1.2 Evaluation Factors for Award and Required Submittals
Quoters are advised to carefully review the submission requirements Quotes will be evaluated in accordance with FAR Part 13, Simplified Acquisition Procedures and 52.212‐2, Evaluation – Commercial Items. The Government reserves the right to award to other than the lowest priced offer. It is the quoter’s responsibility to ensure completeness of the quotation package being submitted.

☐ 1.) Provide a narrative description to explain how the Quoter plans to staff and manage the project. The narrative must include a clear and detailed description of the facility, personnel, and resources that will be used to complete the specified requirements. The narrative must include a detailed description of the following:
• Laundry facility, including location
• Equipment and workforce including management
• How the workforce will execute the services specified in the SOW (packaging, sorting, delivery/pickup to lockers rooms, etc.)
• How quality assurance will be conducted, including contractor surveillance, inspection, deficiency identification and correction, and documentation.

1.2.1 Questions

2.0 STATEMENT OF WORK - Laundry Services at Ames, IA
2.1 Background
The National Centers for Animal Health (NCAH) is comprised of three different USDA agencies:
1. Center for Veterinary Biologics (CVB) – The veterinary biologics program implements the provisions of the Virus‐Serum‐Toxin Act to assure that pure, safe, potent and effective veterinary biologics, are available for the diagnosis, prevention, and treatment of animal diseases.
2 National Animal Disease Center (NADC) – It is the mission of NADC to conduct basic and applied research on selected diseases of economic importance to the U.S. livestock and poultry industries.
3. National Veterinary Services Laboratories (NVSL) – The National Veterinary Services Laboratories safeguard U.S. animal health and contribute to public health by providing diagnostic services, reagents, and training in world‐class facilities.
The type of work being performed by these three agencies varies, with staff wearing different types of clothing. Some examples of clothing and their uses are clothing to take care of animals, scrubs inside a lab environment, clothing for maintenance of equipment, and linen to be able to take showers. The clothing could be soiled with blood, serum, grease, animal feces, chemicals, etc.
2.2 Scope of Work
The Contractor must:
1. Furnish personnel, transportation (deliveries to be in a van or box truck to ensure it is not exposed to the elements), material, services, certifications, insurance, licenses, permits, fees, general and administrative expenses, supplies, equipment, and other such costs necessary to perform laundry services at the NCAH,
2. Deliver to and pick up from locker rooms (a locker room is counted as having a men and a women’s side). Each locker room will require taking clothes out of the laundry basket(s) and putting on a new bag. The locker rooms that require servicing are as follows;
a. 9 locker rooms in Building 20 (Main Facility),
b. 1 locker room in Building 24 (Support Services Building),
c. 1 locker room in Building 21,
d. 1 locker room in MB Building,
e. 1 locker room in Building 9 (High Containment Large Animal),
f. 1 locker room in Building 154 (Utilities Plan),
g. 1 locker room in Building 10 (Engineering),
h. 1 locker room in Building 17,
i. 1 locker room in Building 402 (Engineering),
j. Any remaining laundry will be dropped off/picked up in the laundry room located in
Building 24.
3. The contractor will be required to wash, dry, and fold dry goods laundry and to wash, dry, and iron flat goods. The amount of washing, drying, ironing and folding will vary each week depending on the quantity of items turned in each day.
The Government will provide Government Furnished Property for Building 20 since there are multiple locker rooms. This will include 4 carts to pick up dirty laundry and 2 shelved carts to deliver clean laundry. Trash bags will also be provided at the request of the contractor.
Laundry Service of Government owned articles must include the following:
a. laundering (last rinse to include a solution for reducing static cling),
b. drying (thoroughly to avoid musty smells),
c. finishing (pressing and/or folding), and
d. pick‐up and delivery of services.
2.3 Technical Requirements
The Contractor must meet technical specifications as to laundering, rinsing, drying, finishing and/or folding of all items. Safe laundering techniques must be followed. All work must be of a uniformly high quality and in accordance with established commercial standards, free from odors and other residue. Reasonable accommodations must be made for sensitive‐skinned personnel – clothing identified by being in a red laundry bag. Any articles unsatisfactorily processed must be returned for reprocessing without additional charge.
Contractor will need to comply with the following:
1. Have at least one person that works on site that is a Certified Laundry and Linen Manager (CLLM). See also clause 452.237‐74 Key Personnel.
2. Implement the Best Practices for Linen and Laundry Industry as described by the Center for Disease Control (CDC) in Guidelines for Environmental Infection Control in Health‐Care Facilities (2003), Background G. Laundry and Bedding.
3. Meet the requirements outlined by the Joint Commission for Hospital Accreditation or Healthcare Laundry Accreditation Council (HLAC).

All clothing such as white laboratory coats, uniforms, trousers, T‐shirts, and other clothing must be finished in a white condition, free from browning and discoloration of any kind, before delivery.
Laundry must be dry and clean when returned. The clothing must have enough starch added to preserve the press in the finished articles. Items to be laundered include towels, laboratory coats, scrub tops and bottoms, men's shirts and trousers, zippered sweatshirts, rags, mop heads, tennis shoes, smocks, socks, coveralls, and thermal shirts. Heavier winter clothing consisting of jackets, bib overalls, stocking caps and gloves could also be included.
Clothing should be separated between Press/Fold items and Fold only items before weighing. The contractor must provide a slip showing the weights that were delivered for the two different line items on the contract; Press/Fold and Fold only. These delivery slips should be given to the Contracting Officers Representative (COR) after each daily delivery is made.
The Contractor must assume the responsibility of any damage or loss of articles in transit to or from at the Contractor's place of business. In the event of loss or damage to articles while in the Contractor's possession, a fair value of the articles lost or damaged will be determined by the COR and the Contractor. The Contractor agrees to promptly reimburse the government in such amount or permit deduction from the invoice. Any laundry returned to Contractor that was not acceptable as clean must not be charged again.
Prior to the first pickup, the Contractor must contact the COR to determine other factors of mutual benefits as:
• Pickup and delivery dates and times.
• Tagging, identification, bundling by locker room, etc.
• Other factors not specifically listed.
The contractor must be responsible for any shrinkage of articles and every precaution must be taken to see that the articles are near as possible to the same size as when received. Maximum allowable shrinkage must be 1%.
2.4 Packaging
All laundry must be neatly wrapped, boxed, covered, or otherwise packed so articles must not become exposed or soiled during delivery. It must be bundled in a clear wrap to prevent the natural elements from getting it wet or dirty. All clean laundry should be clearly marked with a location number or letter. The delivery must be bundled in manageable packages, based on location of delivery. If clothing items are clearly labeled with a location number or letter, it should be returned to the proper location no matter how many items there are. If clothing items have no label (or label is unreadable), they should be bundled together, labeled “No Label” and delivered to laundry room in Building 24. The packages should be no more than twenty pounds with identification label on top. The delivery and pick up of clothing must be in an enclosed vehicle to prevent the natural elements from the clothing.
2.5 Quality Assurance
The contractor must submit to the Contracting Officer a written Quality Control Plan (QCP) upon contract award. A description of how the Contractor will maintain an acceptable quality of services to be provided to the Government must be identified.
Acceptability of contractor performance must be based on the Government's evaluation of results, not the frequency or method of performance. The Government will inspect the contractor's performance on a random basis under this contract to ensure compliance with the contract requirements. The COR will record inspection results and document all deficiencies through a written report provided to the contractor. When unacceptable performance is recorded, the COR will meet with the contractor at the job site to review the report and to ensure that the contractor has an understanding of acceptable services. The contractor will address any unacceptable performance to ensure performance will be returned to acceptable levels and recurrence of the problem will be prevented in the future. If appropriate, the contractor will be required to rework services that were unsatisfactorily performed at no additional cost to the government in accordance with clause 52.212‐4.
2.6 Personal Identity Verification of Contractor Employees
Any contractor personnel requiring routine access to federally controlled facilities or information systems must go through the identity proofing and registration process and have a successfully adjudicated T1 Background Investigation (BI) to serve on this contract.
The BI includes identity proofing and registration, a National Agency Check with (Written) Inquiries (NACI) or Office of Personnel Management (OPM/National Security (NS) community background investigation (BI). (and). USDA will pay the expense of Tier 1 BIs (DM 4620‐002 (7)(a) PGI 404.1301).
(a) The contractor must comply with the personal identity verification (PIV) policies and procedures established by the Department of Agriculture (USDA) Directives 4620‐002 series.
(b) Should the results of the PIV process require the exclusion of a contractor's employee; the Contracting Officer will notify the contractor in writing.
(c) The contractor must appoint a representative to manage compliance with the PIV policies established by the USDA Directives 4620‐002 series and to maintain a list of employees eligible for a USDA LincPass required for performance of the work.
(d) The responsibility of maintaining a sufficient workforce remains with the contractor. Contractor employees may be barred by the Government from performance of work should they be found ineligible or to have lost eligibility for a USDA LincPass. Failure to maintain a sufficient workforce of employees eligible for a USDA LincPass may be grounds for termination of the contract.
(e) The contractor must insert this clause in all subcontracts when the subcontractor is required to have routine unaccompanied physical access to a Federally‐controlled facility and/or routine unaccompanied access to a Federally‐controlled information system.
(f) The PIV Sponsor for this contract is a designated program point of contact, which in most cases is the COR, unless otherwise specified in this contract. The PIV Sponsor will be available to receive contractor identity information from 8:00 a.m. to 4:00 p.m. Monday‐Friday at 1920 Dayton Ave.
Ames, IA 50010 The Government will notify the contractor if there is a change in the PIV Sponsor, the office address, or the office hours for registration; however, it is the contractor's responsibility to meet all aspects of paragraphs (c), (d), and (e).
2.7 Place of Performance
Pickup and deliveries are to be made at the NCAH main facility, 1920 Dayton Avenue, Ames, Iowa, consisting of the Building 20 (Main Facility), Building 24 (Support Services Building), Building 21, MB Building, Building 9 (High Containment Large Animal), Building 154 (Utilities Plant), Building 10 (Engineering), Building 17, Building 402 (Engineering).
2.8 Period of Performance
The period of performance for this contract includes a base period of 12 months and four option periods, each 12 months in duration. The estimated date of contract award is 09/27/2024.
2.9 Time of Performance
Pickup and deliveries are required between 7:30 a.m. and 10:00 a.m. in an enclosed hard‐bodied vehicle Monday, Wednesday, and Friday. Items picked‐up on Monday must be returned on Wednesday, picked‐up on Wednesday should be returned on Friday, picked‐up on Friday with everything returned on Monday. Pick‐up and delivery must not be made on Saturday, Sunday, or Federal Holidays.
2.10 Contract Type
This is a firm‐fixed‐price Indefinite‐Delivery Indefinite‐Quantity (IDIQ) type contract. Services will be ordered through the issuance of individual task orders. (See clause 52.216‐22 Indefinite Quantity.)
Task orders will be issued annually based on quantities estimated at the time of order. The Government may issue task orders for additional services/quantities on an as‐needed basis in accordance with the terms of this contract.
The unit price includes all costs associated with furnishing and delivering all materials and for performing all work under the contract in a complete and acceptable manner. The unit price that will be paid for any line item will not be changed based on the quantity actually ordered by the Government.
Contract and Task Order minimum and maximum amounts are specified in the following clauses:
52.216‐19 “Order Limitations” and 452.216‐73 “Minimum and Maximum Contract Amounts.” The ultimate contract price for any given contract period will be the sum of the task orders issued during that period.
The task orders will be issued by warranted contracting officers and will specify the estimated quantity for a specified time period. The contractor must notify the Contracting Officer Representative when completed quantities are approaching 80% of the quantity specified in task order.
2.11 Estimated Quantities
The guaranteed minimum is 4000 pounds combined (452.216‐73). The monthly estimated amount of laundry that will need to be serviced is approximately 4300 pounds per month for Press and Fold and 3000 pounds per month for Fold only. The vendor must weigh the laundry upon completion and report totals with the invoices.
2.12 Basis of Payment
Payment must be made in accordance with the Schedule of items.
2.13 Invoices
The Contractor may only invoice and be paid for theservices/quantities actually rendered. Invoices must be submitted electronically to the Invoice Processing Platform (IPP) at https://www.ipp.gov.. Invoices must be numbered and list vendor address, point of contact name and phone number and delivery order number. Invoices must be dated no earlier than delivery date and be prepared in accordance with FAR 52.212‐4(g).
Invoices must include the total amount in pounds of Press and Fold laundry and fold only laundry.
Invoices must be submitted monthly.
3.0 Other Administrative Information
3.1 Contract Point of Contact(s)
The Contracting Officer will designate in writing a Contracting Officer’s Representative (COR) to assist in monitoring the work under this contract. The COR is responsible for the technical administration of the contract and technical liaison with the Contractor. The COR is not authorized to change the scope of work or specifications as stated in the contract, to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, delivery schedule, period of performance, or other terms and conditions. The Contractor will receive a copy of the COR designation letter outlining the role and responsibilities of the COR.

The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions or other stipulations of this contract. Any other commitment, either explicit or implied, is invalid. The CO is the only person with authority to act as agent of the Government under this contract. Only the contracting Officer has the authority to modify this contract.
3.2 Contractor Responsibility
The contractor must ensure that all work meets or exceeds performance standards specified or included in this Statement of Work (SOW) and referenced documents. This is a commercial service contract for nonpersonal services. The Government must not exercise any supervision or control over the contract service providers performing the services specified. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215‐2, Audit and Records‐Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
