BUREAU OF RECLAMATION
GREAT PLAIN REGION
WYOMING AREA OFFICE, MILLS, WYOMING
STATEMENT OF WORK
MITIGATION REQUIREMENTS FOR
SEMINOE GOVERNMENT CAMP BUILDING DISPOSALS,
CARBON COUNTY, WYOMING
1.0 INTRODUCTION
The Bureau of Reclamation (Reclamation) requires exterior photo documentation and a project history report of the Seminoe Government Camp (site 48CR5030), pursuant to a Memorandum of Agreement (MOA) between Reclamation’s Wyoming Area Office (WYAO) and the Wyoming State Historic Preservation Officer (SHPO) as per Section 106 of the National Historic Preservation Act and implementing regulations 36 CFR Part 800.6.
The purpose of the photographic documentation and report is to mitigate adverse effects to the historic properties.
Reclamation proposes to excess or dispose of several buildings within the Seminoe Government Camp area in phases, as determined by available funding, through the General Services Administration disposal process. The buildings proposed for disposal have not been used by Reclamation personnel for several years and are no longer required for project purposes. There are no plans or intentions to utilize the buildings in the future and Reclamation no longer wishes to sustain the liability and expense of owning and maintaining these buildings that are not utilized. Examples of current maintenance activities that would be eliminated include performing safety inspections, completing safety recommendations, performing roof inspections, conducting roof maintenance, lead paint notification, preventing rodent infestations, and the presence of asbestos.
Seminoe Government Camp (48CR5030) is located in the NW1/4 of Section 8, T25N, R84W, 6th P.M., Carbon County, Wyoming. This is an historic site determined eligible for nomination to the National Register of Historic Places (NRHP) under Criterion A during an inventory conducted in 2003 by Alpine Archaeological Consultants, Inc (AAC) for a Western Area Power Administration project (Figure 1, AAC 2003).
The proposed project includes disposal of five (5) buildings that are considered non-contributing and two (2) buildings (S1 and S11 constructed in 1937) that are considered contributing to the eligibility of this historic site (Figure 2, AAC 2003). The contributing buildings to be excessed or disposed are further described below (see Exhibit A for building photos):
Seminoe Dam House (Building No. 1) - (S1) – contributing property Project Identification No. 342502 0144-0012 (Date Constructed: 1937):
Building No. 1 is approximately 691 square feet and was originally used as employee housing. It was later renovated to serve as offices. The building was resided with aluminum siding in 1986, and the asbestos-asphalt roof was replaced in 1999 with a metal roof. This building has been determined to be excessed and proposed to be removed from Government property. The concrete foundation would be removed 2 feet below ground level and filled in with the broken concrete and soil material obtained from an approved source and contoured with ground level. See attached Wyoming Cultural Properties Form for details (Exhibit B, AAC 2003).
Seminoe Dam Crew Quarters (Building No. 11) - (S11) – contributing property Project Identification No. 342501 0144-0013 (Date Constructed: 1937):
Building No. 11 is approximately 2,138 square feet in size. Prior to 1962, the building consisted of 4 identical apartments, which were remodeled into two 3-bedroom apartments, and later remodeled to serve as the crew quarters with 5 individual bedrooms, a community living room, kitchen, and dining room. This building has been determined to be excessed and proposed to be removed from Government property. The concrete foundation would be removed 2 feet below ground level.
Since this building was constructed on a slope and has a walk-in basement, much of the basement concrete would be broken up and remain in the basement area or removed and disposed at an approved landfill. The basement would be filled in with the broken concrete and soil material obtained from an approved source and contoured with ground level. See attached Wyoming Cultural Properties Form for details (Exhibit C, AAC 2003).

If any doubt exists as to the extent of the authority of the QAE, the contractor shall contact the CO for guidance before taking action on the matter. The QAE will determine whether the contractor has satisfied the expected quality level as per the contractual requirements.
8.0 PERFORMANCE CRITERIA
The QAE will document acceptable and unacceptable PO performance. When the QAE considers the contractor's performance to be unsatisfactory, the QAE will report the information to the CO. The CO may require the contractor to explain, in writing, the cause of the poor performance, any corrective actions the contractor has already taken to obtain an acceptable level and any future corrective actions the contractor will utilize to prevent unacceptable performance.

The Government will consider work incomplete when any one of the following conditions exits:
- The contractor did not perform the task.

The CO will determine the payment deduction amount by calculating the percentage of acceptable services performed by the contractor. The Government will use the total number of deficiencies found to determine the percentage found unacceptable. The percentage found unacceptable subtracted from 100 percent will determine the percentage acceptable.

Addendum to FAR 52.212-1 Nov 2021
52.212-2 EVALUATION-COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government;
lowest price technically acceptable.
(b)(i) The Government will evaluate offers for award purposes by adding the total price, including option quantities or periods in accordance with FAR 52.217-8 Option to Extend Services and 52.217-9 Option to Extend the Term of the Contract, contained in the solicitation to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). All proposed prices will be reviewed for price reasonableness and any instances of unbalanced pricing.
(ii) For evaluation of the extension of the contract under FAR 52.217-8, the Government will evaluate the price of up to a six month extension by multiplying the final option period price in proportion to the length of the extension (6 months of 1 Year Option Period =1/2 the price, 6 months of 18 month option period= 1/3 the price, etc). However, if 52.217-8 is exercised, the price of the 52-217- 8 extension will be calculated by using the proportion of prices currently in effect rather than the last option period, unless the 52-217-8 extension is exercised during the last option period.
