1 BACKGROUND

The Federal Communications Commission (FCC) is an independent U.S. Federal Government agency established by the Communications Act of 1934, as amended. The Commission regulates non-government interstate and international communications by radio, television, wire, satellite and cable. The FCC’s jurisdiction includes all 50 states, the District of Columbia, and U.S.

territories. The FCC is currently led by a Chairperson, and up to four Commissioners appointed by the President with advice and consent of the U.S. Senate.

The Commission is organized into bureaus and offices based on functional responsibilities. Staff across these groups collaborate to:

• Developing and implementing regulatory programs

• Processing equipment applications and related filings

• Support the development of innovative services

• Conducting investigations and analyzing interference complaints

• Address public safety and homeland security matters

• Provide consumer equipment authorization information and compliance education

The Office of Engineering and Technology (OET), Laboratory Division, manages the Commission’s Equipment Authorization program to ensure that electronic equipment marketed & sold within the United States complies with Commission’s technical regulations that are designed to minimize the potential for harmful interference to other electronic devices. As part of the OET Lab’s mandate to perform market surveillance activities (47 CFR §15.29(d)), oversight of product emissions calls for randomly selecting electronic device testing for the purpose of monitoring the products compliance to applicable rules.

In supporting the Commission’s equipment authorization program, market surveillance, and mission objectives, the FCC OET Laboratory has a requirement to obtain regular calibration for its state-of-the-art test and measurement laboratory equipment.

2 OVERVIEW

The objective of this procurement is to obtain an annual calibration agreement for the listed equipment listed in Section 7. These calibration services will be provided by accredited test equipment calibration vendor(s) to support FCC OET Laboratory testing requirements.

This Performance Work Statement (PWS) document provides a straightforward process for ordering test equipment calibration services to support the FCC’s mission. The PWS is structured to maximize efficiencies in cost, performance, and schedule, while streamline the ordering process. The terms Vendor/Contractor are used interchangeably.

This PWS document contains general information, roles and responsibilities of key points of contact and guidance for preparing complete requirements packages.

This procurement is intended to provide the OET Laboratory Division with required test equipment calibration services. These test equipment calibration services support mission needs, including, but not limited to, non-personal device compliance investigations, as defined by Federal Acquisition Regulation (FAR) Subpart 37.4. The Government shall neither supervise Contractor employees nor control the method used to performs required tasks. The Government will not assign tasks to or prepare work schedules for individual contractor employees. The Contractor is solely responsible for managing its personnel and ensuring that no actions constitute or give the appearance of personal services. If the Contractor believes that any actions may be perceived personal services, it must notify the Contracting Officer (CO) immediately.

For this IDIQ contract, the Government will not exercise any supervision over sub-contractors performing under this effort. Subcontractors shall be accountable solely to the prime contractor who is responsible to the Government.
