PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) For
Parts Washer Services on Marine Corps Camps in Okinawa and Mainland Japan
1.0 General.
1.1 Introduction and Background. The United States Marine Corps (USMC) Marine Corps Camp Butler Environmental Affairs Branch supports the Marine Corps by carrying out Commanding General environmental programs, which are in compliance with the applicable laws and regulations in the area of responsibility. Also provide comprehensive services and products in a responsive, professional, and cost-effective manner to protect people and enhance our environment.
Parts washers are an integral part of aircraft, vehicle, and support equipment maintenance activities. Parts washers efficiently remove oils, grease, corrosion, debris, and contaminants from various parts for routine or unscheduled maintenance of Government Owned Equipment. The upkeep and environmental compliance of the parts washers can be a challenging task.
Work Centers can easily be overwhelmed with routine maintenance, unscheduled maintenance, deployments, and generated waste stream management. Work Centers may not have personnel available who are knowledgeable in troubleshooting, repairing, and compliance with government regulations specific to the use of parts washers.
Historically waste contamination, Hazardous Waste spills, and maintenance downtimes are increased when there is a lack of personnel with the knowledge and skills to properly utilize and maintain parts washers. Subsequently Hazardous Waste disposal costs, remediation costs, and labor hours are also increased. Consolidating this work across the region into a single source entity who specializes in these services reduces maintenance downtimes, reduces Hazardous Waste generation, increases overall environmental compliance, and ultimately reduces USMC Spending.
1.2 Scope of Work and Objective. The Government intends to award an Indefinite Delivery Contract (IDC) that will allow Firm Fixed Priced task orders. Each task order will determine the period of performance, schedule, number and type of parts washers needed. The Contractor shall provide parts washers rental and periodic maintenance services, to include the replacement of appropriate solvent and cleaning solutions, in support of various United States Marine Corps (USMC) units located at Marine Corps Base (MCB) Camp Butler, Okinawa, Japan and Combat Arms Training Center (CACT) Camp Fuji, Japan.
An objective of this Contract is to reduce hazardous waste generation and the exposure of toxic chemicals to users. The preference is to use bioremediation parts washers; however, shops may request to change to aqueous parts washers or petroleum based solvent parts washers if the performance of the bioremediation parts washer is unacceptable. The contractor shall provide all supervision, labor, equipment, materials, facilities, and transportation necessary in order to provide parts washer services.
1.3 Regulatory Compliance Requirements
1.3.1 The Contractor shall comply with the latest Japanese federal, state, and local environmental regulations.
1.3.2 The Contractor shall maintain the appropriate Prefecture municipal certificates, licenses and permits to process, transport, recycle, store, and dispose of waste generated by parts washer servicing and solvent recycling.
1.3.3 The Contractor shall submit copies to the COR of all current certificates, licenses, applicable permits, and registrations prior to providing services under this Contract and annually thereafter. Licenses shall be maintained throughout the life of the Contract.
1.4 Ordering Period. The ordering period for this contract is for five (5) years, from 25 March 2023 to 24 March 2028 with a six (6) months option to extend their services – FAR 52.217-8.
1.5 United States of America Federal Holidays. The contractor shall not be required to provide services on U.S. federal holidays unless the holiday is particularly specified otherwise in this PWS.
* When a federal holiday falls on Sunday, the following Monday will be observed as a holiday by the U.S. government.
When a federal holiday falls on a Saturday, the preceding Friday will be observed as a holiday.
In addition to these federal holidays, if the President of the United States issues an executive order closing the federal government, that date shall also be considered a recognized federal holiday (Reference Executive Order 11582 of February 11, 1971, and 5 U.S.C. 5546 and 6103(b) and other similar statues insofar as they relate to the pay and leave of employees of the United States).
1.5.1 Typhoon Conditions. Japan-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor will be required to depart military bases and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR AC (All Clear). When TCCOR SW is declared by Military Weather Station authorities, the Contractor shall restart the service within 2 hours. If that occurs after normal business hours, services shall begin the next normal workday at 7:30am.
2.0 Place of Performance.
