About this file
This is a Decision to Restrict Competition document (Identification Number: 1202SA26Q9700) issued by the United States Department of Agriculture for a sole-source acquisition under the Simplified Acquisition Threshold.
The USDA Forest Service, through the National Interagency Fire Center (NIFC), is establishing a Firm-Fixed Price Blanket Purchase Agreement (BPA) valued at less than $350,000 for commercial wildfire prevention outreach and public education services. The requirement encompasses static and aerial Smokey Bear inflatable displays, wildfire prevention educational outreach, participation in public events and festivals, transportation and logistics support, operation of inflatable imagery from ground level to 3,000 feet above ground level, and maintenance, insurance, fuel, and operational crew support. The five-year ordering period BPA will be awarded to Friends of Smokey Bear Balloon (UEI: CDSLKKTGRFC1, located at 9010 Cordova Ave NE). Market research confirmed that no competing vendor possesses both authorized Smokey Bear imagery usage rights and the specialized Smokey Bear inflatable assets and operational capabilities necessary to conduct aerial and static wildfire prevention outreach services nationwide. The Smokey Bear image is protected by Congressional and traditional trademark, licensing, and authorized-use restrictions, making official licensing essential for brand integrity and compliance with Cooperative Forest Fire Prevention (CFFP) Program requirements. Market research evaluated multiple balloon and aerial display vendors including Firebird Balloons, Four Corners Balloon Rides, and Reach for the Stars Hot Air Balloon Foundation; however, all alternative vendors lack authorization to use Smokey Bear imagery. The Contracting Officer (Amelia Velasco) and National Wildfire Prevention Project Manager (Elizabeth Bunzendahl) certified the justification on May 22, 2026.
