LEADVILLE MINE DRAINAGE TUNNEL PROJECT, COLORADO

FOREWORD

Work is for a water treatment plant located approximately 1 mile north of Leadville, Colorado in Lake County. The work consists of design, fabrication, storage, delivery, field startup, testing, commissioning, training, and associated services for solids contact clarifier water treatment equipment to be installed as part of a future water treatment plant replacement project.

The Principal components of work to be performed under these specifications include the following:

A. Design, fabricate, store, and deliver solids contact clarifier system. Work includes:

1. Solids Contact Clarifier system capable of treating maximum flow of 3.67 million gallons per day (mgd) with all trains in service and average day flow of 2.95 mgd with one train out of service. Minimum of 2 treatment trains.

2. Access platforms.

3. Sludge recycle and sludge waste systems.

4. Control panel(s), including communication components compatible with future

Water Treatment Plant Control System.

5. Storage of equipment until delivery to project location.

6. Delivery of equipment to project location.

7. Field startup or testing services, participation in Water Treatment Plant commissioning.

8. Training.

9. Warranty.

B. Work does not include:

1. Field installation.

2. Controls not listed above.

3. Chemical storage or feed systems.

(a) Offers will be considered for award on the following Price Schedules, but no offer will be considered for award on only part of the Price Schedules:

(1) Offerors shall complete Price Schedules 1 through 3. Offers for less than the total of Schedules 1 through 3 will be considered nonresponsive and will not be evaluated for award.

(2) Offers will be evaluated based on the total of Price Schedule 1 and based on pricing offered in Optional Price Schedule 2 and in Optional Price Schedule 3.

(3) Government will award Price Schedule 1, may also award Optional Price Schedule 2, and may also award Optional Price Schedule 3; award of Optional Price Schedule 2 or Optional Price Schedule 3 will depend on the timing at award of the associated contract for the Water Treatment Plant Replacement project.

1.05 SUBMITTALS PROCEDURES

A. Submit only checked submittals. Submittals without evidence of Contractor's approval will not be reviewed.

B. Submit complete sets of required materials for each RSN as specified in “Submittals Required” column in Table 01 33 00A – List of Submittals. Complete set includes all listed items for RSNs with multiple parts.

C. Submit sets specified in “Sets to be sent:” columns in Table 01 33 00A – List of Submittals.

1. Electronic Submittals:

a. In Portable Document Format (.pdf):

1) Optical Character Recognition (OCR).

2) Compliant with Section 508 of the Rehabilitation Act.

3) RSNs having more than one requirement shall be bookmarked.

4) RSNs with requirements for files other than .pdf (e.g., .xer, .plf, .dwg, etc.) shall be combined using WinZip.

b. Include RSN transmittal letter.

c. Personally Identifiable Information (PII) shall be encrypted using WinZip or Adobe Acrobat before transmitting electronically.

2. Submit electronic submittals via electronic mail or thumb drive based on size:

a. Government can receive electronic mails up to 25 MB. However, e-mail over 10 MB should be considered extra-large. E-mailing of electronic submittals exceeding 10 MB should only occur after transmittal of extra-large size e-mail has been verified.

E. Resubmittal of submittals not approved:

1. Mark changes such that they are readily identifiable and show revision date.

2. Describe and link the changes (i.e. with bookmarks) in transmittal letter.

3. Resubmit returned submittals within 14-days after receiving comments.

4. Requirements for initial submittals apply to resubmittals.

5. Resubmittals shall be complete submittals without reference to original submittal.

F. Submit each RSN under separate transmittal letter. Multiple RSNs submitted under single letter will not be reviewed.

1.06 REVIEW OF SUBMITTALS

A. Time Required:

1. Submittal review will require 42-days for review of each submittal or resubmittal, unless otherwise specified.

2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return e-mail postmark date.

B. Time in Excess of Specified:

1. CO may extend contract completion date to allow additional time for completing work affected by excess review time:

a. Time extension will be to extent that excess review time caused delay to contract completion date.

b. Time extension will not exceed time used in excess of specified number of days for review of submittals or resubmittals.

c. Concurrent days of excess review time resulting from review of 2 or more separate submittals or resubmittals will be counted only once in extending contract completion date.

2. No time extension will be allowed if Contractor fails to make complete action submittals in sequence and within time periods specified.

3. Adjustment for delay will be made only to extent that:

a. Approval was required under contract,

4. Adjustment will be subject to terms of paragraphs (b) and (c) of clause at

FAR 52.242-14, Suspension of Work; however, no such delay shall be deemed to be a “suspension order” as term is used in clauses.

1.03 SUBMITTAL PROCEDURES

A. In addition to the requirements in Section 01 33 00 – Submittals, prepare electrical drawings and data submittals in accordance with the following.

B. Drawings, General:

1. Device designations and symbols:

a. Conform to IEEE 315, ISA 5.1, IEEE C37.2, IEEE Y32.9, and NEMA

ICS-1.

b. As indicated on Standard Drawings 104-D-757 and 104-D-1150.

2. Size: ANSI D-size prints as defined in ASME Y14.1 made from original drawings.

3. Indicate changes on revised drawings to distinguish them from previous submittals. Describe reasons for significant changes in submittal letters.

4. Identify all symbols, abbreviations, etc., used on drawing either on drawing or on drawing legend sheets. If drawing legend sheets are used, they should be referenced on each drawing.

5. All drawings, regardless of native drawing size, shall be legible when scaled and printed to 11- x 17-inch size on standard office printers.

6. Drawing boundaries shall be chosen to allow for logical groupings of components on drawings, without excessive fragmentation or piping and instrumentation diagrams, loop diagrams, or electrical schematic diagrams.

7. Provide list of reference drawings and notes on drawings, as appropriate.

8. Conductor Designations: Show and label each conductor (wire) with a designation.

PRODUCT REQUIREMENTS

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Cost:

1. When the Price Schedule includes a separate item for furnishing a material, include cost of furnishing, hauling, storing, and handling in the price offered in the Price Schedule for the item.

2. When the Price Schedule does not include a separate item for furnishing a material, include cost of furnishing, hauling, storing, and handling in the price offered in the Price Schedule for work for which the material is required.

1.02 DEFINITIONS

A. Essential Characteristics: As used in these specifications, the term "essential characteristics" is synonymous with the term "salient characteristics."

B. Salient Characteristics: Those qualities of an item that are essential to ensure the intended use of the item can be satisfactorily realized.

1.04 DELIVERY, STORAGE, AND HANDLING

A. Transport and handle manufactured products in accordance with manufacturer's instructions.

B. Store and protect manufactured products in accordance with manufacturer's instructions, RSHS, and the following at a minimum:

1. Shrink wrapping around all skid-mounted and ancillary equipment.

2. Stored in covered, temperature-controlled facility to protect equipment from weather elements, sunlight, humidity and freezing.

3. Include a copy of the manufacturer’s delivery, storage, and handling instructions with the stored and delivered materials.

4. Provide a copy of the manufacturer’s delivery, storage, and handling instructions to the recipient upon delivery.

C. Protect materials from adverse effects of moisture, sunlight, ultraviolet light, or weather during storage.

D. Remove and replace damaged items with new items.

E. Store curing compounds, sealants, adhesives, paints, coatings, sealers, joint compounds, grouts, and similar products at the temperature and environmental conditions recommended by manufacturer.

1.05 MAINTENANCE

A. Extra Materials:

1. Furnish additional maintenance materials specified as "extra materials" in specifications. Provide maintenance material identical to installed material and provide from same manufacturer's production lot as installed material.

2. Package extra materials for storage and label with complete product identification on packaging.
