2.0 STATEMENT OF WORK
Large Plastic Delta Traps and Inserts
2.1 Background & Objective
The USDA Animal and Plant Health Inspection Service (APHIS) requires the purchase of large plastic delta traps in separate colors of orange, red, and white. The traps will be used for surveillance and monitoring programs associated with several insect pests.
Insect traps are an effective monitoring tool for several insect pests. Various trap and lure combinations have enabled APHIS to contain and monitor potential infestations of these insects. Congress has tasked APHIS with detecting, monitoring and managing these insects. Should they become established, these insects would have irreversible impacts on natural resources, hinder trade, and increase the costs of agricultural production. Ultimately, the cost of an eradication and/or control program would likely be in the millions of dollars if these insects were to go undetected in our environment.
APHIS PPQ programs use the large plastic delta traps in conjunction with specific pheromone lures to effectively monitor targeted insect populations. Without the requested traps, it might not be possible to define infestations, and the ultimate cost of an eradication program to APHIS and its cooperators would be in the millions of dollars.
2.2 Type of Contract/Period of Performance
Firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) for 5 years.
Ordering Period 1: 07/10/2023 – 06/30/2024 Ordering Period 2: 07/01/2024 – 06/30/2025 Ordering Period 3: 07/01/2025 – 06/30/2026 Ordering Period 4: 07/01/2026 – 06/30/2027 Ordering Period 5: 07/01/2027 – 06/30/2028
2.3 Specifications
APHIS, through peer reviewed literature, understands that the following trap to be effective a capturing various insect. The measurements of the traps included below would be exclusive of any overhanging area. The construction of the trap shall be of a corrugated plastic of 3-4 mm in thickness. Available colors must include at a minimum, red, orange and white.
The overall shape of the trap must be an equilateral triangle with the base of the trap containing the removable sticky card. The removable card must be constructed in such a way that allows it to be removed from the trap and replaced without damaging the corrugated plastic. The base of the trap must have a flap which is easily placed into slots on the slopping sides of the trap. The flap shall keep the replaceable sticky card securely inside the trap.
2.3.1 Trap specifications
The trap shall have dimensions within the following ranges:
Front View Base of the trap: 7.5” - 8.5” Overall height of the trap: 3.75” – 4.25”
Sloping sides: must complete the triangle.
Flap: 1” - 1.75”
Lateral View Trap base (minus the flaps): 7.75” - 8.5” Sloping sides: 10.5” – 11” in length, and 3.75” – 4.25” in height Flap: 1” – 1.75”
Dorsal View Trap sloping edges: 10.5” – 11.5”
The trap must have a mechanism that allows a wire hanger the be attached to the trap so that it may be hung in various environments (such as tree limbs and wooded sticks) and allows the base of the trap to be parallel with the ground. This method may vary.
Overlap, two ends of the corrugated plastic may happen along the sloping edges to allow for the closure of the traps. The can be accomplished in the most cost effective method for the overall price of the procurement.
2.3.2 Insert specifications
The trap must have an internal disposable liner made of white, bleached sulphate paperboard with
0.001 inch polyplastic coating on both sides. The thickness of the paperboard must be in the range of
0.018 - 0.024 inch (0.457 – 0.6 mm). The polyplastic coating must remain bonded to the paperboard without separation.
The liner must fit the smaller dimension of the opening to ensure compatibility across potential suppliers, 7.5” x 7.75”.
The liner must have 3.2 - 3.6 grams of Stickem Special™ adhesive applied evenly to the top surface of the liner.
Following application of the adhesive, liners must be prepared for shipping and storage by placing one insert on another, with the adhesive surfaces face-to-face, or a removable sheet of paper must cover the adhesive product. The liners shall be packed so that adhesive does not leak or squeeze out while in transit or storage.
The supplier should be able provide testing under scientific conditions to prove that the adhesive does not have repellent qualities to the target species. (Some glues have repellent qualities that can result in a failure to catch target species.)
2.4 Pre- Award Sample Testing - Effectiveness
