SECTION C – STATEMENT OF WORK

GRANT COUNTY AIR TANKER BASE WELL PUMP REPLACEMENT

GRANT COUNTY AIRPORT

HURLEY, NEW MEXICO

SCOPE OF WORK

Work for the Air Tanker Base Well Pump Replacement project shall include the removal and disposal of one existing 5 horsepower well pumping system followed by the installation of one new 5 HP pumping system complete with new piping, wiring, and valves as needed.

BACKGROUND:

Currently there are two pumps being used at the airport firebase for its potable water system. This water system provides water for mixing retardant as well as water for restrooms, drinking, and other daily operations. The pump in question is beginning to show signs that it is nearing the operational life span and thus needing replacement. Pump is at a depth of approximately 420 feet below ground surface. This secondary pump helps to fill the retardant mixing tanks faster during high use periods and supply other areas of the compound. Without this secondary pump in place to assist with water demand other fire operations in the fire cache, heli-base, and air tanker base may be temporarily shut down due to lack of water. With both pumps in place working there is a sufficient supply of water for all firefighting operations even during high use periods.

LOCATION:

This project will take place at the Grant County Airport Firebase 188 Airport Road, Hurley, NM 88043.

Approximately six miles south of the town of Hurley, NM.

TASKS:

The contractor shall provide all labor, materials, tools, equipment, services, testing, supervision, and incidentals necessary to perform the work as described:

DEMOLITION: Work shall include the removal of the existing pump, drop pipe segments, control wiring, and any other components needed to facilitate the installation of the new system components. Contractor may use Forest Service owned dumpsters for disposal if desired.

PUMP INSTALLATION: Contractor shall install a new 5 HP Grundfos 25S50-26 pump, new 1-1/2” NPT galvanized T and C drop pipe, new 2 AWG 3 wire pump wire from pump-to-pump controller, and two stainless steel inline check valves. Contractor shall ensure all electrical and plumbing connections are tight, leak free, and conform to current local electrical and plumbing codes. Contractor will ensure proper system operation prior to acceptance and payment by the government. Contractor shall work carefully and take care to not damage any adjacent building or infrastructure.

Any accidental damage to government property shall be corrected by the contractor at no additional cost to the government. Contractor shall keep their workspace neat and tidy and clean up after themselves after project is completed. Contractor shall also provide any operation and maintenance documentation for use of the new system prior to acceptance and payment.

CONTRACT TIME

Contractor will be expected to be available to perform field work within 10 days of Notice to Proceed. This project requires the contractor to finish all field work within 15 calendar days after commencing field work.

Contractor shall procure all necessary construction items and equipment prior to commencing site work to minimize disruption to service.

All requirements and deliverables within the statement of work shall be completed within 15 calendar days of Notice to Proceed.

(3) Constitute or imply acceptance; or

(4) Affect the continuing rights of the Government after acceptance of the completed work under paragraph (i) of this section.

(e) The Contractor shall promptly furnish, at no increase in contract price, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer. The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes re-inspection or retest necessary. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.

(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.
