COMBINED SYNOPSIS AND SOLICITATION
1.0 DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items/Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.
This solicitation number is 12724520Q0006. The solicitation is a Request for Quotations (RFQ) and constitutes the only solicitation; quotes are being requested. This solicitation document, along with the SOW-COOP Hotel Lodging and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular, FAC 2020-05.
The associated North American Industrial Classification System (NAICS) code for this procurement is 721110, with a business size standard of $35.0.
2.0 STATEMENT OF REQUIREMENTS: The U.S. Department of Agriculture, Office of the Chief Financial Officer, National Finance Center (OCFO, NFC), seeks primarily to procure hotel rooms in the Shreveport/Bossier City, LA area, for OCFO, NFC employees in the event of an emergency. The hotel rooms or suites should include a kitchen area with a stove or stove top, full-size refrigerator, microwave and sink. OCFO, NFC requires that should an emergency event occur that shifts operations to its alternate work site facility in the Shreveport/Bossier City area, a designated point-of-contact (POC) can contact the hotel’s designated POC and reserve up to 30 rooms for members of the emergency response team for a minimum of 7 days. The rooms should be available within 24 hours. The scale of the emergency event could result in request for additional rooms. Also, OCFO, NFC would like the flexibility to extend the duration of the stay beyond the initial 7 day period.
The second purpose of this requirement is to procure hotel rooms to be used during the OCFO New Orleans’ annual Continuity of Operations Plan (COOP) exercise. The COOP exercise ensures OCFO NFC’s ability to continue essential functions during a wide range of potential emergencies. Annually, 30 to 40 employees participate in the exercise which is held at the Alternate Work Site located at 1701 Old Minden Road, Bossier City, Louisiana. Typically, the COOP exercise is conducted over a 5 day period between the months of March and June.
The third purpose of this requirement is to provide housing for the employees who travel to the Alternate Work Site (AWS) for monthly maintenance of the building and all equipment. Located at
1701 Old Minden Road, Bossier City, Louisiana, the AWS maintenance schedule includes one to five employees for one to five days each month.
3.0 PERIOD OF PERFORMACE: The period of performance shall be June 1, 2020 through May 31, 2021, with four option years through May 31, 2025.
4.0 LOCATION: Shreveport/Bossier City, Louisiana (see SOW COOP Hotel Lodging).
5.0 BASIS OF AWARD: This contract will be a multiple award IDIQ contract. The technical proposal will receive paramount consideration in the selection of the contractor for this solicitation. The merits of each proposal will be evaluated carefully. Offerors must submit information sufficient to evaluate their proposals based on the detailed criteria listed below. Failure to provide the information required to evaluate the proposal may result in rejection of that proposal without further consideration. The Government reserves the right to make an award to the responsible offeror whose offer is at the best value for the Government.

Statement of Work Hotel Lodging
For the COOP Exercise and Emergency Events

Administrative Management Staff
STATEMENT OF WORK
HOTEL ROOMS FOR SUPPORT OF USDA, NATIONAL FINANCE CENTER EMERGENCY OPERATIONS
1.0 INTRODUCTION
The U.S.
Located at 1701 Old Minden Road, Bossier City, Louisiana, the AWS maintenance schedule includes one to five employees for one to five days each month.
2.0 BACKGROUND
OCFO NFC provides administrative payments and collection information system services to over 170 Federal Departments, Agencies, Offices, and Bureaus as well as personnel services. These operations include processing payroll for more than 650,000 federal employees. Services include biweekly payments via EFT or checks, current personnel records, and both system-generated and ad-hoc reporting.
Although this need applies to all potential disasters, it is anticipated that the primary or extreme example for utilizing hotel rooms will be hurricane related. Hurricane season begins on June 1 and ends on November 30. In the event of a hurricane impacting the New Orleans area, OCFO New Orleans, which is a 24/7 operations command center, will require housing in a safe location that is away from the current hurricane and potential hurricane hazards and dangers. Hours prior to landfall of a hurricane, an advance team will be deployed to this area to set up the OCFO NFC Command Center.
During that time, a decision will be made on whether or not to expand the operation, with the possibility of additional personnel arriving. If a major event was to impact the New Orleans area, and it may require that OCFO NFC remain in the safe location for an undetermined amount of time, due to the inability to return to normal operations in the New Orleans area.
3.0 SCOPE

The total contract minimum guarantee is $5,000. If the OCFO NFC does not occupy hotel rooms during the life of the contract, the minimum guarantee of $5,000 will be paid to the contractor. If, during the life of the contract, the OCFO NFC occupies the contractor’s hotel rooms, the amount paid to the contractor for those rooms will be applied toward the $5,000 minimum guarantee. The contract will remain in place until May 31, 2025, if the Government decides to exercise the option periods.
