EVALUATION AND SELECTION

General

EOUSA will evaluate quotations on the basis of the technical factors described below. The factors are listed in descending order of relative importance.

1. Technical Approach;

2. Key Personnel;

3. Transition Plan;

4. Past Performance

Evaluation Factors

A. Subfactor 1 – Technical Approach. EOUSA will assess the degree to which the Offeror meets or exceeds the requirements in the statement of work of this RFQ.

B. Subfactor 2 – Key Personnel. EOUSA will assess the qualifications, experience and expertise of the proposed key personnel for the Task Order. EOUSA will also assess the proposed Key Personnel’s ability to obtain a security clearance as specified in the RFQ. Credit will not be given under this factor for proposed-but-not-yet-hired staff for which no letter of commitment is provided.

C. Subfactor 3 – Transition Plan. EOUSA will evaluate the Offeror’s Transition Plan for assuming contract performance requirements, including ensuring that all personnel can be cleared, are fully trained, and prepared to assume all contract duties at the close of the transition period.

D. Subfactor 4 – Past Performance. EOUSA will assess the likelihood of successful performance of the contract requirements based on the degree to which the organization has satisfied its customers. In this regard, EOUSA will evaluate the quality of the work performed, technical and management capabilities, the timeliness of performance, the business relationship established with its customer and the organization's ability to control and accurately estimate costs.

BEST VALUE DETERMINATION

EOUSA will perform an evaluation of each offeror's technical and price proposals in order to determine which proposal is the most advantageous to the Government. In performing this evaluation, the relative importance of price and technical merit will be determined as follows:

A. Between substantially equal technical proposals, the proposed price will be the determining factor in selection of a proposal for award.

B. EOUSA has the right to determine whether two or more technical proposals are "substantially equal" or whether any differences in technical score are "significant" for purposes of evaluating the overall merit of quotations.

C. Between acceptable quotations with a significant difference in technical merit, a determination will be made as to whether a higher- priced acceptable quotation warrants paying a premium in price for a superior technical quotation. The term premium, as used herein, means the difference in price between the lower-priced acceptable quotation and that quotation deemed superior from a technical standpoint.
