Solicitation 2018-N-67828 Questions and Answers
1. IV. Technical Responsibilities Task 5.b. states that outreach events would be staffed by “Two or more Outreach contractors to answer questions, etc.” Does that mean two or more staffers working for the contractor sponsoring the event, or staffers from two or more NIOSH/WTCHP contractors?”
The contractor shall decide what contractor staff is appropriate for the outreach event. The requirement is that there be two people with knowledge of the Program to answer questions.
2. IV. Technical Responsibilities Task 5.f. states that each proposed outreach and education even shall include “the month and location of outreach and education event.” Is NIOSH/WTCHP requiring the month/location with the proposal? And if so, given the unpredictability of weather (a significant factor for survivors with WTC health impacts), or other events (such as the 2017 terrorist attack in Battery Park City), events may need to be rescheduled. In that case, will NIOSH/WTCHP require a contract modification?
The expected months and locations should be included in the proposal. Changes can be coordinated with the COR and NIOSH and the Contracting Officer. The contracting officer will determine whether or not these changes require a modification.
3. VIII. Schedule of Milestone for Performance-Based Payments states:“In accordance with FAR 52.232-28 (Invitation to Propose Performance-Based Payments) and FAR52.232-32, PERFORMANCE BASED PAYMENTS (April 2012), upon successful completion of an event, the contractor may request performance based payments.” May contractors instead opt for an invoice/voucher submitted with each monthly report? If not, and payments will be based solely on milestones, will NIOSH/WTCHP provide the percentage and dollar amounts assigned to each deliverable?
The offeror may propose the milestone payment chart based on the deliverable schedule and /or other milestone events as identified by the offeror. The offeror may not opt for an invoice/voucher submitted with each monthly report.
4. VIII. Schedule of Milestone for Performance-Based Payments states: “It is anticipated that each milestone payment will approximate the estimated timeline listed below but variation is anticipated and eligibility for payment could occur sooner or later depending upon the time of completion of the designated milestone.”
Where does NIOSH/WTCHP provide the timeline?
The offeror may propose the milestone payment chart based on the deliverable schedule and /or other milestone events as identified by the offeror. Please see Amendment 0001 to the Solicitation regarding the milestone payment chart.
5. We understand that each RFP is expected to be a firm-fixed price contract. We may have missed it in the write-ups but did not locate the amount of funding available – either individually by RFP or in aggregate.
The Government will not provide the amount of funding available for this RFP. The offeror is required to propose based on their understanding of the work as described in the PWS.
