SECTION D – CONTRACT DOCUMENTS, EXHIBITS, OR ATTACHMENTS
SECTION 1 - GENERAL
1.01 GENERAL SCOPE OF THE PROJECT
A. This Statement of Work defines the following Base Items:
1. Project Workplan: Describe logistic operations to accomplish tasks at the St. Louis Mine on the Darrington Ranger District, Mt. Baker-Snoqualmie National Forest. The Work Plan shall include a Health and Safety Plan (HASP).
2. Portal Closure: Install a non-functioning bat gate at the lower adit (adit #3). Adequate closure of the adit would consist of installing “bat friendly” steel non-functioning gate that restrict public access yet allowing ingress and egress for bats. The gate shall include a removable bar with a locking mechanism.
3. Technical Memo: A technical memorandum shall be prepared and submitted at the completion of the field work.
B. As part of the response to this solicitation, Contractors are required to provide a Technical Approach that includes:
1. Site access, including ingress and egress of all equipment, materials, and personnel;
2. method for adit closure, and;
3. conducting field work and emergency communications in this remote site.
1.02 PROJECT BACKGROUND
A. The St. Louis and Jackson mine site dates to the early 1890s. Mine features include one open adit (adit #3, lower), two partially collapsed adits (adits #1 & #2), one partially collapsed winze, and minor amounts of mining equipment on-site (ore cart rails & metal 50 gal. drum).
Metals mined were copper, gold, silver, and tungsten. Only known production was one “carload” of high-grade ore taken to railhead at Bonanza Spur. Mine(s) are currently unclaimed, although sited on reserved public domain lands which are open to mineral entry.
Adjacent to adits 2 & 3 are scenic waterfalls with associated pools. Mining claims in the area have been filed in the past but at present the Site is inactive and unclaimed (BLM MLRS database, accessed 3/15/2023).

1.03 PROJECT LOCATION:
A. The project site is located approximately 2.5 air miles northeast of Silverton, WA in the northeast ¼ of the southeast ¼ of Section 1, Township 30 North, Range 9 East of the Willamette Meridian at 3,000 feet above mean sea level (see Attachments 1-3).
B. Site directions:
1. From the town of Silverton travel east on the mountain loop highway for approximately 1 mile to Forest Service Road (FSR) 4052, turn left onto FSR 4052 and travel approximately 3.7 miles to the trail head for the St. Louis Mines. There is a slight turnout on the right side of the road for the trail head, which can be easily missed. Follow the trail to Adits 1-3. Adit #3 is approximately 1 mile from the trailhead.

A mine “no entry” sign would be installed on the gate, sign provided by the Forest Service. The portal dimensions are approximately 8’(height) x 6’(wide); however, dimensions will vary depending on where the ideal location for the steel gate will be located during installation. Schedule should be coordinated such that project COR can be on-site for the work.
