Addendum to FAR 52.212-2: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government will utilize the Lowest Price Technically Acceptable (LPTA) approach, in which, the Government intends to award to offerors with a technically acceptable quote(s) at the lowest overall Total Evaluated Price (TEP).

The LPTA approach does not permit tradeoffs between price/cost and past performance and will include an evaluation for technical acceptability.

• Part I – Price Evaluation: The first step will be evaluating the Total Evaluated Price (TEP) and ranking all responsive offers by price from lowest to highest. Offeror’s prices submitted in the Offer Schedule will be evaluated for completeness and fair and reasonableness. All offerors will be evaluated based on price and placed in order from lowest to highest price. To determine the lowest price, the Total Evaluated Price (TEP) for all CLINs will be used.

If the lowest priced quoter did not adhere to submission requirements of Addendum to 52.212-1 or receives an “Unacceptable” rating for the Technical factor, the Government will follow the same evaluation method for the next lowest quoter. The process will continue until a quote is found that adheres to Addendum to 52.212-1 and has an “Acceptable” rating for the Technical Factor.

• Part II – Technical Evaluation: Offers will be determined technically acceptable if all requirements in the statement of work are met. The Contracting Officer will evaluate products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Offerors who do not furnish product information (literature, manufactures websites, etc...) with their quotes, may be eliminated from award consideration.

The Technical factor will be evaluated on an acceptable/unacceptable basis defined as follows:

o Acceptable: Quoter’s technical submission adheres to the requirements in this technical factor, adheres to the requirements of the solicitation, and demonstrates understanding of the requirement.

o Unacceptable: Quoter’s technical submission does not adhere to the requirements in this technical factor, does not adhere to the requirements of the solicitation, or does not demonstrate an understanding of the requirement.

10. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Nov 2023), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov/SAM/
