B) THE SCHEDULE – SUPPLIES OR SERVICES AND PRICES/COSTS
This effort is for a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity Contract, for the procurement of microbiological and fat testing and analysis to support USDA AMS meat purchase programs or other AMS program testing. The Government reserves the right to make multiple awards from this solicitation and anticipates that at least two awards will be made to ensure availability of adequate laboratory locations and facilities throughout the term of the contract. At this time there are no clearly defined regions for which award(s) will be made, since the exact locations of the meat processing facilities are unknown and may change during the course of this contract as AMS awards meat processing contracts to different facilities for each school year. As a result, each proposal must clearly state which particular geographical area(s) the Laboratory pricing pertains to regardless of the geographical location of the AMS approved supplier. Laboratory facilities should be able to perform both the microbiological and fat analysis required under this solicitation.
Extent of Obligation: Except for the guaranteed minimum amount of testing services for the Base Period of $10,000 per contract, the Government is obligated only to the extent of authorized testing services actually made and performed under individual task orders awarded against the IDIQ contract.
Offerors must complete the following: (1) Unit Prices for all associated costs for chemical analysis and reporting for each type of test below (Note: Although the meat processing facility is responsible for shipping costs from their facility to the testing laboratory, the laboratory is responsible for any necessary shipping containers and tamper-proof sample bags/containers for the individual samples to be provided to the meat processing facilities and the costs of these must be included in the unit price below); (2) NTE Amounts per each test; (3) the geographic location of all testing facilities to be utilized if you are awarded a contract (attach additional sheets as necessary); and (4) State the geographic areas where you can provide the meat testing services. If you can provide testing nationwide please state “all states”, etc.
Offerors shall provide all of the following tests. All tests shall be in compliance with the quality system requirements of ISO/IEC 17025:2017. Offerors shall possess and provide documentation evidencing their Certificate of Accreditation and Scope of Accreditation to the ISO/IEC 17025:2017 standard upon the request of AMS.
