PERFORMANCE WORK STATEMENT

Performance Work Statement For

TYAD F&ESB Bauer Unicus III Breathing Air System Repair and Upgrade Project

PURPOSE AND SCOPE: The purpose of this contract is for the repair and refurbishment of the Bauer Unicus III four-bank all-in-one breathing air system to enhance its functionality, reliability, and safety. This effort is intended to restore the system to optimal working condition and ensure it can effectively support the Tobyhanna Army Depot (TYAD) Fire and Emergency Services Branch (F&ESB). This initiative aims to extend the service life of the unit, improve system performance, and ensure compliance with current industry and safety standards, contributing to the readiness and operational efficiency of the TYAD F&ESB. All refurbishment work shall meet or exceed the minimum requirements specified in the Performance Work Statement (PWS). Workmanship must be of the highest quality in its respective field and free from defects in materials or craftsmanship under normal use and service conditions.

PERIODS OF PERFORMANCE: October 1, 2025 - October 31, 2025

REQUIREMENTS: The contractor shall perform the following tasks at a minimum:

Inspection and Evaluation:

Perform a full operational inspection of the Bauer Unicus III breathing air system.

Identify all worn, outdated, or malfunctioning components, including valves, hoses, electrical wiring, fittings, latches, safety interlocks, lighting, gauges/displays, and control interfaces.

Repairs and Replacement:

Remove and replace any defective or outdated components with new, current-production parts.

Components may include but are not limited to pressure regulators, interlocks, safety devices, electrical wiring, cylinder holders, fill adapters, pressure relief valves, and visual indicators.

All replacement components must meet or exceed CGA Pamphlet G-7 and ANSI/CGA G-7.1 standards for breathing air.

System Upgrade:

Upgrade the system from 4500 psi fill capacity to 5500 psi fill capacity.

Adjust pressure settings, safety valves, and fill regulators to match the new 5500 psi service pressure.

Replace any incompatible high-pressure hoses, bleed valves, and adapters to ensure full compatibility with

5500 psi SCBA cylinders.

Containment Fill Station Integration

As part of the refurbishment and upgrade, the contractor shall supply and install a Bauer CFS5.5-3M three-position containment fill station or a functionally equivalent model. The fill station must be designed for safe high-pressure SCBA cylinder refilling and must meet the following specifications:

Enclosure Design:

Must be a front-loading, three-position containment fill station that fully encloses SCBA/SCUBA cylinders during refilling.

Constructed from ¼-inch thick formed steel plate on the outer enclosure and doors.

Includes venting at the bottom of the enclosure to safely release rapidly expanding air in the event of a cylinder rupture.

Ergonomic & Operator Safety Design:

Door and cylinder holder assembly must tilt out toward the operator at an 85-degree angle for easy loading/unloading.

Door must include a handle and heavy-duty gas spring for smooth opening/closing with no more than 18 lbs of force, reducing operator fatigue.

Cylinder Holder Construction:

Each fill position must use a thick-walled polymer tube to cradle and fully surround the SCBA cylinder during filling.

Design must eliminate the need for scuff protection and allow concussive flexure in the event of cylinder rupture.

Designs allowing unsupported cylinders or those that extend outside the enclosure are not acceptable due to safety risks.

Safety Interlock System:

Must include a door-activated interlock system that prevents filling unless the door is closed and secured.

Interlock must be automatic and require no secondary latch to engage or disengage.

Installation Flexibility:

Fill station must be designed with knockouts to support optional mounting of a fill control panel, compressor panel, or cascade control panel.

Modular panel design must support mounting to the top or either side of the fill station.

Fill Hoses and Adapters:

Must include three high-pressure fill hoses inside the fill enclosure.

Each hose must include a manual bleed valve, SCBA-compatible fill adapter of choice, and a hose retention system to safely secure hoses when not in use.

Deliverables:

Fully refurbished and upgraded Bauer Unicus III breathing air system.

CFS5.5-3M fill station properly installed and integrated.

Operator manual and maintenance guide.

Warranty documentation for all installed components.

All work must comply with manufacturer specifications and NFPA standards for breathing air. All replaced components must be OEM or approved equivalent.
