Section 00 21 13 - Instructions to Bidders

INSTRUCTION TO BIDDERS

1. The following paragraphs are supplemental instructions to bidders to be used in conjunction with the remaining sections.

2. PRIMARY POINT OF CONTACT: The primary point of contact for this project is Cynthia Crowder at Cyndi.crowder@navy.mil

3. SECONDARY POINT OF CONTACT: Janine Queen at janine.queen@navy.mil

4. All drawings, specifications and amendments shall be posted to the Government-Wide Point of Entry (GPE), at the beta.sam.gov website. Potential offerors will not be contacted regarding any changes posted.

5. OFFERORS ARE ADVISED THAT FUNDING MAY NOT BECOME AVAILABLE. IF FUNDS

ARE NOT AVAILABLE, NO AWARD WILL BE MADE AS A RESULT OF THIS SOLICITATION.

OFFERORS WILL NOT BE REIMBURSED FOR ANY EFFORT OR PROPOSAL COSTS

RESULTING FROM THIS SOLICITATION.

6. PRE-PROPOSAL INQUIRY (PPI)

All inquiries must be submitted in writing and received by the Contract Specialist fourteen calendar days prior to the solication closing date in order to permt adequate time to reply to the inquiry. There is no guarantee that PPI’s submitted after the cut-off date will be answered before the solicitation closes.

Submit all questions to Cynthia Crowder at cyndi.crowder@navy.mil. Use the PPI Form is required in WORD DOCUMENT (Attachment C). The PPI Form can be found on the BETASAM website.

7. ELECTRONIC SUBMISSION OF PROPOSALS

Contractors shall send their Electronic Proposal submission to Cynthia Crowder at cyndi.crowder@navy.mil through the DOD Safe Site (safe.apps.mil)

a. The contractor shall send the contract specialist Cynthia Crowder, the contractor’s email address who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than 5 days prior to the submission due date. Note: only two emails addresses may be provided per Offeror.

b. The Contractor will then follow the invitation drop off link sent to those specificied email addresses to upload their electronic proposal submission by the stated due date and time, unless the date and time are changed via solicitation amendment, using the reference code sent by the contract specialist via DOD Safe.

c. The maximum file zie of a package is 8 GB. Up to 25 packages may be uploaded per link.

8. MAILED HARD COPY:

Hard copies shall be in separate 3-ring binders in accordance with the factors. All pages shall be numbered and binders shall be appropriately tabbed, conforming to the proposal submittal requirements’ structure for each evaluation factor. Price and Non-Price Factors proposals must be submitted in sealed envelopes or boxes. Any pricing information included in the Non-Price Factors proposal will not be considered. Similarly, any Non-Price information included in the Price Proposal will not be considered. Proposal shall be labeled “PRICE PROPOSAL OR NON-PRICE FACTORS

The offeror’s proposal must include all data and information required and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated herein, for the non-conformance may result in an unfavorable proposal evaluation.

A. BASIS FOR AWARD

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, cost/price and other factors considered.

2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

4. As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.

6. Award of the contracts shall be based on the Offerors whose proposal provides the best value to the Government considering all stated criteria. This procurement will be conducted in two phases.

OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS. Therefore, proposals should be submitted initially on the most favorable terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss or revise their proposals prior to award.

Information received under Phase I of the procurement will be evaluated to determine whether the Offerors possess the experience and capability required to successfully perform the requirements of the solicitation.

Following the evaluation of Phase I submissions, the Contracting Officer may determine the number of offers that might otherwise be included in the competition exceeds the number by which an efficient competition can be conducted. Potential Offerors are hereby notified that the maximum number of Offerors invited to participate in Phase II is ten (10). However, the Government reserves the right to change this number if the Contracting Officer determines it to be in the best interest of the Government.

It is the Government’s intent that the potential Offerors who are invited to participate in Phase II, shall be invited by the Government solely on the evaluation of their responses to Phase I factors WITHOUT discussions.

Phase II information will only be submitted by those Offerors considered by the Government to be the most highly qualified under Phase I. Phase II submissions shall include responses to Factor 5 and Price.

EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-price factors:

The distinction between experience and past performance is experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

Non-Cost/Price Evaluation Factors:

Phase I:

Factor 1 – Management Approach Factor 2 – Experience Factor 3 – Safety Factor 4 – Past Performance

Phase II:

Factor 5 – Technical Solution

PRICE

1. This is a two-phase procurement. Factors 1-4 will be evaluated in Phase I and Factor 5 and Price will be evaluated in Phase II. Factor 1 will only be rated Acceptable or Unacceptable.

Offerors that are rated Unacceptable for Factor 1 will not be invited to participate in Phase II. In making the best value award decision after Phase II, the Government will consider Factors 2-5 and price.

2. The relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 2, 3 and 5) are equal in importance to each other and when combined, are equal in importance to Factor 4 – Past Performance. When the proposal is evaluated as a whole, the technical factors and past performance factor combined are approximately equal to price.

The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

3. Basis of Evaluation and Submittal Requirements for Each Factor.

NON-COST/PRICE FACTORS

PHASE I:

FACTOR 1 – MANAGEMENT APPROACH:

(i) Solicitation Submittal Requirements:

The composition and management of the firms proposed as the design-build (DB) team for this contract will be evaluated in this factor.

The Offeror SHALL submit the following information:

1. Provide a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6).

2. The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. If the experience of an entity is being claimed in Factor 2, that entity must be named in the above narrative and organizational chart.

The management approach narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages) including the organizational chart. The information requested in item #3 below is not included in this page limitation.

3. In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).

(ii) Basis of Evaluation:

The assessment of the Offeror’s management approach will be used as a means to evaluate the organizational structure and teaming relationships proposed by the Offeror and will be rated on an Acceptable or Unacceptable basis. An acceptable rating requires that the offeror provide each item listed in paragraphs, 1, 2 & 3 above in sufficient detail so as to fully articulate the information requested.

FACTOR 2 – EXPERIENCE:

The Offeror SHALL submit the following information:

1. Construction Experience:

Submit a maximum of FIVE (5) and a minimum of THREE (3) relevant construction projects for the

Offeror that best demonstrate your experience on relevant projects that are similar in size, scope, and complexity to the projects proposed for this MACC.

For purposes of this evaluation, a relevant project is defined as follow:

Size: A construction project with a FINAL contract value of $1,000,000 to $5,000,000. Projects submitted above or below this stated dollar range will not be considered relevant.

Scope/Complexity: A Design-Build and Design-Bid-Build construction project that includes new building construction or building renovation (interior or exterior) involving two or more disciplines.

AT LEAST THREE (3) relevant construction projects SHALL be submitted and SHALL collectively demonstrate the following experience:

a. At least one (1) relevant design-bid-build project.

b. At least two (2) relevant design-build projects.

Projects submitted for the Offeror shall have been completed within the past seven (7) years prior to the date of issuance of this solicitation. For the purposes of this solicitation, the definition of a “complete” project is ‘The stage of construction of a building or facility, at which its owner can occupy for the purpose it was constructed,’ or the owner has taken acceptance of the constructed building or facility.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

In the context of this solicitation “Construction” is:

The erection, installation or assembly of a new real property facility requiring multiple-disciplines (e.g. structural, mechanical and civil) which includes architectural and or engineering efforts necessary to construct a facility and/or the addition, expansion, extension, alteration, conversion or replacement of a real property facility requiring multiple disciplines which includes architectural and or engineering efforts necessary to construct a facility.

Experience of proposed subcontractors will not be considered for construction experience.

2. Design Experience:

Submit a maximum of FIVE (5), and a minimum of THREE (3), relevant design projects for the design team that best demonstrates design experience on projects that are similar in size, scope, and complexity to the RFP.

For purposes of this evaluation, a relevant project is defined as follows:

Size: A complete design for a construction project with a FINAL contract value of $1,000,000 to $5,000,000.

Projects submitted below $1,000,000 will not be considered relevant.

Scope/Complexity: A complete design of a Design-Build and Design-Bid-Build construction project that includes new building construction or building renovation (interior or exterior) involving two or more disciplines, (e.g.

structural, mechanical and civil) which includes architectural and/ or engineering efforts.

AT LEAST THREE (3) relevant design projects SHALL be submitted and SHALL collectively demonstrate the following experience:

a. At least one (1) relevant design-bid-build project.

b. At least two (2) relevant design-build projects.

Projects submitted shall be completed within the past seven (7) years prior to the date of issuance of this solicitation.

For design-build projects, the design portion of the contract shall have been completed within the past seven (7) years of the date of issuance of this RFP.

A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offeror must provide the supporting subconctractor agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor.

Meaningful involvement is described as follows. The specific commitments of technical resources (e.g. personnel, equipment) that the subcontractor commits to the performance of this contract. The proposal shall also describe specific roles of the subcontractor in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract. Offerors proposing multiple design firms should submit relevant project experience for all design firms. Failure to submit this information may result in a lower rating.

A maximum of two (2) design firms is allowed. Offerors are still limited to a total of five (5) design projects combined.

3. The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, the Offeror may submit separate Project Data Sheets for construction and design projects.

Except as specifically requested, the Government WILL NOT consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).

For all submitted projects, the description of the project SHALL clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique or sustainable features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated or certified through an acceptable sustainable third party certifier as per UFC 1-200-02 Sustainability.

Joint Ventures:

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, at least one relevant project shall be submitted for each Joint Venture member; however, JV entities with no shared relevant experience may be considered less favorably. Each Joint Venture entity shall submit at least one (1) design-build and one (1) design-bid-build projects. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV member offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percentage of employees provided for the overall contract by the JV members as well as the overall percentage of work performed by the JV member. This same information shall also be provided for the task orders listed under IDIQ contracts on Attachment C. Offerors are limited to a total of five (5) projects combined. The Offeror shall submit a SIGNED copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Failure to submit the required Joint Venture Agreement may result in a lower rating, Joint Ventures of an SBA approved mentor/protégé Agreement:

If the Joint Venture is an SBA approved mentor/protégé, relevant project experience should be submitted for projects completed either by the mentor, the protégé, or the Joint Venture entity. The Offeror shall submit a signed copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Offerors contemplating a Joint Venture shall show evidence in their proposal that the joint venture agreement has been received by the SBA prior to proposal due date if SBA's approval is required. Failure to submit evidence in their proposal that the joint venture agreement has been received by the SBA prior to proposal due date if SBA's approval is required may result in a lower rating.

Teaming arrangements are not considered Joint Venture agreements.

Experience of proposed subcontractors will not be considered for construction experience. Evidence of proposed subcontractors may be used to demonstrate design experience providing the offeror provides a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor(s).

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract. The proposal shall state specific commitments of technical resources (e.g. personnel, equipment) that the affiliate/subsidiary/parent/LLC/LTD member companies commit to the performance of this contract. In particular, the proposal will clearly state the specific commitments of resources of the affiliate/subsidiary/parent/LLC/LTD member that will be located at the worksites and company offices in the city/area of the project. The proposal shall also describe specific roles of the affiliate/subsidiary/ parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract. Failure to submit this information may result in a lower rating.

(ii) Basis of Evaluation:

The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the solicitation. The Government will only review five projects for construction and five for design. Offerors may provide the same project for construction and design submissions.

Experience may be strengthened, and considered more favorably, by demonstrating the following:

1. Submitting five relevant construction projects.

2. Amount of relevant projects where the Offeror and the proposed design firm(s) have previously worked together.

3. Experience as the Prime Contractor on all three (3) construction projects.

4. Relevant projects that demonstrate experience with renovation of existing facilities.

5. Relevant projects that demonstrate experience with essential facilities, per IBC definition.

6. Relevant projects that demonstrate experience with sustainable features, which are validated through the requirements of UFC 1-200-02 Sustainability.

7. Relevant projects that demonstrate experience with construction of new or the renovation of State Historical Preservation Office properties.

8. Offerors who submit relevant projects that demonstrate experience self-performing significant, definable features of work (i.e., Concrete Placement or HVAC Installation).

FACTOR 3 – SAFETY

(a) Solicitation Submittal Requirements:

The Offeror shall submit the following information: The Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate; and Total Case Rate (TCR) for the specified five (5) Calendar Years (CY), as well as a safety narrative, as described further below. For a partnership or joint venture, the Offeror shall submit separate DART rates and TCR for the specified five (5) CY for each contractor who is part of the partnership/joint venture; however, only one safety narrative is required. Any fatalities experienced within this 5-year timeframe must be explained in detail, to include root cause and corrective actions.

NOTE: DART and TCR shall not be submitted for subcontractors

1. DART Rate: Submit five (5) previous complete calendar years’ [CY2019, CY2018, CY2017, CY2016, and CY2015] worth of data (not an overall average). If the Offeror has no DART rate, for any year, affirmatively state so and explain why. b. Describe the evaluation process used to select potential subcontractors.

c. Describe the processes of how the Offeror will oversee safety compliance of subcontractors at all levels throughout performance of the contract (to include the Offeror’s own in-house workforce).

d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.

4. The Government reserves the right to review other available sources (public/Government internal) of information. These may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc.

(b) Basis of Evaluation:

The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the Government as part of such collective evaluation. The board will evaluate the DART rates and TCR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

1. DART Rate: The board will evaluate trends over the last five years considering changes that take it from one risk level (or more) to the next up or down. Negative trends occurring above moderate risk levels require the offeror to provide a detailed explanation that includes any corrective actions taken for improvement.

a. Missing data without an explanation is considered a deficiency.

b. Declining trends that push the risk levels from Moderate Risk (MR) or higher to Low Risk (LR) or Very Low Risk (VLR) would indicate a strength.

c. An increasing DART rate trend could be considered a weakness (i.e. MR or better to High Risk (HR) or Extremely High Risk EHR)) if an acceptable explanation is not provided for any trends that rise above Moderate.

d. This chart correlates the DART rate to the level of risk:

a. Describes a viable SMS that addresses elements; such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

b. Describes a methodical process of evaluating subcontractor’s safety performance in their selection process.

c. Describes a logical management plan to hold themselves and their subcontractors accountable for adhering to the safety requirements of the contract.

d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page. Information on pages beyond this will not be considered.

4. The Government reserves the right to review other available sources (public/Government internal) of information. These may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc.

FACTOR 4 – PAST PERFORMANCE:

(i) Solicitation Submittal Requirements:

IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE

PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 2 Experience. AN OFFEROR SHALL NOT SUBMIT A

PPQ WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment B), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Cynthia Crowder, via email at mail to: Cyndi.crowder@navy.mil prior to proposal closing date.

Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Offerors may also address any adverse past performance issues.

Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Performance award or additional information submitted will not be considered.

(ii) Basis of Evaluation:

For purposes of this evaluation, a relevant project is further defined as follows:

Building construction or renovation project with a final contract price of $1M or greater completed within the seven

(7) years prior to issuance of the RFP.

The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPQs, CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

- A pattern of successful completion of tasks;

- A pattern of deliverables that are timely and of good quality;

- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and

- Recency of tasks performed that are identical to, similar to, or related to the task at hand

Offerors lacking relevant past performance history will receive a NEUTRAL Confidence rating.

PHASE II

FACTOR 5 – TECHNICAL SOLUTION:

1. Provide a short basis of design narrative to include architectural design approach to the building plan and layout and building exterior materials.

2. Provide a short basis of design narrative to include engineering technical design approach for structure, HVAC, plumbing, fire protection, site layout, civil design, AT/FP, and sustainability as applicable.

3. Provide a comprehensive design through construction schedule in GANTT format, incorporating salient activities, including but not limited to: phasing scheme, primary design and construction activities, government design reviews, utility coordination, long lead items and permit approvals as applicable.

4. Provide a short narrative explaining approach to utility identification and coordination between existing and new construction as applicable.

Narrative shall not exceed four (4) double-sided pages (or eight (8) single-sided pages).

(ii) Basis of Evaluation:

The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the Offeror's technical solution to determine adherence to the technical requirements of the RFP.

PRICE:

(1) Solicitation Submittal Requirements:

The price proposals shall be submitted in Phase II along with Phase II technical proposals. The Offeror shall submit (1) original, marked “Original”, and (1) copy, marked “copy”, in a separate three ring binder with the following:

o Text pages 8 ½ x 11 format, minimum 10 point font.

o Completed SF 1442 signed with all amendments acknowledged.

o Price Schedule.

o Copy of Online Representation and Certifications and proof of registration in System for Award Management (SAM) o Confirmation of filing of Veterans' Employment and Training (VETS) VETS 4212 and/or VETS report for the cycle.

o Bid Guarantee in accordance with FAR Clause 52.228-1 Bid Guarantee. Amount shall be at least 20 percent of the bid price but shall not exceed $3 million.

o Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Fax Number, DUNS, Cage Code, Point of Contact, phone number, and email address.

o A complete electronic copy of the price proposal as a single .pdf file on a CD-ROM.

(2) Basis of Evaluation: The Government based on the total price. Total price consists of the basic requirements, and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section 00100 of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.
