NOTES TO QUOTERS:

1. This is a solicitation to establish a firm fixed price purchase order for S&P Global Marketing Licenses or Equal Licenses. Quoted prices shall include all costs necessary to provide the product as described to Raleigh, NC.

2. This solicitation is issued as a small business set aside. The NAICS code for this acquisition is 519290, with a size standard of 1000.

3. Representations and Certifications. Quoters must complete annual representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.212-3. If paragraph (b)(2) of the provision is applicable, a written submission is required.

4. Evaluations will be conducted in accordance with FAR Part 13 with award made based on Best Value. (See Provision 52.212-2 at the end of this document for factors). Quoter’s are responsible for ensuring completeness of quotations. The Government may evaluate solely on the information provided in the quotation. Quotations that include additional terms may be excluded from consideration. Alternate Pricing Schedules will not be considered.

5. For a complete quote, interested vendors shall submit:

1) Cover page or signed Standard Form (SF) 1449. Reference the solicitation number and include company name, SAM UEI number, and point of contact information.

3) Technical Information. See provision 52.211‐6, Brand Name or Equal (Page 14)

Specify the product make/model being quoted. 2.0 STATEMENT OF WORK

Global Sea Container Movement Related to the Risk of Invasive Alien Species

2.1 General Information

Scope of Work Sea containers can carry contaminating invasive alien pests and diseases, which can impact animal and plant health, agriculture, and natural resources, and cost millions of dollars. In response, some countries restrict entry of containers, and international initiatives are ongoing. However, sea container movement has never been quantitatively evaluated. Our objectives are to 1) quantitatively describe, for the first time, the likelihoods and frequencies of sea containers moving from and to different ports, 2) characterize the pest risks associated with important container ports, based on factors like proximity to habitat and local native/naturalized pests, and 3) synthesize the information to estimate port risks by destination, generally and for member countries.

2.2 Background

Scientists from four nations will collect container movement data from industry‐held databases using agency‐ based customs information for a period of at least one year. Port network analysis will be used to quantify and characterize the network, including originating and destination likelihoods for all relevant ports. Because historical data on container movements are not available, we will be creating the container movement dataset from weekly samples collected over the course of a year, based on “live” consignment information provided by each NPO. Since each country imports goods from different origins and suppliers (including each other), having multiple NPOs involved will diversify the source data and enhance our coverage of global traffic. NPOs will use their access to sensitive customs information on targeted consignments to facilitate data collection.

2.3 Contractor Requirements

Minimum Must Have Specifications (Salient Characteristics) for Container Movement Tracking Database:

- One-year licenses and support services related to data access and collection as needed for the life of the licenses.

- Historical Shipping Container Data dating back at least 5 years.

- Ability to search by specific container numbers to access particular shipment histories and details; this facilitates tracking histories of known contaminated containers and comparing histories across the different agencies’ records.

- Ability to easily save/download/copy container shipment data

- Coverage of most USA imports, as we expect this database to provide much of the total data for North

America

- Good coverage of shipping in key parts of the rest of the world, especially China/Asia, South and Central

America, and Europe

- Reasonable coverage of shipping in the rest of the world: Australasia, Africa, and the Middle East

- An accessible data interface or system, that can be used anywhere in the world on different operating systems/environments.

• The Government team may use summary data or analytical results from raw data provided by the contractor to complete analyses, reports, and publications.

Invoicing USDA, APHIS, uses the Invoice Processing Platform (IPP) for electronic submission and tracking of invoices and payment information to its suppliers of goods and services. Invoices shall be submitted electronically to the IPP.gov invoicing system. The contractor must register at the site. Contractor shall cooperate with any procedures required for the timely closeout of the contract. Invoices shall include the following minimum information:

b. Invoice date and number

c. Contract and order number

d. Line item and description of services supplied

e. Date of delivery and location of delivery

The Government reserves the right to reject an invoice that does not include the information above.

AGAR 452.204-70, Modification for Contract Closeout (DEVIATION JULY 2022) “Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR Part 13.

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature.

(The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.”

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment. (Nov 2021) The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212- 3, Offeror Representations and Certifications-Commercial Products or Commercial Services.

The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—
