About this file

This is a Request for Quotations (RFQ) for mobile telephone and data services issued by the U.S. Embassy in Dakar, Senegal (RFQ 19SG2026Q0009). The Government seeks a fixed-price indefinite-delivery/indefinite-quantity contract for one base year plus two optional one-year renewal periods, effective September 1, 2026 through August 31, 2029. Quotations are due July 16, 2026 at 12:00 noon local time and must be submitted electronically or via sealed envelope to the embassy's GSO/Procurement office. The evaluation will utilize FAR 13 comparative evaluation procedures, with award based on best value using technical, past performance, and price factors. Offerors must complete SF-1449, Section 1 (Schedule), Section 5 (Representations and Certifications), provide proof of SAM registration, and submit the C-SCRM Questionnaire and Software Producer Attestation Form. All quotations must include pricing for the base year and two option years.

The scope requires comprehensive mobile telephone and data services for approximately 500 lines, including smartphones with equipment packages, postpaid and pre-set subscription service plans with fixed monthly rates, international roaming, SMS messaging, voice mail in English and French, 24-hour customer service, detailed billing, and rental of temporary cellphones with SIM cards as needed. Standard services include 900 minutes of local calls, 100 SMS, and 25 GB data monthly per line for postpaid subscribers, with pre-set plans offering 300-600 minutes of local calls, 100 SMS, and 10-20 GB data. The contractor must maintain 90 percent local network coverage in Senegal including all major roads and population centers, provide international connectivity to the USA, Europe, and worldwide, enable OTP code reception within two minutes, support SAFE coding messaging with short code 28468, deliver new SIM cards within 24 hours, and furnish training at no additional cost. Pricing must be firm-fixed, exclude VAT (for which the Embassy has tax exemption), explicitly state whether RUTEL tax is included, and be quoted in either local CFA francs or the contractor's stated currency. Minimum orders are 2,400 postpaid subscriptions and 3,720 pre-set subscriptions; maximum orders are 7,200 total subscriptions across all plan types during the base year, with identical minimums and maximums for each option year.
