PERFORMANCE WORK STATEMENT (PWS)
RIVER ACRES PROPERTY DEMOLITION
TRINITY RIVER RESTORATION PROGRAM
CENTRAL VALLEY PROJECT, CALIFORNIA
1.0 INTRODUCTION:
The December 19, 2000 Record of Decision (ROD) for the Trinity River Mainstem Fishery Restoration Environmental Impact Statement/Impact Report (EIS/EIR) directed the Department of Interior to undertake an innovative and system-oriented approach to recovering the Trinity River’s anadromous fish populations. The Trinity River Restoration Program (TRRP) was established to restore the attributes found in natural alluvial river systems on a managed river downstream of a dam. A combination of mechanical rehabilitation, sediment management, a naturalized flow release schedule, tributary restoration, and adaptive environmental assessment and management (AEAM) are being used to reverse the impacts caused by decades of flow diversion on one of California’s most significant rivers. In addition to recovery of naturally-spawning anadromous fish populations in the Trinity River, the TRRP also presents a unique opportunity to advance scientific understanding of managed river systems and the recovery processes of natural systems for broader applications.
In order to fully implement the restoration flow component of the ROD, the TRRP was also directed to improve, or mitigate for impacts to, infrastructure in the area of the river that could be impacted by restoration flow releases. An assessment of infrastructure that could potentially be impacted by a maximum of 11,000 cubic feet per second (cfs) Lewiston Dam release coincident with a 100-year spring storm event, referred to as a maximum fisheries flow release, was completed in 2007; this resulted in a multi-year program to upgrade existing domestic water well and sanitary septic infrastructure, replace several bridges, elevate roadway(s), and remove one structure in Douglas City, CA. A second structure in Junction City, CA at 391 River Acres Road was identified as at risk of being flooded, but did not have a willing seller. The structure and three associated parcels (Trinity County APN 009-400-69-00, 009-400-73-00, and 009-400-61-00) were purchased in 2023. Infrastructure needs to be removed from the property.

2.2. BACKGROUND
