Project

Fields Point Composting Toilets

General Information

1.0 Scope of Work

This project will replace the three composting toilet fiberglass structures located in the basement of the Fields Point Landing building. These old composting toilets are failing and pose a health and human safety risk to the staff at Fields Point due to exposure to human waste. The objective is to remove the old failing units from the basement at Fields Point and replace them with new poly units to allow for a healthy and safe working environment for our concessionaire. The goal is to remove the health and safety concerns of exposure to human waste by the concessionaire staff and to provide the thousands of annual users of Fields Point Landing with functional restroom facilities.

2.0 Background

Fields Point sees thousands of users on an annual basis due to its location on the lake, access to overnight parking, and frequent ferry shuttles for up lake travel. It is vital to have restroom facilities in good working order to account for the large amount of human waste generated by a facility of its size and importance to the travel of both personnel and goods on Lake Chelan. This facility has been in operation since the late 1980’s, acting as a transit point for ferry travel on the lake. The composting toilets are the original units installed with the building in the 1980’s and have seen consistent use since operations began. Over the past several years the units have begun to show their age with stress fractures and cracks beginning to develop. The staff has attempted to perform fiberglass repairs to the smaller cracks, but the failure of the units has accelerated over the last several months with major cracks developing and an increase in human waste leaking from the units. The concessionaire has shut down the majority of the restroom facilities to reduce their exposure to human waste at this location. The closures have created access issues with the public who need to use restrooms while waiting for or coming off the ferries that land at Fields Point.

Contractor Requirements

3.0 Technical Requirements / Tasks

• The contractor is required to deliver roto-molded composting toilets to Fields Point Landing, 17100 S Lakeshore Rd Chelan, WA 98816. And contact project manager, Michael Plank – (509) 784-4625, prior to delivery so he can be on site to receive the units and inspect the shipment for any shipping damage.

• The Forest Service is not requesting a brand name, but it is requesting a Brand Name or Equal (See FAR Provision 52-211-6 on Section E of the Soliciation). The Forest Service would like the same unit as the M15 Clivus Multrum since all the connections are already set for that product but would take a product that would provide the same results taking in consideration the overall cost.

THE FOLLOWING INFORMATION IS FOR OPTIONAL ITEM 1001 IF AWARDED

• The contractor will perform a pre-work inspection of the facility with the project manager to set expectations, identify, and address any concerns the contractor has.

• The contractor will be responsible for removal of the old composting toilets at Fields Point. This includes the pumping of the waste contained within the units, disassembly and removal of the units from the basement, and disposal of the units off USFS property at the proper waste facility.

• If the unit provided is a Clivus Multrum unit, then the contractor will be required to coordinate any installation specific questions with Clivus Multrum, Brian Barry – brian@clivusmultrum.com, to include any sheet metal work requiring the fabrication of new tube sets from the riser to the holding tank.

• The contractor will ensure all units are fully operational and perform an inspection of the facility with the project manager prior to the completion of the project.
