VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 for

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: ___ 36C241-24-AP-2377 ___

1. Contracting Activity: Department of Veterans Affairs, VISN 01, West Haven VA Medical Center in

West Haven, CT 06516. Purchase Request 2237 is 689-24-2-4807-0039

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a brand name requirement for room isolation and dust containment equipment for use during maintenance activities at the Medical Center. West Haven’s Facility Service use this branded equipment, purchased almost a decade ago, and wish to expand their inventory to contain larger areas. The estimated amount of this procurement is $ .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

West Haven FMS already owns HEPACarts, HEPACart branded Anterooms, and STARC LiteBarrier for maintenance and construction use (list of requested items is attached). Facilities intends to add to their inventory of containment equipment, several years old, and the older HEPACart and STARC panels are still of excellent quality. For Facilities, it is beneficial to have redundancy of equipment so that the inventory can be used interchangeably and can contain larger areas by linking panels. In addition, the facility can avoid the burden of training personnel on new equipment. Procuring similar equipment from an alternate vendor is undesirable for these reasons.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to determine whether any known SDVOSBs or VOSBs can supply the branded requirement. OEM supplied an SDVOSB Authorized Vendor name. A sources sought was completed that demonstrated interest from multiple SDVOSB vendors. In order to promote competition, a SDVOSB set-aside Combined Solicitation shall be posted.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
