One award will be made from this solicitation, contractors must submit pricing for all items.
The estimated start work date is July 1st 2023. All work shall be completed by December 31st 2025.
Description of Requirement
The intent of this solicitation is to procure services to locate, identify, and map collection sites for the native plant species listed in the task order. After approval of the collection sites, the Contractor shall collect the specified quantities of seed from these areas, “rough” clean the seed according to task order specifications in Table 1, and package and deliver the seed to the Contracting Officer’s Representative (COR) by September 30 of the collection year. The estimated contract time for this project is July 1, 2023 through December 31st, 2025. This contract period will allow for addition harvesting time if the collection window is missed during 2023-24.
Location
The seed shall be mapped and collected within the delineated areas on the Mt. Hood National Forest (Attachment 1: Vicinity Maps). The Government has identified a number of potential seed collection areas for targeted species (see Attachment 2: Potential Collection Area Maps); however, there are no guarantees as to the presence or abundance of seed crops in these areas during the contract period of work.

STATEMENT OF WORK
1. SCOPE OF WORK
The intent of this solicitation is to procure services to locate, identify, and map collection sites for the native plant species listed in the task order. After approval of the collection sites, the Contractor shall collect the specified quantities of seed from these areas, “rough” clean the seed according to task order specifications in Table 1, and package and deliver the seed to the Contracting Officer’s Representative (COR) by September 30 of the collection year. The estimated contract time for this project is June 1, 2023 through December 31st 2025. This contract period will allow for addition harvesting time if the collection window is missed during 2023-24.
Rough cleaned seed shall be free of chaff, debris, wood, stones, litter, and non-target species.
Depending on the species, rough cleaning may result in individual seeds (including awns), clipped flower heads or spikelettes. Final cleaning and processing will be conducted by the government, this contract requires rough cleaning only.

2. LOCATION DESCRIPTION
Seeds will be collected within specified Seed Zones. Mark the appropriate seed zone on collection forms and ensure that seed from different zones is kept separate. There are two Eco Regions in this project area. Ensure that seed from these eco regions is also kept separated. Collections will avoid wilderness areas and other sensitive sites if applicable.
Access will be by both paved or gravel roads and native surface roads which may be pot-holed and rough in places. Four-wheel drive is recommended. Vehicles shall not operate off system roads without prior approval from the Contracting Officer’s Representative. No clearing of vegetation for the purpose of opening roads will be allowed; removing small trees or branches from a system road is allowed.
3. CONTRACTOR OBLIGATIONS
The contractor shall furnish, except for Government-furnished property, all labor, materials, equipment, transportation, and any incidentals necessary for location, monitoring, and collection of seed from the collection areas. Note: Contractor must provide GPS equipment. We also recommend the use of phones or tablets with Avenza or Field Maps with provided maps.
Follow Federal and state rules and regulations which include but are not limited to:
• Transportation
• Equipment Operation
• Licensing
• Permitting
• Safety
• Labor Laws
• Federal Travel Regulations
The Contractor shall be liable for all loss or damage of such Government-furnished property until completion and final acceptance of work required under this contract.
4. GOVERNMENT FURNISHED PROPERTY
(a) The Government will deliver the following list of items to the Contractor at the pre-work conference, or prior to the commencement of work:
(1) Forest Service maps of the project area.
(2) Topographic maps of the project area.
(3) Seed collection forms (Attachments 4 and 5)
(4) Plastic flagging.
(5) Maps or descriptions of off-limit areas
(6) Shapefiles for Forest Service roads
(7) Shapefiles for known site locations and provincial seed zones
5. SEED COLLECTION SITE LOCATION AND MAPPING STANDARDS
(a) The Contractor shall locate suitable collection sites for obtaining the specified quantities of seed for each subitem. The Contractor shall allow sufficient amount of time prior to seed collection for locating suitable collection sites. Seed collection sites shall meet the following criteria:
1) Seed shall only be collected from public lands, and not private lands, unless the Landowners grant permission to the Forest Service or Contractor.
2) Seed collection sites shall not be located within off-limit areas such as wilderness areas. The Contractor shall avoid seed collection in areas having sensitive plant species populations.
3) Collection sites shall be free of any plants listed as noxious by the Oregon Department of Agriculture (“A & B” weed lists) and other Invasive Species of Concern. See Attachment 3: Mt. Hood National Forest Invasive Species.
4) A minimum of 5 collection sites at least a mile apart will be located for each seedlot prior to collection. For some subitems, more than 5 collection sites may be required in order to obtain the specified quantities of seed. If 5 collection sites is not feasible, discuss and come to an agreement with the COR Representative. Multiple species may be collected at each collection site, but each will have its own collection tag.
5) Each collection site shall be described and documented on a Seed Collection Form (Attachments 4 and 5). This form can vary in format, but must provide the information shown in the example (Attachment 4). Seed collection sites shall be numbered sequentially and marked on topographic maps. The site identification code shall include an abbreviated genus and species code (e.g. Festuca idahoensis = FEID), the task order sub-item code, and the collection site number (e.g. FEID-2-001).
6) The GPS coordinates of each collection site shall be recorded in latitude and longitude in decimal degrees. Accuracy should be less than 150 feet. The location description (Attachments 4 and 5) shall consist of enough information to enable an inspector to relocate the site.
7) Collection sites shall be marked with plastic flagging hung at a point easily visible from the road used to access the site. The flagging shall have a written description that includes a compass bearing and approximate distance in feet from the access road to the collection site.
6. SEED COLLECTION STANDARDS
USDA Plants Database shall be the only source of species nomenclature and plant codes for this project.
(a) Prior to commencement of seed collection, the Contractor shall submit to the COR topographic maps delineating the areas for seed collection, including GPS locations (shapefiles are preferable) and directions.
The Contractor shall not collect seed until proposed collection areas are approved by the COR. The Contractor shall keep the COR informed of their location when collecting.
(b) The Contractor shall submit a work plan schedule to the COR for approval before the commencement of work. The work plan shall include each of the following:
(1) A schedule of the approximate timeframes when the seed will be collected for each species. We recognize that seed maturation is difficult to determine exactly, but this plan will provide an understanding of species phenology and a general idea of the collection strategy. Note: Multiple trips to sites may be required in order to determine when the seed is mature.
(2) A short description of the methods to be used to collect, rough clean, and store seed/fruit for each species.
(c) Plants should appear healthy and vigorous and should not show any signs of disease.
(d) Seed shall be visually sound and sufficiently mature to be viable. Seed is considered sound when the embryo is developing normally and there is no evidence of insect, disease, climatic, or other types of damage.
Seed maturity in plants with fleshy fruits often corresponds with changes in taste, odor, texture, or color (e.g., color changes from green to red, blue, purple or white). Fruits whose seeds are wind-dispersed usually change from green to brown or straw color.
In grasses, seed maturity after flowering goes though the following stages:
(1) Milk stage: when squeezing a seed between the thumb and forefinger, a milky substance is secreted.
Seed has no viability.
(2) Soft-dough stage: excretion of dough when squeezed. Seed has low germination and viability.
(3) Hard-dough stage: no excretion of dough when squeezed. Seed collection should start at the transition of soft-dough to hard-dough. At this stage, the chance of obtaining plump, fully matured seed can be increased by not stripping the seed from the plant. Instead, cutting seed heads from the plant will allow the maturity process to continue as the collected material dries.
(4) Mature: seed is usually too hard to bite. Maturity and seed shatter may occur at the same time.
(e) If monitoring or early collections indicate that seed soundness and crop quality are degraded as a result of uncontrollable biological problems such as poor pollination or low seed set, then the Contractor shall provide a representative sample to the COR for determination as to whether the collection should continue.
(f) Seed may be harvested by stripping or knocking it off the stem, or by clipping the stem just below the spikelet. For species that dehisce explosively, the entire inflorescence may be cut prior to maturity and allowed to dry in mesh or paper bags, or under netting.
(g) Seed will be collected in approximately equal quantities amongst the approved collection sites. To ensure adequate genetic representation, collect from a large number of widely spaced or unrelated parent plants per site (over 50 is optimal).
(h) Collections shall be conducted in a manner that does not damage existing vegetation. No more than 50 percent of the seed crop at each site shall be collected.
(i) Seed or seed bearing fruits shall not be collected if they touch the ground.
(j) Seed shall be collected and stored in such a way as to ensure its viability.
7. CLEANING, PACKAGING, LABELING, STORAGE, AND SEED DELIVERY STANDARDS
(a) Prior to delivery to the COR, seeds shall be hand-screened, stripped, or otherwise cleaned to remove excess chaff, stems, leaves, trash, dirt, and other impurities, including seeds of other non-target species.
(b) Seeds of non-fleshy species (e.g., grasses and forbs) shall be dried down to reduce moisture content prior to hand-cleaning.
(c) Seeds and fruit shall be bulked into a single seedlot by subitem (e.g., combine all seed from FEID-2-001, 002, 003, etc.). Each seed package shall be labeled with the species, subitem code, and the year of collection (e.g., FEID-2-04). Only permanent marking pens shall be used.
(d) Dried and cleaned grass and forb seed shall be packaged in paper bags. Fleshy fruit shall be packaged in non-porous plastic bags or containers and chilled prior to delivery. Note: seed and fruit of fleshy species should be delivered to the COR as soon as possible after collection.
(e) Each seed package shall be labeled with the site identification code. In addition, a Forest Reproductive Material Identification Tag (Exhibit E) shall be completed and placed inside each paper bag or taped to the outside of plastic bags. Only permanent marking pens shall be used.
(f) The Contractor shall weigh each bulked seedlot and record this information on the Seed Collection Summary Table (Exhibit D). The individual Seed Collection Forms (Exhibit C) shall be stapled to the Seed Collection Summary Table.
