Dear Prospective Offeror:

Subject: Solicitation Number 19KS7024Q0003, Cell Phone Services

Enclosed is a Request for Quotations (RFQ) for Cell Phone Services. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it in electronic email to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Embassy Seoul intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department.

Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process.

Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference on February 6, 2024 at 14:00 pm, Korea Standard Time at the General Services Office (GSO) Green Room at #10, Namyoung-dong, Yongsan-gu, Seoul, Korea.

If you intend to participate in the pre-quotation conference, please contact Ahn, Dong Ho (Tel.

82-2-397-4755, Fax: 82-2-397-4744, email: AhnDH@state.gov) to make necessary arrangement for access to GSO no later than February 5, 2024 at 16:00 hours p.m. Korea Standard Time.

Offerors are requested to limit the number of participants to two persons per company. Please be sure to bring the solicitation document with you to the conference. No extra copies will be available at the conference.

Any questions concerning the solicitation should be submitted in writing by February 8, 2024 at 17:00 hours, Korea Standard Time via email.

Quotations are due by February 29, 2024 at 17:00 Korea Standard Time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to SeoulProposals@state.gov. Please separate the technical quotation from the pricing information as well as the Section 5 information. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
