers have faced deficit situations that have repeatedly required supplementation by VISN 10. Within the VA Medical Centers, the pressures of patient access, the aging infrastructure issues, and the inability to divest off old models or programs have put a strain on limited resources. Leadership’s priority is to build a better business culture within the medical centers by improving the technical execution of the budget and creating systems to analyze the cost efficiencies of care delivery systems while simultaneously aligning resources along strategic priorities. It was determined that continuing to use the Plan 4 Healthcare 4Cast tool would be the most efficient method for the facilities to use while developing new processes, as the services will be assigned the task of developing their own business and strategic plans in the coming fiscal year.
1.1 SCOPE SUMMARY. The contractor shall provide the appropriate licenses to use software, personnel and any materials if needed to train new employees. Training shall be conducted remotely via Microsoft teams or other similar meeting platforms for the Cincinnati VAMC as established in this Performance Work Statement (PWS) and in accordance with terms and conditions established in the contract for the following location:
