General Information

1.0 Scope of Work

Vendor shall furnish, on a call-when-needed basis, vault toilet pumping services. The number of gallons to be pumped from each vault will vary as stated within the schedule items. The government may require that sites in close proximity to each other be pumped or partially pumped to make a full load and shall be prorated. Pumping service includes all equipment, supervision, transportation, labor, operating supplies and incidentals necessary to pump, wash down, cleanup, disinfect and dispose of all waste products removed from toilet vaults, sewage holding tanks and septic tanks, in accordance with the following contract specifications and in accordance with County, State and Federal regulations.

Pricing

Vendor may submit prices for each Ranger District Vendor wishes for consideration:

• North Zone (Sandpoint, Priest Lake, Bonners Ferry Ranger District) o Sandpoint Ranger District (Items 0601-0617) o Priest Lake Ranger District (Items 0808-0839) o Bonners Ferry Ranger District (Items 0701-0732)

For each District, Vendor must submit prices for all items within that District. Prices should reflect pumping services to be requested from similar geographic area needed for a full load.

Prices to the Government shall be as low or lower as those charged to the Vendor's most favored customer for comparable quantities under similar terms and conditions.

Location and Description

The number of days and exact dates on which services will be required is not pre-determined..

Vault toilets are located at various locations on the IPNF, including campgrounds, trailheads, Sno-Parks, and recreation rentals. See attached lists for locations, drive time from major cities/towns and maps of vault toilet sites for each Ranger District.

Pumping Frequencies and Vault Capacity

The Schedule of items lists the vault capacity for each unit as well as frequencies based off of historical data and does not reflect the unknowns associated to exponential increase of recreation during the COVID-19 pandemic. Schedule items that are usually pumped on a every other year basis include:

• North Zone (Sandpoint, Priest Lake, Bonners Ferry Ranger District) o Sandpoint Ranger District (Items 0607, 0609, 0610, 0611, 0612, 0616)) o Priest Lake Ranger District (Items 0828 and 0833) o Bonners Ferry Ranger District (Items 0701, 0702, 0707, 0709, 0715, 0716, 0718, 0719, 0723, 0727, 0728, 0730, 0732)

Scheduling Work

A Government representative (see list in “Individuals Authorized to Place Orders” section below) will notify the Contractor of the required servicing. The notification may be by phone, fax, or other means. The Government will place orders that are the most efficient taking into consideration mileage, locations of toilet vaults, and estimated gallons to be pumped. The Contractor shall complete the required servicing within 10 business days after notification of requested service unless otherwise authorized. Generally, servicing shall be between the hours of 8 A.M. and 5 P.M. Occasional emergency pumping service may be required, and may be outside the 8 and 5 P.M. constraint. Response time for any emergency service will be by mutual agreement between both parties

Definitions:

Sewage: liquid, semi-liquid, and solid waste matter.

Debris: all other refuse found in vault toilets, to include but not limited to items such as cans, bottles, rocks, sticks, logs, clothing, plastic bags and containers, metal products, pine cones, waste food products, cardboard, paper products, diapers, sanitary napkins, miscellaneous trash, etc.

Disinfectant: Two cups of household liquid bleach to one gallon clean water, or other preapproved disinfectant. Biobased products may be used.

Vendor Representative

Prior to the start of work, the Vendor shall designate in writing a person to act for him/her during his/her absence from any work site and shall specify the scope of their authority.

Equipment

The Vendor shall furnish all toilet pumping equipment, tank truck (a truck that can reverse the suction process and create a pressure force to free clogged lines and break up heavy solids), tools, and other equipment and supplies necessary to perform work in accordance with these specifications. The tank capacity shall be no less than 1,500 gallons. A four inch minimum suction hose and attachment couplings shall be utilized to accomplish all pumping requirements.

Contractor shall furnish a minimum 30 ft. long suction hose to access vaults and tanks.

Suggested tools include: Two six foot long clam rakes with six inch long tines (tines shall be dulled or rounded on the ends to prevent injuring the pumper or his/her helpers and from puncturing vault liners), a long handled grabber, plastic bags to haul away of the miscellaneous debris and brushes designed for cleaning up any spilled waste.

Sufficient water shall be carried to wash the side and end walls of the vault after pumping. It may be necessary to dilute solidified waste in the bottom of the flat bottomed vault and to wash the last portion of waste down a sloped bottomed vault. Typically, 150-300 gallons total tank capacity is required for a single trip with multiple toilets.

All disinfecting solutions shall be approved by the COR.

TECHNICAL SPECIFICATIONS

Pumping Procedures

Vault toilets with exterior manhole:

Vault toilets with exterior manholes shall be pumped from the manhole. After removing the manhole cover, use the clam rake or long handle grabber to remove as much debris as possible before pumping waste. This procedure will help stir up the contents of the vault and break up dense concentration of waste typically located under the toilet riser. Pump vaults down to within 4 inches of the bottom of the tank directly below the manhole.

All debris removed from the vault shall be place into a leak proof container so that no contamination to the surrounding ground will result. Contractor is responsible for proper disposal of all non-human waste/debris. Remove any remaining debris and wash the remaining waste down to the bottom with pressure washer system. Pump out the remaining waste and water that was just added until the air suction makes further pumping impractical.

Thoroughly clean and disinfect all contaminated areas resulting from the pumping process.

Prevent waste from running off the edge of the concrete pad to the surrounding soil. Clean around the manhole gasket area and replace the cover. The manhole cover must fit with an airtight seal for the toilet venting process. If the manhole seal is damaged, or cannot be made air tight, notify the COR.

Vault toilets without exterior manhole:

The Contractor shall remove the toilet riser prior to pumping or removing debris. Cover toilet paper with waterproof material prior to removal of debris, or pumping.

Extra care shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping: Remove the debris and pump as described above for vault toilets with exterior manhole. Clean up all incidental spillage and disinfect floors and risers including riser seat. Take precautions to prevent damage to riser, and to prevent waste spillage onto the interior floor and wall surfaces. Thoroughly wash and disinfect both the inside and outside of the toilet rise and the seat and cover before replacing the riser. The toilet riser and seat shall be dry before the Contractor leaves the work site. Remove the waterproof covering that was protecting the toilet paper and make sure it is not contaminated. The door handles or knobs shall also be disinfected and dry before the Contractor leaves the job site.

Each unit shall be available for immediate use after the pumping and final cleanup.

Offsite Disposal of Sewage and Debris

The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payments of all fees.

Disposal shall conform to all Federal, State and local laws and ordinances.

The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Handling of waste material shall be in accordance with applicable health regulations.

Conduct of Personnel

The Contractor and his/her employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreational areas while engaged in the performance of the contract. Due to the nature of the duties under the contract, the Contractor and his/her employees shall keep themselves and equipment presentable at all times. The Contracting Officer may, in writing, require the Contractor to remove from the worksite any employee the Contracting Officer deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of material, supplies, equipment, or any Government-owned property.

Resource Damage

Any damage or defacement that occurs to Government property or land resources during the Contractor's operations shall be repaired at the Contractor's expense to its original condition.

Onsite inspection will be made by the COR prior to acceptance of work. Contractor shall follow Forest Service protocol on cleaning up hazardous or chemical spills.

*Vault Toilet-Pumping contract specifications "Tech Tips" published by Technology & Development Program used as a guide for the specifications.

Contractor Quality Control

The contractor shall identify the quality control inspection system it will use to ensure that contract specifications will be achieved. At no time shall the Contractor rely upon Government inspections to provide notification of unsatisfactory performance. The Contractor shall produce written inspection records in a format at times and places satisfactory to the Contracting Officer.

Inspection records shall be made available upon request of the contracting Officer and be maintained until the date of contract closure. The Contracting Officer may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.

Measurement and Payment

Invoices shall be submitted for all work under this contract within ten business days of completion of the work. The Contractor shall provide a detailed invoice for each order indicating date, each toilet vault location, number of vaults pumped, gallons of hand-removed debris, and mileage.

The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Government-side, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.

Visa card may also be used under certain circumstances.

Extent of Obligation

This agreement does not obligate the Government to purchase a minimum amount of services.

The Government will be obligated only to the extent of the orders actually placed against the contract by authorized individuals identified to the Contractor.

Potential Safety Hazards

The contractor shall bear the sole responsibility for taking all appropriate actions necessary to prevent accidents and injuries to individuals at the worksite.
