(vi) Description of Requirement (including a list of any attachments)

Project Title - Archaeological Surveys on the High Cascades, Siskiyou Mountains

Summary

The Forest Service (FS) is seeking one or more contractors to complete the deliverables (See

Final Deliverables for details) for the schedule of items, above. The schedule of items includes

BASE contract line items (CLINs) – 1A, 2A, 3A, and 4A OPTIONAL contract sub-line items are

1B and 2B.

Contractors are asked to submit bids with the understanding that they may be awarded up to the full amount that they bid and must complete the work within two years of notice to proceed

(NTP) with priority given to completion of item 1A. This contract may be multiple award and contract line items may be divided among multiple contractors.

A.1. Scope of Work Summary

Contractors will complete survey and reporting for all locations listed in the schedule of items.

Survey design will vary by the schedule of items. There are two types of archaeological survey methodologies in this SOW, specifications for which can be found in Section B.2 Contact

Specifications. Specific survey locations, survey sizes, and the survey percentage high/medium/low probability can be found in Appendix A: Survey Sites. The schedule of items also includes National Register of Historic Places evaluations and a report examining the different survey strategies.

A.2 Bidding on this requirement

Please reply to this solicitation with the following information:

• A technical approach to the work that includes the following:

o Approach to survey, including but not limited to proposed number of surveyors and approximate # of acres/linear miles surveyed per day, etc.

o Any other relevant details that support vendors’ ability to complete the project within the period of performance o A plan for the evaluation of MEDCO Railroad Sites o An approach to evaluation the two survey strategies

• Relevant past performance including Pacific Northwest and sub-regional (i.e. Willamette

Valley, Cascade Range) archaeology, pertinent to each Forest bid on.

• Proposed Key Personnel who will supervise the work, complete the surveys and reports, and who will be the primary point(s) of contact for the COR and GTM, as well as qualifications/resumes.

• Price to complete the work that represents the full amount to be paid for each CLIN (travel, etc. must be included in the cost).

A.3 Evaluation Criteria

Contractor bids will be evaluated by the following factoring in descending order or importance:

• Technical Approach Proposal

• Relevant Past Performance

• Key Personnel

• Price

Specifications

B.1 Government vs. Contractor Provided Property or Information

• The Contractor shall furnish all equipment, oversight, materials (except Government-furnished items specified below) and incidentals necessary to direct background research, cultural resource surveys, evaluation, mapping, and reporting.

• If the contractor wishes to camp at a Forest Service campground that is operated by a concessionaire, they will need to reserve and pay for their campsite(s). If the site is not operated by a concessionaire, that particular unit may or may not be able to waive the fee for the campsite(s).

• Following award, the GTM will provide:

o Existing site records, appropriate/relevant survey reports, and spatial data for the areas to be surveyed.

o Preferred site forms to be used, by unit.

o Maps showing areas of probability to guide shovel test surveys.

o Information, as appropriate, of known Traditional Cultural Properties (TCPs).

o GIS data of private land in and around project areas if needed.

B.2 Contract Specifications

This requirement includes 2 types of archaeological surveys as discussed in A.1. Scope of Work

Summary (Pedestrian and Enhanced Pedestrian). All surveys should follow the general specifications below, except under C, where the different survey designs are outlined.

Basic process for all surveys include:

A) Background (pre-field) research

B) Research and inventory should consider possible TCP or Traditional Use Areas.

C) Survey Design

• Pedestrian

This survey is based on the dividing the project area into high, medium, and low probability zones for historic properties. 100% of high probability areas will be surveyed using 20 meter transects. Twenty percent of Medium Probability areas will be surveyed using 30 meter transects. Ten percent of Low probability areas will be surveyed using 40 meter transects.

High probability areas are defined as land within 200 feet of a water source with a slope less than

30%, Land that has a slope of less than 10%, within 100 feet of a natural meadow edge, major ridge crests and saddles with less than 40% slope, base of cliffs and large rock outcrops, and prominent peaks and bluffs.

Medium probability areas are defined as land between 10 and 30% slope, spur ridges with less than 40% slope, and within 100 feet of the margin of a lava flow or landslide.

Low probability areas are defined as land greater than 30% slope.

• Enhanced Pedestrian

This survey is based on the dividing the project area into high, medium, and low probability zones for historic properties. 100% of high probability areas will be surveyed using 20 meter transects. In addition, for every 20 acres of high probability a shovel test probes (STP) will be excavated. These STPs will be randomly placed in high probability survey areas and are to be separated from each other by a minimum of 1000 a meters. Twenty percent of medium probability areas will be surveyed using 30 meter transects. Low probability areas will not be surveyed.

High probability areas are defined as land within 200 feet of a water source with a slope less than

30%, Land that has a slope of less than 10%.

Medium probability areas are defined as land between 10 and 30% slope.

Low probability areas are defined as land greater than 30% slope.

D) Shovel Test Probes, where appropriate as specified above, to include:

• Shovel probes should be 50 cm x 50 cm round. Notes should be taken in the field and, at a minimum, include a brief description of soil color, texture, composition, observed cultural material, depth and reason for termination.

Shovel probe notes should be recorded in a field notebook or other physical or digital format (ex. shovel probe form) agreed by the GTM and contractor. A digital photo of each probe profile will be taken.

• If shovel probes coverage is not accomplished the contractor will provide an explanation and identify the location.

• Dirt from shovel probed should be screened through 1/8” mesh screen to identify cultural material.

• If new cultural materials are encountered through shovel probes further STPs will be used to determine site boundaries.

• From the new material or isolate, at minimum two shovel test probes will be excavated to determine the possibility of subsurface cultural deposits. These shovel probes will not count as the shovel probes need in high probability survey areas under the enhanced pedestrian survey.

• Cultural materials from each shovel test will be documented and re-buried in the corresponding shovel probe. Documentation, at a minimum, will include artifact type, material type and measurements. All diagnostic artifacts should be photographed. Should human remains be encountered, work in the vicinity will cease and not resume until permitted by the COR.

E) New site recordation. The following will be completed for all newly identified isolates and sites:

• Site overview and site feature photos

• GPS point of artifact measured from a datum, which may be provided by the unit, recorded by a resource grade GPS unit using WGS84, which must have an accuracy of three (3) meters or less in Open Canopy and seven (7) meters or less in heavy canopy.

• Photo of artifact with scale.

• Description of the artifact that includes measurements, material type and other identifying traits.

• Collect all field data necessary to complete the RRS archaeological site form.

• Site sketch maps

F) Re-record/update known historic properties. All site records older than five years need to be completely rerecorded to current standards on the Rogue River Siskiyou site record.

G) GPS coordinates for all survey transects, sites, and isolates, recorded by a resource grade GPS unit using WGS84, which must have an accuracy of three (3) meters or less in Open Canopy and seven (7) meters or less in heavy canopy.

H) At a minimum, survey notes should include a brief description of surface visibility, natural or human caused disturbances, vegetation including culturally significant plants, landform and features and general slope. The results of the survey or changes to the survey strategy will be recorded on a daily basis in a field notebook or other physical or digital format agreed by the Unit’s GTM and Contractor.

I) The survey strategy design may be changed in the field when field conditions are not favorable due to environmental or human factors or issues of safety – the GTM must be notified ASAP and consulted prior to changing survey design. These changes should be adequately documented in the final report. The final decision as to whether an area should be surveyed is the prerogative of the GTM, regardless of previous decisions made in the field. If the GTM does not agree with changes made in the field, the contractor will survey the area in question.

J) When recording cultural resources during a pedestrian survey, the cultural resources should be dealt with in the following ways:

• If a site is partially located outside of the project area, it will be treated as if it is located entirely within the project area and fully recorded.

• If a linear site (ex. railroad grade, communication line, road) is partially located outside of the project area, it will be recorded up to one hundred (100) meters outside of the project area.

• If any site is partially located on private lands, do not record the part on private land.

Basic Process for Evaluate differences between Pedestrian and enhanced pedestrian survey:

A) A report will describe the findings of all the archaeological surveys completed under this contract. It will then compare the two survey strategies used and determine if there is any statistically significant difference between the amount or type of historic properties and isolates discovered.

Basic process for NRHP evaluation of High Cascades Railroad Sites:

The high Cascades Ranger District has a railroad logging system that dates between 1920 and

1962. During this period three different companies operated, Brownlee – Olds Lumber Co.

(1920-1924), the Oregon Lumber Co. and the railroad as the Medford Logging Railroad Co.

(1924-1932), and the Medford Corporation known as “MEDCO” (1932-1962). It is believed the majority of Railroad logging sites on the district date between 1924 and 1932. Over the years individual segments of railroad grade and trestles remains have been recorded as separate sites

See Appendix B for list of recorded railroad grade segments.

A) Survey ten linear miles to record unidentified railroad grade segments. Focus of this survey will be the identification on any mainline railroad grade especially between known segments.

B) Record the railroad system as one site depicting all known identified railroad grade segments and trestles. The new site record should have an overall site description of the railroad grade system. Then there should be a separate description of each segment of the grade. Each segment description needs to include a description of the segment, integrity level, and why the integrity level was assigned. There will be a description of the two ends of the segment and why the segment is ending. There should be at minimum one photo showing a typical section of that segment. Location maps should identify segments.

Railroad integrity levels

Level 1: Intact grades where railroad ties are largely present and in place, with the only significant effect being the result of natural decay.

Level 2: The grade has been lightly impacted by road construction or otherwise lightly modified where ties are generally removed or displaced, but the contour and grade morphology are substantially intact, as are the associated features that maintain the overall integrity of the grade.

Level 3: Grades that can still be verified by contour, cuts, fills, etc. and occasional hardware or associated features but have been altered by road construction or other disturbances. Many temporary logging roads or skid trails fall into this category.

Level 4: Grades have been severely impacted by either road construction, logging activities or otherwise affected to the point where they are no longer recognizable as railroad grade.

Occasional features may survive in terms of morphology (i.e. cuts, fills, etc.) but these would be relatively rare. Many developed roads overlying grades would fall into this category.

Level 5: Grades that are entirely unrecognizable as such, but have convincing archival or contextual evidence. Included in this level are grades depicted on system maps and/or routes that provide a logical link for other known grade segments of higher integrity.

Segment description example: Segment 1: This segment of the rail grade runs in a north/south direction to the east of FS Road 21N79Yand is cut into a northwestwardly facing slope on the northwest side of the hill. The downhill slope of the grade has been undercut by the construction of FS Road 21N79Y, which has caused downhill sloughing in many areas. Integrity Level 3 -

Road construction has removed the entire west side of the downhill slope of the grade. The southern side has been blocked by boulders and the construction of Highway 162. At the beginning of this segment a dozer trail has bisected the grade. The north end of the grade has been destroyed by the construction of FS Road 21N79Y, and a major sloughing of the uphill slope of which the grade is cut into.

C) Evaluate the railroad system for the National Register of Historic Places (NRHP).

Particular attention should be paid to criteria A. For example, can the railroad be linked to the growth of Medford, OR, and related to early FS logging of the Rogue

River National Forest. Also use the integrity levels assigned to railroad grade segments to address overall site integrity in the evaluation analysis.

D) Produce a report outlining the results of the survey, the new site record and NRHP analysis.
