Section 2: Evaluation Factors Evaluation factors and significant subfactors must represent the key areas of importance and emphasis that directly relate to the purpose or objective of the acquisition and support meaningful comparison and discrimination between and among competing proposals. Evaluation factors other than cost, when combined, are significantly more important than cost. The evaluation factors are in ascending order of importance.
1.1 Factor 1 Technical Approach
The Government will evaluate the adequacy of the Quoter’s ability to provide the services described in the PWS, including:
understanding and comprehension of the requirements described in the Performance Work Statement (PWS), as well as the Quoter’s ability to identify inherent problems or obstacles associated with the objectives of this procurement, and recommend potential solutions.
The Government will evaluate the adequacy of the Quoter’s:

i. Approach to providing the resources with the appropriate skills, depth of experience, training, and professional qualifications
ii. Ability to maintain continuity of assigned employees and ability to back-fill vacancies in a timely manner
iii. Accessibility, availability, and continuity of key personnel and the explanation of why the proposed project manager is uniquely qualified to occupy the project manager key personnel position
b. The Government will evaluate the adequacy of the Quoter’s proposed resource allocation, including the labor categories and level of effort to accomplish each of the tasks, listed in the PWS.
c. Staffing plan consistent with the technical approach and schedule, including identifying the proposed labor categories and the estimated number of hours for each labor category but no cost.
1.3 Factor 3 Past Performance
The Government will evaluate the Quoter’s (including any major subcontractor) demonstrated relevant corporate experience performing work that is similar in size, scope and complexity to the requirements established by the PWS. All declared corporate experience must be recent. For the purposes of this evaluation sub-factor, “recency” is defined as work performed within the last three (3) years and “major subcontractor” is defined as any proposed subcontractor that will be subcontracted for a minimum of 25% of the total contract amount to include all option periods.
1.4 Factor 4 Management Plan
The Government will evaluate the adequacy of the Quoter’s demonstrated plan to manage the implementation of the integrated solution and satisfying the requirements established in the PWS.
The evaluation will consider the detailed work plan for implementation; schedule for completing the effort, including key milestones, the flow of activities from start to completion, and approach for meeting milestones and documentation requirements.
If teaming contractors or subcontractors are proposed, Quoter will be evaluated on the following rationale: 1) the basis for selection of the teaming contractor or subcontractor; 2) the nature and extent of the work to be performed by the teaming contractor or subcontractor; and 3) detail on the functional areas and functional split of responsibilities including potential percentages of the work to be performed.
