REQUEST FOR QUOTE
VIRTUAL CAREER FAIR SOFTWARE
RFQ #: 1145PC20Q0048
COMBINED SYNOPSIS/SOLICITATION
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
Solicitation 1145PC20Q0048 is being issued as a request for quotation (RFQ) for Virtual Career Fair Software. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This requirement is a total small business set-aside and is being solicited under Simplified Acquisition Procedures per FAR Subpart 13. A fixed-price contract is anticipated. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210, with a small business size standard of $41.5M.

1.2 DELIVERY REQUIREMENTS

The Contractor is responsible for delivering all Compliance and Security Requirements detailed in PWS Section 2.1. All reports shall contain accurate and complete data.
1.3 PERIOD OF PERFORMANCE
The period of performance will consist of one (1) base year and four (4) one (1) year option periods.

1.4 CONTRACT TYPE
This is firm-fixed price contract.
SECTION 2 – REQUIREMENTS
The Contractor shall provide a web-based software platform to stream Peace Corps’ Virtual Career Fair with the capacity to host, at a minimum, 5,000 participants and eighty (80) employers. The software shall:
Have the ability to simulate/stream a career conference Work well in low-bandwidth regions Allow for extended event duration (8+ hours) Allow for “Waiting Room” for participants to join recruiters Have unlimited number of meetings per host with timer per interactions and ability to extend Have the ability to collect resume and other participant data from recruiter Be user-friendly for recruiter and participant Have software technical support
2.1 Compliance & Security Requirements
2.1.1 Federal Information System Security Requirements
All work that is associated with government information, systems, and information security must be in compliance with the Federal Information Security Modernization Act (FISMA) of 2014 as implemented by Federal Information Processing Standards Publication 200 (FIPS 200), “Minimum Security Requirements for Federal Information and Information Systems.” This standard specifies minimum-security requirements Federal Agencies must meet. The appropriate security controls and assurance requirements to be selected are described in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 Revision 4, “Recommended Security Controls for Federal Information Systems and Organizations” and associated documents.
The Contractor shall provide software updates to ensure compliance with FISMA. This system shall meet current and future requirements of all relevant Office of Management and Budget (OMB) memoranda, FIPS and NIST Special Publications (http://csrc.nist.gov/publications/PubsSPs.html).
This list includes but is not limited to the most current versions of the following:

2.1.2 Peace Corps Information Security Policies & Procedures
Peace Corps’ IPS 1-17-Information Security Program shall be incorporated into the contract as an attachment. The Contractor is required to adhere to these Peace Corps policies and procedures which refer to and align with the requirements identified in NIST SP 800-53 Rev.4. Where Agency security policy is undefined, the Contractor shall bring it to the attention of the http://csrc.nist.gov/publications/PubsSPs.html
Contracting Officer Representative (COR) and implement industry standard security measures based on NIST SP 800-53, Rev. 4 for Moderate Impact Systems.
2.1.3 FedRAMP Compliance
The Contractor’s application and hosting platform must be FedRAMP Compliant: JAB Provisional Authorization, Agency Authorization, and CSP Supplied Package, or the Contractor must present an active FISMA compliant Authority-To-Operate (ATO) from one or more U.S.
Government Agencies. If the Contractor is not FedRAMP certified and does not have an Agency ATO, then the Contractor shall prepare a complete Security Assessment Package (SAP) for the system/solution in accordance with NIST SP 800-53 Rev. 4. to include documents listed in Appendix A, Information Security Data and Reporting Requirements. Furthermore, this list also includes requirements for quarterly, monthly and weekly security report deliverables.
2.1.4 Security Categorization
The Security Categorization for the information system shall be at a minimum impact level of “Moderate”. All components and operations must meet the security control requirements as defined by FISMA and the Peace Corps security control catalog.
2.1.5 System Security Plan Documentation
The Contractor shall update the existing security controls for the system in order to accurately represent any new technology and practices it introduces to manage the system and document a formal System Security Plan (SSP). In addition, the Contractor shall provide the supplementary documentation listed in Appendix A as needed, as determined by the COR in collaboration with the Peace Corps security team.
2.1.6 Vulnerability Scanning and Patching
The Contractor shall comply with continuous monitoring requirements and standards per the Peace Corps security control catalog. The Contractor shall submit monthly continuous monitoring reports to the COR, including quarterly Plan of Action and Milestones (POA&M) reports documenting risk mitigation strategies. Additionally, on a monthly basis, the Contractor shall submit vulnerability scan and patch reports. The contractor shall also submit weekly back-up reports indicating successful back-up of the information system.
2.1.7 System Security Assessment
The Contractor shall provide an independent Security Control Assessor’s (SCA) Security Assessment Report (SAR). The Contractor shall ensure that the independent SAR is in accordance with National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53A revision 4. The Contractor shall provide technical expertise sufficient to provide administrator access to the operating system, application and databases for all security system and to remedy any operational issues caused by the SAR. The Contractor shall review the information system vulnerability scans and remediate whatever vulnerabilities fall within their purview. For a detailed list of required deliverables, see Appendix A, Information Security Data and Reporting Requirements.
2.1.8 Encryption Requirements
The standard for securing the conference sessions and recordings requires the AES 256-bit encryption. The contractor shall encrypt sessions and recordings while in storage and transmission.
2.1.9 Role Based Access Control
The contractor shall implement Role-Based Access Control (RBAC) and dynamic privilege management to managing the privileges of users during conference sessions.
2.1.10 Incident Response and Breach Notification
In accordance with the Peace Corps’ Manual, Section 899, Breach Notification Response Plan, the Contractor shall provide notification of a suspected or known breach promptly (within 4 hours) by calling the Peace Corps’ Domestic Services Help Desk at 202-692-1000.
A breach and/or incident means the loss of control, compromise, unauthorized disclosure, unauthorized acquisition, unauthorized access, or any similar term referring to situations where persons other than authorized users and for other than authorized purposes have access or potential access to Personally Identifiable Information (PII) or Covered Information, whether physical or electronic. The Peace Corps’ Manual, Section 899, will be incorporated into the resulting contract to provide the definitions of PII and Covered Information. If a suspected or known breach occurs, the Contractor shall work with and provide necessary information, as requested, to the Peace Corps’ Response Team who will respond to the notification.

2.7 Personnel Security Requirements
There are no requirements for security clearances. Work will not be performed on-site.

3.2 CONTRACTING OFFICER’S AUTHORITY
The Contracting Officer (CO) is the only person authorized to make or approve any changes to any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting
Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
3.3 INTERPRETATIONS OF MODIFICATIONS
No oral or written statement of any person and no written statement of anyone other than the CO shall modify or otherwise affect the terms and conditions of this contract. Requests for interpretations, modifications or changes must be made in writing to the CO. The technical point of contact can only respond to technical matters that do not result in a change of scope to this contract.
3.4 INSPECTION & ACCEPTANCE
Inspection and acceptance will be at destination in accordance with FAR clause 52.212-4(a). In accordance with FAR 52.212-4(a), the Government has the right either to reject or to require correction of nonconforming supplies. Supplies are nonconforming when they are defective in material or workmanship or are otherwise not in conformity with contract requirements. The Government may reject nonconforming supplies with or without disposition instructions.
3.5 INVOICE REQUIREMENTS

For questions regarding payments, please send an email inquiry, including the invoice number, Purchase Order number, billed amount and date sent to Disbursing@peacecorps.gov. The invoice shall include, but not be limited to, the following information:
• Name and address of the Contractor
• Invoice date and invoice number
• Period of performance covered by the invoice
• Description, price(s), date of service, and quantity(ies) of services and supplies for which payment is being requested
• Shipping and payment terms, if any
• EFT account/payment information (see below)
• Costs incurred under the current voucher or costs incurred to date (cumulative)
• Signature of the Contractor’s authorized representative

3.6 INVOICE CERTIFICATION
Upon receipt of the invoices, the Peace Corps will check the invoices for correctness and appropriateness of the charges and will ensure that chargeable items appearing on the invoices have been formally accepted by the Peace Corps. In the event that the Peace Corps discovers any discrepancies in the invoice, the Peace Corps Contracting Officer and Contracting Officer Representative (COR) will, in addition to following the requirements of the Prompt Payment Act, take steps necessary to resolve the discrepancies with the Contractor.
3.7 INVOICE PAYMENT
For the purposes of this subsection, “invoice payment” is a Government disbursement of moneys to the Contractor under this order for products and/or services which are formally accepted by the Government. Invoices are payable in accordance with the requirements of the Prompt Payment Act. Payment will be considered as being made on the day of the electronic funds transfer is made.
SECTION 4 – SPECIAL CONTRACT REQUIREMENTS
4.1 USE OF PEACE CORPS NAME OR LOGO
The Contractor shall make no publicity announcements or issue other public relations or promotional materials mentioning the Contractor’s connection with Peace Corps without first consulting with the Contracting Officer. Further the Contractor shall not use the Peace Corps name and/or logo in conjunction with, or proximity to, the Contractor’s logo, trademark, trade name or facsimile thereof (co-branding) without the advance written concurrence of the Contracting Officer
4.2 RESTRICITION ON ADVERTISING
The Contractor shall not refer to this contract in commercial advertising or similar promotions in such a manner as to state or imply that the product or service provided is endorsed or preferred by the Peace Corps, or any other element of the Federal Government, or is considered by these entities to be superior to other products or services. Any advertisement by the Contractor shall contain the following statement: “This advertisement is neither paid for nor sponsored, in whole or in part, by any element of the United States Government.”
4.3 SYSTEM ACCESSIBILITY AND EASE OF USE
Section 508 – Electronic and Information Technology (EIT) Standards
The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all the Peace Corps orders, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT).
