1.I. Introduction
The Government will pay for services under this contract for reviewing content of
Palestinian media to provide a daily media reaction (MR) report at a fixed-price rate per month. This applies to both translations from Arabic into English, and inclusion of
English-language news. The COR shall determine the number of days. This rate shall cover all costs associated with the preparation of a daily report Monday through Friday and include news translation, purchase of newspapers, online news subscription costs for both Arabic and English language outlets, preparation of the MR report in a specified format, review of materials, submission to the Embassy, overhead, and profit. The
Government will not pay any additional expenses.
1.II. Performance Period
The contract will be for a one-year period, also known as the base year, from the date of the notice to proceed, with four option years.
1.III. Value Added Tax
Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period.
1.IV. Pricing
In consideration of satisfactory performance of the services required under this contract, the Contractor shall be paid for the media reaction services a firm fixed price (FFP) per month as stated in the schedule below in New Israeli Shekels.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. SCOPE OF WORK
A. Overview: The Press Section of the U.S. Office of Palestinian Affairs (OPA) seeks the services of a contractor to compile and draft a daily Palestinian Media Reaction
Report five days a week (Monday – Friday). This is a fee for service contract, not an offer of employment, nor does it constitute a guarantee of future employment with the
OPA or U.S. Embassy in Jerusalem. The term of the contract will initially be one year, with the option to be extended up to an additional four years.
B. Description of Required Product:
This daily product (delivered Monday through Friday morning before 08:00 local time) gives an executive level reader an overview of the essential media coverage in the West
Bank, Gaza, and Jerusalem, drawing from the previous day’s and current early morning’s
(up to 07:00 local time the same day of the report) media coverage. The contractor must be available between 08:00 – 10:00 local time for any clarifications required on the daily report. The report has five sections. Each headline should include links to the source material at the end. The report will not be required when the OPA is officially closed for local holidays, unless otherwise arranged or directed by the OPA in advance (see list of local holidays in addendum).
Local Headlines about the U.S.
Contents: All significant news items in Palestinian media outlets and regional Arabic outlets mentioning the United States, whether activities are in the Palestinian Territories’ or U.S. news, in general. To include both digital and print.
Required: Translation of two to five U.S.-related headlines of leading Palestinian newspapers and regional news. For up to five of the news items, a brief 1-3 sentence
English language summary of the story. Where a headline is vague or unclear, a brief explanatory note should be included (e.g., “Editor’s Note: Referring to XX, …”).
Hyperlinks to sources should be included wherever possible. For newspapers, include the page number where the story appeared (i.e., front page, back page, lead story of the
Culture section, or specific page number, etc.).
Security Incidents
Contents: All significant security-related news items mentioning settler attacks, Israeli forces’ arrests, clashes or confrontations between Palestinians and Israeli forces or settlers, demolition orders or stop construction orders, and crime-related content (i.e., pelting of stones at vehicles, destruction of property, intimidation, etc.). These should only include incidents that resulted in serious bodily harm/death, involved more than 10 persons, demolitions, new settlements or settlement outposts, clashes related to olive harvesting, any incident involving the use of a firearm, and any incidents related to U.S.
citizens. To include both digital and print.
Required: Translation of security-related headlines of leading Palestinian newspapers and regional news sites. For up to ten news items, provide a very brief one sentence (bulleted list) English language summary of the incident. Indication of all news sources from which the security incidents were taken should be included at the end of the bulleted list of Security Incidents. For newspapers, include the page number where the story appeared.
Key Palestinian Headlines
Contents: Between three and ten significant news items from local newspapers and news sites covering Palestinian political, diplomatic, economic, cultural, and national security issues in the West Bank, Gaza, and Jerusalem. Any major editorials (Op-Eds) from
Palestinian leaders, influencers, key academics, important religious figure, or otherwise noteworthy figures. To include both digital and print.
Required: Translation of top Palestinian headlines. Include a 1-3 sentence summary.
Where a headline is vague or unclear, a brief explanatory note should be included (e.g., "Editor’s Note: Referring to XX, …”). Hyperlinks to sources must be included where available. For newspapers, include the page number where the story appeared.
Trending Social Media
Contents: All significant news items (viral) from Palestinian social media influencers and online news sites that post primarily on social media (Facebook, in particular) covering politics, economics, business, security, and cultural issues. A social media post should have a minimum of 1,000 engagements or shares to be considered. A list of social media influencers will be provided.
Required: Translation of two to three key Palestinian headlines from online (social media) news sites and Palestinian social media influencers’ postings. Include a brief 2-3 sentence English language summary of the story or social media posting. Where a headline or social media post is vague or unclear, a brief explanatory note should be included (e.g., “Editor’s Note: Referring to XX, …”). Hyperlinks to the sources should be included. This should include posts on Twitter, Facebook, Instagram, WhatsApp, and
TikTok.
Daily Political Cartoon
Contents: One political cartoon from the previous day’s or that current morning’s news or online (social media) news sites depicting general Palestinian sentiment or concerns in the past 24 hours.
Required: Translation of the cartoon from Arabic to English should be provided for up to
2 political cartoons. Where a cartoon is vague or unclear, a brief explanatory note should be included (e.g., “Editor’s Note: Referring to XX, …”). Identify the source and date of the cartoon.
C. Work Requirements:
1) The Contractor shall draft a daily English-language summary of pertinent news of interest to the U.S. Office of Palestinian Affairs and U.S. government offices in
Washington, D.C. that conforms to high professional standards.
2) The Contractor shall monitor at a minimum: all major Palestinian newspapers and their web affiliates in Arabic and English: Al Quds, Al Ayyam, Al Hayat Al Jadida, as well as leading digital media including Maan News, WAFA, Ramallah News, Quds News Network, Donia al-Wattan, Dooz, Palestinian Information Centre
(PalInfo or PIC), Hamas.ps, Felesteen, Al Resalah, Palestine Now (PalTimes), Safa.ps, Palsawa, and Sama News – and include links in the reports when available;
and major regional Arabic News networks including Al-Jazeera, Al-Arabiya, Al-
Sharq, Al-Mayadin, and Al Arabi al-Jadeed. The Contractor will also review digital platforms (social media) as identified by the OPA. The Contractor must consult the physical (print) versions of the three (3) listed Arabic language papers as well as digital versions. The Contractor may include news from other pertinent outlets on topics assigned by the U.S. Office of Palestinian Affairs.
3) The Contractor shall follow the Palestinian Media Reaction report template established by the U.S. Office of Palestinian Affairs including font, size, style, etc.
and provide succinct yet thorough entries on news of interest, including commentaries
(important statements from sources in the story) and political cartoons should they be relevant. The product will include the newspaper or online news site, or link to digital articles online, from which the content came. The product is a summary translation ranging from two (2) pages to no more than six (6) pages of major news on the U.S.-Palestinian relationship, not a full verbatim translation of all items and requires a high-level of English language proficiency as well as native Palestinian
(Ammiya) Arabic language ability. The product will give occasional “quotes” or full sentence translations of the main points to summarize each selected article. See
Exhibit A - Sample Palestinian Media Reaction Report.
4) The draft shall be submitted in English by email to the U.S. Office of Palestinian
Affairs designated Point(s) of Contact (POC) – or Contracting Officer’s
Representative -- for clearance in an editable Microsoft Word document no later than by 08:00 daily. The Contractor must be available from 08:00 to 10:00 (local time) to clarify any missing information, translations from Arabic to English, or correct formatting issues working with the Embassy POC.
5) The Monday product will cover news from Friday night, Saturday, Sunday, and
Monday early morning. Articles that appear online after 07:00 (local time) the day of the report local time in the Palestinian Territories on the day of submission, will be included in the following day’s Media Reaction product.
6) The Contractor shall be responsible for paying their own membership or subscription fees and obtaining access to all media outlets listed in the contract. The Contractor shall be required to maintain valid subscriptions to both English and Arabic-language websites as applicable. The OPA will not fund this for the Contractor, nor can we extend our subscriptions to the contract company for their use. It is solely the
Contractor’s responsibility to ensure valid, working, funded media outlet subscriptions.
7) The OPA will not provide a computer, internet access, cell service (mobile phone or service), or any other software or hardware to the Contractor. The Embassy will not provide any translation services, personnel, subscriptions, or software. The
Contractor must self-certify availability of fully bi-lingual (English/Arabic –
Palestinian dialect or Ammiya) staff to review the quality of the product and not rely solely on machine translation.
8) A POC from the OPA Press Section will be identified to give instructions and the
Contractor shall work under the supervision of the POC. The Embassy POC will be allowed to reach out to the Contractor and request special emphasis on various issues of interest including, but not limited to: visits by U.S. Government officials, major policy initiatives, domestic Palestinian political and economic issues affecting the bi-lateral relationship, matters affecting U.S. citizen travel, safety, and security.
9) The Contractor has discretion to choose the most important articles in the news cycle according to the stated news topics/interests of the U.S. Office of Palestinian Affairs.
At times, the OPA POC will direct that specific articles, though they may not have been as widely viewed/read as others be included, due to specific news interests of the OPA. When there are multiple articles on the same event or topic with the same information, the Contractor will summarize one of the most prominent articles and simply list the other outlets that covered the same news (per the OPA template).
However, if different outlets report the same event or topic with different bias, substantially different content, or inaccurate information, the Contractor will mention this in the report in an Editor’s Note.
10) The OPA will establish a regular monthly billing cycle for the Contractor. The
POC will verify that the product was submitted each day on time with the level of quality and coverage required. The contract will be a set monthly fee, not hourly or by employee. The Contractor is responsible for determining staffing levels and hours for workers compiling the Palestinian Media Reaction following all applicable Israeli and/or Palestinian labor laws.
11) Quality Assurance and Surveillance Plan (QASP): This contract shall provide an effective method to promote satisfactory Contractor performance. The POC will receive and document all complaints from U.S. Government personnel regarding the services the Contractor provides. If appropriate, the POC will send the complaints to the Contractor for corrective action. The QASP provides a method for the POC to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the OPA or the U.S. Government, is responsible for management and quality control to meet the terms of the contract. The role of the
OPA is to monitor quality to ensure that contract standards are achieved.
D.1 QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
The Contractor shall be responsible for providing fully bi-lingual (Arabic/English) employees available for the review the quality of the end product.
This plan provides an effective method to promote satisfactory contractor performance.
The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The
Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

All required services are performed and no more than one
(1) customer complaint is received per month.
E.1.1 SURVEILLANCE. The COR will receive and document all complaints from
Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
E.1.2 STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting
Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212-4, Contract Terms and Conditions-
Commercial Items), if any of the services exceed the standard.
E.1.3 PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR shall complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR shall advise the complainant. The COR shall retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR shall inform the
Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor shall notify the COR. The
COR will review the matter to determine the validity of the complaint.
(g) The COR shall consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the
COR shall contact the Contracting Officer for appropriate action under the Inspection clause.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and
Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
